A23 AND A27 TRUNK ROADS TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that National Highways intends to make an Order on the A23 and A27 Trunk Roads in the County of West Sussex and the Unitary Authority of the City of Brighton and Hove, under Sections 14(1)(a) and 14(1)(c) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. The effect of the Order would be to: -
1. authorise the overnight closure (in phases) of -

(a) both carriageways of the A23 between Pease Pottage Interchange and the London Road Roundabout in Patcham;

(b) both carriageways of the A27 between Warblington Interchange and Pevensey Roundabout;

(c) the slip and link roads leading to and from the carriageways described in 1. (a) and (b) above;

(d) access to and from any side road at junction with the lengths of carriageway described in 1. (a) and (b) above; and

(e) any bus stop adjacent to the lengths of carriageway described in 1. (a) and (b) above.

2. impose an overnight -

(a) 50 mph speed limit on any dual carriageway with a national speed limit within the lengths of carriageway described in 1. (a) and (b) above;

(b) 40 mph speed limit on any single carriageway with a national speed limit, or single or dual carriageway with a 50mph speed limit within the lengths of carriageway described in 1. (a) and (b) above; and

(c) 10mph speed limit while traffic is escorted through the works area by a convoy system on the lengths of carriageway described in 1. (a) and (b) above.

3. authorise the closure of up to 24 hours in any day of -

(a) any lay-by adjacent to the lengths of carriageway described in 1. (a) and (b) above; and

(b) any gap between the lengths of carriageway described in 1. (a) and (b) above, and any dedicated lane used for the purpose of turning through them.

4. to impose, in sections as required, an overnight ban on overtaking on both carriageways of the A23 and A27 where it is currently permitted on the length of carriageway described in 1. (a) and (b) above.

These measures would be in the interests of road safety while contractors undertake Programmed Cyclical Maintenance (tunnel maintenance, bridge maintenance, drainage, lighting, signage, inspections and surveys, maintenance and clearance of vegetation, litter picking and clearance, road sweeping, emergency crossing point maintenance, road markings and road studs, electrical loop works, barrier maintenance and clearance of injurious weeds).

. The duration of each closure would vary depending on the nature of the maintenance work being undertaken on each occasion. The programme of works would start on or after 2nd January 2022. The overnight closures would be in operation between 20:00 and 06:00 (maximum period). Planned maintenance work would be scheduled to avoid disruption during known peak periods, although essential maintenance may be necessary during these periods to prevent the need for emergency works. In such cases less disruptive options would be considered. The Order would come into force on 2nd January 2022 and shall remain in force until 24th December 2022. During the closures, traffic affected would be diverted using other junctions of the A23 and A27, or by using the A259, A264, A270, A272, A281, A283, A284, A293, A2011, A2038, A2270, A2280, A2300, B2036, B2110, B2114, B2115, B2117, B2118, and various local roads. The diversion in operation would vary according to the closure in force, and the diversion roads listed above are the agreed routes, but these may change depending on local conditions. Access to and from premises accessible from, and only from, the lengths of carriageway to be closed would be permitted under escort. The temporary carriageway, slip and link roads, lay-by, bus stop, and side road closures, speed limits, convoy working, overtaking bans, and diversion routes would be clearly indicated by traffic signs when they are in operation during the works periods.
