ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Parking Suspension Second Avenue, Mortlake

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they have made a temporary Traffic Order, the effect of which will be to introduce a rolling parking suspension in Second Avenue, Mortlake.
2. Whilst the works take place no person may permit a vehicle to wait or stand adjacent to Nos. 310-314 Mortlake High Street (in Second Avenue), where indicated by traffic signs/cones:-
3. The order will come into effect on 22 November 2021. The works are anticipated to be in progress from 22 November 2021 until7 January 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Stanley Road, Teddington

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cleaning they have made a temporary Traffic Order, the effect of which will be to introduce a road closure in Stanley Road, Teddington.
2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in Stanley Road, Teddington between its junctions with Stanley Gardens Road and Cadogan Close.
3. The order will come into effect on 28 November 2021. The works are anticipated to be in progress from 22.00 on 28 November 2021 until 05.30 on 29 November 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Stanley Road, Shacklegate Lane, Church Road, Somerset Road, Hampton Road and Broad Street
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order will apply to:

1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under section 6, 45, 46, 49 and and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Waiting and Loading Restriction Amendment Order will be to introduce lengths of yellow lines and loading restrictions set out in the schedule to this Notice.
3. The general effects of the Parking Places Order will be to amend, remove, add and make changes to the hours of operation to certain parking places as detailed in the Schedule to this Notice.
4. The general effects pf the Loading Places Order is to introduce and remove lengths of loading places as detailed in the Schedule to this Notice.
5. Copies of the proposed Orders, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -
(a) can be inspected, quoting Reference 21/199, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at

Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. Richmond Road, South Side:
1. To introduce New loading bay (Monday-Sunday 8.00am-6.30pm maximum stay 20 minutes, no return within 1 hour.) - from the party wall of nos. 352-354 Richmond Road to a point 15 metres north east of this point 15 metres south west of this point.
2. To revoke the loading bay sited outside 358-362 to be revoked and replaced with metered paid for parking bay (Monday-Friday 10am-4.30pm) - from a point 3.2 metres north east of the party wall of 356-358 Richmond Road to a point 6 metres north east of this point.
3. Remove the parking bay sited outside of party wall of 368-370 Richmond Road.
4. Introduce "no waiting at any time - no loading 7am-7pm on all days of the week" restrictions between the junctions of Morley Road and Cresswell Road.
5. Introduce a 2.0-metre-deep footway loading bay to operate "at any time - maximum stay 20 minutes no return within one hour" from a point 2.75 metre northeast of the south-western flank wall of 382 Richmond Road to a point 13 metres northeast of this point.
6. Introduce "No waiting at any time"- from the junction with Cresswell Road to a point 1.5 metres north east of the party wall of nos. 404-406 Richmond Road.
7. Introduce 2 x new paid for parking bays (Monday-Friday 10am-4.30pm) - from a point 1.5 metres north east of the party wall of nos. 404-406 Richmond Road to a point 11 metres north east of this point.
Richmond Road, North Side:
To upgrade the exciting loading restrictions between No 359 and 447 so they operate between 7am and 7pm on all days of the week.
Morley Road
Revoke the first metered parking bay on each side near the junction with Richmond Road and replace with double yellow lines ("no waiting at any time"). For the remaining 2 x metered parking bays on both sides reduce the maximum stay to 1 hour
Cresswell Road
1. West side: Revoke the first metered parking bay near the junction with Richmond Road and replace with double yellow lines ("no waiting at any time"). On the remaining 3 x metered parking bays on this side reduce the maximum stay to 1 hour.
2. East side: Revoke the first metered parking bay near the junction with Richmond Road and replace with double yellow lines ("no waiting at any time"). On the remaining 2 x metered parking bays on this side reduce the maximum stay to 1 hour
