1. NOTICE IS HEREBY GIVEN that the Council of the London Borough ot Merton, on 9 November 2021, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.

2. The general effect of the 'Free Parking Places' Order will be to: -

(a) designate a parking place on the carriageway at each of the locations listed in Schedule 1 to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(b) designate a parking place partially on the footway and the carriageway at the location listed in Schedule 2 to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(c) provide that the parking places will operate at all times, unless otherwise stated;

(d) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(e) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(f) revoke the redundant disabled persons parking places at each of the locations listed in Schedule 3 to this Notice;

(g) revoke all redundant disabled persons parking places in Waldemar Road;

(h) amend the Merton (Parking Places) (GC2) (No. 2) Order 2018 to better reflect the existing parking places layout in Milton Road;

(i) revoke the London Borough of Merton (Free Parking Places) (Disabled Persons) (No 188) Order 2013 and re-enact its provisions in relation to the disabled persons parking places at the locations listed in Schedule 4 to this Notice.

3. The general effect of the 'Parking Places Amendment' Orders will be to shorten in length existing permit or pay and display parking places to enable the introduction of disabled persons parking places at the locations described in the Schedules to this Order or to replace redundant disabled parking places with permit or pay and display parking places.

4. A copy of each of the Orders, which will come into force on 22 November 2021, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of roads to which the Orders relate, can be inspected Mondays to Fridays inclusive during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE. KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 7) ORDER 2021

1. The London Borough of Merton Council hereby give notice that to facilitate lifting and inspection works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place no person would:-

(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;

(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. An alternative route for:-

(a) diverted vehicular traffic would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;

(b) pedestrians would be via the adjacent footbridge.

5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.

6. Nothing in the Order would apply to: -

(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works.

7. The Order would come into operation at 11.55pm on 6th December 2021 and remain in force until 6am on 10th December 2021 inclusive. During this time the works are anticipated to be carried out overnight between 11.55pm and 6am the next day.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(AMENITY WAY AND GARTH ROAD. SM4) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer cleaning works in Amenity Way and Garth Road, SM4, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.

2. During the works, no person would cause or permit any vehicle to:-

(a) enter or proceed in:

(i) Amenity Way; or

(ii) Garth Road, between its junction with Beaver Close and its junction with the unnamed access road between Nos. 190 and 196 Garth Road leading to units Nos. 1-7 Beverley Trading Estate; or

(b) wait, including for the purpose of loading or unloading any vehicle, in the roads or lengths of road specified in sub-paragraph (a) above.

3. Any designated parking place situated in the roads or lengths or road specified in paragraph 2 above would be suspended for the duration of the works in those roads or lengths of road.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform or a Civil Enforcement Officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of road insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed via Stonecot Hill, Tudor Drive, the Beverley Roundabout and Lower Morden Road or vice-versa.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into force at 10pm on Thursday 9th December 2021 and it is expected that the works would be carried out between 10pm and 5.30am each night until 5.30am on Saturday 11th December 2021. However, the Order would remain in force for a period of 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(BOXLEY ROAD. SM4) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate telecommunication works in St Helier Avenue, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic and suspend the one-way working in Boxley Road.

2. During the works:-

(a) no person would cause or permit any vehicle to enter or proceed in Boxley Road between the main arm of St Helier Avenue and the St Helier Avenue access road between Nos. 41 and 67 St Helier Avenue; and

(b) the one-way working in Boxley Road between Arbuthnot Road and Morden Road would be suspended and two-way traffic permitted.

3. Vehicular traffic affected by the road closure should proceed using Morden Road(A239), Wandle Road, The Drive, Arras Avenue and St Helier Avenue or vice-versa.

4. The restriction and suspension would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in paragraph 2(a) above would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

7. Vehicular access to properties in Boxley Road would be maintained at all times.

8. The Order would come into force on Thursday 9 December 2021, with the works anticipated to take place that day between the hours of 8am and 6pm. However, the Order would remain in operation for a maximum period of 3 months and its provisions would be re-introduced during that period should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(LOWER MORDEN LANE. SM4) (NO. 2) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate telecommunication works to be undertaken in Lower Morden Lane, SM4, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause of permit any vehicles to:-

(a) enter or proceed in Lower Morden Lane, the eastbound lane, between its junction with the Beverley Roundabout and the common boundary of Nos. 186 and 188 Lower Morden Lane; or

(b) wait, including for the purposes of loading or unloading any vehicle, in Lower Morden Lane, both sides between its junction with the Beverley Roundabout and the common boundary of Nos. 186 and 188 Lower Morden Lane.

3. Any designated parking place situated in the length of Lower Morden Lane specified in paragraph 2(b) above would be suspended for the duration of the works.

4. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed using the Beverley Roundabout, Hillcross Avenue, Crown Lane and the A24 or Tudor Drive and the A24.

6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. Nothing in the Order would apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) so as to prevent vehicular access to premises in or adjacent to the length of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.

8. The Order would come into operation on Tuesday 7th December 2021, with the works anticipated to be carried out that day between the hours of Sam and 6pm. However, the Order would remain in force for a maximum period of 3 months and its provisions would be re-introduced during that period should further works be required.
