NOTICE OF MAKING THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/1) TRAFFIC ORDER 2014
Notice is hereby given that on the 20th day of February 2014 City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:
- Introducing “No Waiting at any time” restrictions in:
(a) Railway Terrace, York, on its north east side, between points 5 metres and 45 metres from the projected south eastern kerbline of Wilton Rise,
(b) Newborough Street, York, on its:
(i) south east side, between points 3 metres north from the projected north eastern property boundary line of No. 38 Newborough Street and 1 metre north from the projected north eastern property boundary line of No. 52 Newborough Street,
(ii) north west side, between the projected north eastern property boundary line of No. 43 Newborough Street and the projected north eastern property boundary line of No. 47 Newborough Street,
(c) Bootham Green, York, on its:
(i) north east side, from the highway boundary line on the north west side of Newborough Street for 18 metres,
(ii) south west side, from the aforesaid highway boundary line for 3 metres,
(iii) south west side, between points 14 and 18 metres north west from the aforesaid highway boundary line,
(d) Tadcaster Road, York, on its north west side, between points 52 metres and 54 metres north east from the projected centre line of Slingsby Grove thereby revoking existing parking provision from within that length,
(e) Campleshon Road, York, on its north side:
(i) between points 16 metres north east and 10 metres south west from the projected kerbline on the west side of Trafalgar Street,
(ii) between points 16 metres north east and 8 metres south west from the projected kerbline on the west side of Lorne Street,
(f) Trafalgar Street, York, on both sides from the projected northern kerbline of Campleshon Road for 10 metres; - Providing a 24 hour City Car Club Parking Place in Bootham Green, York, on its south west side, between points 3 and 14 metres north west from the highway boundary line on the north west side of Newborough Street;
- Introducing ‘No Stopping – School-Keep-Clear’ restrictions in Campleshon Road, York, on its north side, between points 10 metres and 42 metres south west from the projected northern kerbline of Trafalgar Street with an operational period from 8.30am to 9.30am and 3pm to 4pm Monday to Friday,
- Formalising and making enforceable existing ‘School-Keep-Clear’ road markings in:
(a) Lorne Street, York, on its east side, between points 80 metres and 105 metres north from the projected northern kerbline of Campleshon Road to have an operational period from 8.30am to 9.30am and 3pm to 4pm Monday to Friday thereby revoking ‘No Waiting 8am to 6pm Monday to Saturday restriction from within that length,
(b) Jamieson Terrace, York on its north side, from the eastern property boundary of No. 30 Jamieson Terrace east for the remainder of its length to have an operational period from 8.30am to 9.30am and 3pm to 4pm Monday to Friday thereby formalising and making enforceable existing ‘School-Keep-Clear’ road marking within that length,
(c) Trafalgar Street, York on its west side:
(i) between points 10 metres and 33 metres north from the projected northern kerbline of Campleshon Road to have an operational period from 8.30am to 9.30am and 3pm to 4pm Monday to Friday,
(ii) between points 55 metres and 85 metres north from the said line to have an operational period from 8.30am to 9.30am and 3pm to 4pm Monday to Friday,
(d) Osbaldwick Lane, Osbaldwick, on its south side, between points 1 metre south west from the projected north eastern property boundary line of Derwent Schools Federation and 12 metres south west from the projected south western property boundary line of Derwent School Federation having an operational period from 8.15am to 9.15am and 3pm to 4pm Monday to Friday, the said length comprising 2 separate markings each terminating at the access point to the School’s main service road; - Introducing a 24 hour loading prohibition on both sides of Jockey Lane, Huntington between a point 50 metres east from the projected centreline of Forge Close and a point 18 metres south east from the projected centreline of Huntington House access road;
- Introducing a 24 hour goods vehicle loading bay within the lay-by in the north west side of Tadcaster Road, York, between points 11 metres and 25 metres north east from the projected centre line of Slingsby Grove thereby revoking existing ‘No Waiting at any time’ restrictions from within that length;
- Introducing Parking Places for motor cars and motor cycles on the north side of Heslington Road, York, between points 75 and 82 metres, points 87 and 139 metres and between points 144 and 152 metres west from the eastern property boundary of St Lawrence’s C of E Primary School, the said parking places to provide limited parking between 9am and 5 pm, Monday to Friday with a 20 minutes maximum stay and a 60 minutes ‘No Return’ period, thereby revoking existing ‘No Waiting at any time’ restrictions from within the specified lengths. The Order comes into effect on the 24th day of February 2014
A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, make application for that purpose to the High Court.
TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 21st day of February 2014 in respect of each of the locations numbered (1), (2), (3) and (4). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of the location numbered (5).
(1) BOOTHAM LEVEL CROSSING, YORK
This Order prohibits vehicles from proceeding through the Bootham Level Crossing on Wigginton Road, York (closed road) during the period when track maintenance works are being undertaken that period commencing at 2130hrs on the 22nd day of February 2014 and ending at 0900hrs on the 23rd day of March 2014 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the works will only be undertaken on over night periods on the following dates/times:
2130hrs Saturday 22nd February – 0600hrs Monday 24th February 2014
2200hrs Saturday 1st March – 0900hrs Sunday 2nd March 2014
2200hrs Saturday 15th March – 0900hrs Sunday 16th March 2014
2200hrs Saturday 22nd March – 0900hrs Sunday 23rd March 2014
An alternative route for diverted traffic will be available via Wigginton Road, Haxby Road, A1237, Wigginton Road and vice versa.
(2) BOROUGHBRIDGE ROAD, YORK
This Order prohibits vehicles from proceeding and waiting in the south east-bound traffic lane of Boroughbridge Road, York between its junctions with A1237 and Beckfield Lane (closed traffic lane) during the period when carriageway works are being undertaken thereon that period commencing at 0001hrs on the 24th day of February 2014 and ending at 2400hrs on the 4th day of April 2014 or on a date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the lane closure will only put into effect outside peak travel times. An alternative route for diverted vehicles will be available via A1237, Wetherby Road and Beckfield Lane.
(3) GEORGE HUDSON STREET, YORK
This Order prohibits pedestrians and vehicles from proceeding in the footway and cycleway on the east side of George Hudson Street, York between the respective northern property boundaries of No’s 16 and 22 George Hudson Street, York (closed footway) during the period commencing at 0001hrs on 24th day of February 2014 and ending at 2400hrs on the 23rd day of March 2014 or on a date when building maintenance works being undertaken nearby have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and traffic will be available via a temporary footway around the closed footpath within the closed cycleway.
(4) LEEMAN ROAD, YORK
This Order prohibits vehicles from proceeding and waiting in Leeman Road, York (closed road) during the period when carriageway maintenance works are being undertaken thereon that period commencing at 1830hrs on the 24th day of February 2014 and ending at 2300hrs on the 25th day of February 2014 or on a date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the works will only be undertaken overnight between 1830 and 2300 hours commencing on each of the day during the closure period. An alternative route for diverted traffic will be available via: From the west: Garfield Terrace, Livingstone Street, Salisbury Road, Water End, Poppleton Road, Holgate Road, Blossom Street, Queen Street, Station Road and Station Rise. From the East: Station Rise, Station Avenue, Station Road, Queens Street, Blossom Street, Holgate Road, Poppleton Road, Water End, Salisbury Road, Salisbury Terrace and Kingsland Terrace.
(5) MALTON ROAD, YORK
This Order will prohibit vehicles from proceeding and waiting in the north east-bound traffic lane of Malton Road, York between points 130 and 170 metres north of it junction with Heworth Green (closed Bus lane) during the period commencing at 0930hrs and ending at 1530hrs on the 5th day of March 2014 or at a time when nearby telecommunication works being undertaken have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed around the closure area. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
