PROPOSED PROVISION OF DISABLED PERSONS PARKING PLACES
THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. *1 ORDER 202* THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. *1 ORDER 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above-mentioned Orders.
2. The general effect of the "Free Parking Place" Order would be to: -
(a) designate a parking place on the carriageway at each of the locations listed in Schedule 1 to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
3. The general effect of the "Waiting and Loading" Order would be to amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) would be prohibited at any time in the length of road specified in Schedule 2 to this notice
4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail
quoting reference ES/DPPP45, no later than 12 November 2021.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
COMMONSIDE EAST. MITCHAM
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works in Commonside East, Mitcham, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in said road.
2. Whilst the works take place, no person would cause or permit any vehicle to:-
(a) wait in Commonside East, Mitcham, the north-east side, from the common boundary of Nos. 145 and 159 Commonside East southeastward for a distance of 19 metres;
(b) wait in Commonside East, Mitcham, the north-east side, from a point 19 metres south-east of the common boundary of Nos. 145 and 159 Commonside East to a point 7 metres north-west of the north-western kerb-line of Hallowell Close, unless the vehicle displays a relevant MTC2 CPZ permit.
3. The school street prohibition of traffic in Commonside East would not apply during the local school holidays.
4. Any designated parking place situated in the length of road specified in sub-paragraph 2(a) above would be suspended for the duration of the works.
5. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
6. Nothing in the Order would apply: -
(a) to any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order would come into operation on Monday 1 st November 2021 and remain in force for 18 months or until the works are completed, whichever is the earlier.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(11
SEELY ROAD. SW17 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate new water connection works in Seely Road, SW17; they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.
2. During the works no person will:-
(a) cause or permit any vehicle to enter or proceed in Seely Road, SW17; between its junction with Mitcham Road and the north-western building wall of No. 2 Seely Road; or
(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in paragraph 2(a) above; or
(c) enter or proceed in the north-eastern footway of the Seely Road, between the common boundary of Nos. 1 a/1 b and 1 c/1 d Seely Road and the western boundary of No. 1 e Seely Road.
3. Any designated parking place situated in the road or length of road specified in paragraph 2(a) above will be suspended for the duration of the works in that road or length of road.
4. The restrictions and suspensions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring vehicular access to the properties in the road or length of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.
6. Vehicular traffic affected by the road closure should proceed via:-
(a) Seely Road, Eastbourne Road, Southcroft Road and Mitcham Road or vice^versa;
(b) Ascot Road, Links Road and Mitcham Road or vice versa.
7. Pedestrians affected by the footway closure should proceed using the footway opposite.
8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
9. The Order will come into operation on Monday 1 st November 2021 and remain in force for 6 months.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(11
WEST BARNES LANE. KT3
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 61 ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate lifting and inspection works at the northernmost level crossing on West Barnes Lane, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.
2. Whilst the works take place, no person would:-
(a) cause or permit any vehicle to enter or proceed in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of West Barnes Lane specified in sub-paragraph 2(a) above;
(c) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
5. The alternative routes for:-
(a) vehicles affected by the road closure would be via Claremont Avenue and Burlington Road, or vice versa;
(b) pedestrians affected by the road closure would be via the adjacent footbridge.
6. Nothing in the Order would apply: -
(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.
7. The Order would come into operation at 11 pm on Monday 15th November 2021 and remain in force until 6am on Friday 19th November 2021. The works are anticipated to be carried out over 4 nights between the hours of 11 pm and 6am the following day.
