ON-STREET CYCLE HANGARS - VARIOUS LOCATIONS (REF. KINGMAP0041)
The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 54) Order 2021; and The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 54) Order 2021.
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 11 October 2021 made the above-mentioned Orders under sections 6,45,46,49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders which will come into effect on 25 October 2021 will provide a secure bicycle parking facility (cycle hangar) at each of the following locations;
(a) Adelaide Road, Surbiton (outside Dulverton Court) - in place of part of an existing 'Permit holders only' parking place;
(b) Anglesea Road, Kingston (outside Warriner Cottage) - in place of part of an existing 'shared use' parking place;
(c) Berrylands, Surbiton (outside No. 5);
(d) Cadogan Road, Surbiton (opposite No. 48) - in place of part of an existing 'shared use' parking place;
(e) Claremont Road, Surbiton (opposite Kingsley House) - in place of part of an existing 'shared use' parking place;
(f) Elm Road, Kingston (opposite No. 94) - in place of part of an existing 'shared use' parking place;
(g) Grayham Road, New Maiden (outside No. 1);
(h) Hampden Road, Kingston (opposite No. 53) - in place of part of an existing 'Permit holders only' parking place;
(i) King Charles' Road, Surbiton (outside Nos. 25-36 Headley);
(j) Lovelace Road, Surbiton (outside Lawson Court) - in place of part of an existing 'Permit holders only' parking place;
(k) Maple Road, Surbiton (outside No. 82) - in place of part of an existing 'Permit holders only' parking place;
(1) Oak Hill Crescent, Surbiton (at the side of No. 8 Oak Hill Road) - in place of part of an existing 'Permit holders only' parking place;
(m) St Andrew's Square, Surbiton (outside Malverosa) - in place of part of an existing 'Permit holders only' parking place;
(n) St Mark's Hill, Surbiton (outside Assheton-Bennett House) - in place of part of an existing 'Permit holders only' parking place;
(o) Surbiton Hill Park, Surbiton (outside No. 2 Parklands);
(p) The Avenue, Surbiton (outside Wren Court); and
(q) Windmill Rise, Kingston (opposite No. 4) - in place of part of an existing 'Permit holders only' parking place.
Each cycle hangar (2.55 metres long) will store up to six bicycles. There will be an annual rental charge of £70.00 for storage space for one bicycle in the cycle hangar.
NOTE for the proposals advertised on 28 May 2020 for the following locations have been withdrawn: -
(a) Bond Road, Surbiton (outside No. 55);
(b) Howard Road, Surbiton (at the side of No. 12 Berrylands Road);
(c) Princes Road, Kingston (outside No. 2) - in place of part of an existing 'Permit holders only' parking place; and
(d) Warwick Road, New Maiden (opposite No. 12).
3. The made Orders and plans can be inspected at:

The made documents will be available until 25th November 2021.
4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purpose to the High Court by 25th November 2021.
