1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above-mentioned Orders.

2. The general effect of the 'Free Parking Places' Order would be to: -

(a) designate a parking place on the carriageway at each of the locations listed in Schedule 1 to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(b) designate a parking place partially on the footway and the carriageway at the location listed in Schedule 2 to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(c) provide that the parking places would operate at all times, unless otherwise stated;

(d) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(e) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(f) revoke the redundant disabled persons parking places at each of the locations listed in Schedule 3 to this Notice;

(g) revoke all redundant disabled persons parking places in Waldemar Road;

(h) amend the Merton (Parking Places) (GC2) (No. 2) Order 2018 to better reflect the existing parking places layout in Milton Road;

(i) revoke the London Borough of Merton (Free Parking Places) (Disabled Persons) (No 188) Order 2013 and re-enact its provisions in relation to the disabled persons parking places at the locations listed in Schedule 4 to this Notice.

3. The general effect of the 'Parking Places Amendment' Orders would be to shorten in length existing permit or pay and display parking places to enable the introduction of disabled persons parking places at the locations described in the Schedule to this Order or to replace redundant disabled parking places with permit or pay and display parking places.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail

AMENDMENT TO CONTROLLED PARKING ZONE CW4 PROPOSED RELOCATION AND REDUCTION OF PARKING PLACE IN CHRISTCHURCH CLOSE THE MERTON (PARKING PLACES) (CW4) (AMENDMENT NO. *) ORDER 202*
1. The Notice published on 9th September 2021 proposing the removal of parking places in various controlled parking zones and in particular in CW4 controlled parking zone, omitted the proposal to create a new parking place in Christchurch Close to partly replace the parking place to be removed. Hence, further NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above mentioned Order.

2. The general effect of the Order would be to:

(a) remove the parking place on the south-east side of Christchurch Close to the rear of Nos. 59 and 61 Fortescue Road;

(b) relocate a reduced length of the said parking place in Christchurch Close so that it lies partially on the footway on the south-east side of Christchurch Close, from a point 1.0 metre south-west of the rear common boundary of Nos. 59 and 61 Fortescue Road, south-westward for a distance of 5.5 metres.

3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the road or lengths of road to which the Order relates, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(SOUTHEY ROAD, SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate crane works to be undertaken in Southey Road, SW19, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.

2. During the works, no person will:-

(a) cause or permit any vehicle to enter or proceed in Southey Road, from its junction with The Broadway and the rear access road to No. 165 The Broadway; or

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in the road or length of road specified in paragraph (a) above;

(c) enter or proceed on the western footway of the road or length of road specified in paragraph (a) above.

3. Any designated parking place situated in the road or length of road specified in paragraph 2(a) above will be suspended for the duration of the works.

4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed via The Broadway, Montague Road, and Griffiths Road, or vice-versa.

6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) so as to prevent pedestrian access to premises in or adjacent to the length of road specified in paragraph 2(a) above.

8. The Order will come into operation on Monday 18th October 2021, with the works anticipated to be carried out the same day. However, the Order will remain in force for a maximum period of 3 months and its provisions will be re-introduced during that period should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LEWIS ROAD, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that because of the likelihood of serious damage to the road, they have made an Order, the effect of which will be continue in force the provisions of a temporary notice issued under section 14(2) of the Road Traffic Regulation Act 1984 temporarily restricting traffic in Lewis Road.

2. During the works, no person will

(a) enter onto or proceed on the northern footway of Lewis Road, between the west facing building wall of No. 19 Lewis Road and the east facing building wall of No. 2 Ashtree Avenue;

(b) cause or permit any vehicle to enter into or proceed in Lewis Road, between its junction with Ashtree Avenue and its junction with Dalton Avenue; or

(c) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, on both sides of the length of Lewis Road specified in paragraph (a) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Whilst the road is closed, the point closure in the vicinity of No. 47 Lewis Road will be suspended and the bollards removed to facilitate a diversion route.

5. Pedestrian traffic affected by the footway closure should proceed via the footway opposite.

6. Vehicular traffic affected by the road closure should proceed:-

(a) eastbound via Church Road, Lower Green West, London Road, Raleigh Gardens and Western Road; or

(b) westbound via Western Road and Church Road.

7. Nothing in the Order will apply: -

(a) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(b) to any person or vehicle engaged in the execution of the said works; or

(c) to the police, fire brigade or ambulance services, subject to site conditions at the time of any emergency; or

(d) so as to prevent pedestrian access to premises in or adjacent to the length of road specified in paragraph 1 (a) above; or

(e) so as to prevent vehicular access to premises in or adjacent to the length of road specified in paragraph 1(b) above insofar as access Is reasonably practicable without interference with works or causing further damage to the road.

8. Any vehicle waiting in contravention of any waiting restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order will come into operation on Friday 8th October 2021 and remain in force for a maximum period of 3 months.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

BEULAH ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer connection works in Beulah Road, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the worksi­te) no person will cause or permit any vehicle to :-

(i) enter or proceed in Beulah Road, from its junction with Hartfield Crescent north-eastward for a distance of 50 metres; or

(ii) wait, including for the purpose of loading or unloading any vehicle, in the length of Beulah Road specified in sub-paragraph 2(a) above;

(b) the one-way working in Beulah Road will be suspended; and

(c) the width restriction in Dundonald Road near its junction with Fairlawn Road will be suspended to facilitate a diversion.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. Vehicular traffic affected by the road closure should proceed by way of Hartfield Road (north-westbound), The Broadway, Gladstone Road, Sir Cyril Black Way, Hartfield Road (south-eastbound), Kingston Road, Merton Hall Road and Dundonald Road.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

7. The Order will come into operation on Monday 11th October 2021 with the works anticipated to be finished within 2 weeks. However, the Order will remain in operation for a maximum period of three months and its provisions will be re-introduced during that period should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

COOMBE LANE, SW20 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer works in Coombe Lane, SW20, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic In the said road.

2. During the works, no person would cause or permit any vehicle to:-

(a) enter or proceed in the westbound lane of Coombe Lane, from a point in line with the east side of the island site at the junction of Coombe Lane with Lambton Road westbound for a distance of 60 metres; or

(b) wait, including for the purpose of loading or unloading any vehicle in:-

(i) Coombe Lane, the north side, from the eastern kerb-line of Lambton Road eastward for a distance of 12.5 metres;

(ii) Coombe Lane, the south side, from a point 12.5 metres east of a point opposite the eastern kerb-line of Lambton Road westward for a distance of 74 metres.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform or a Civil Enforcement Officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

5. Vehicular traffic affected by the lane closure should proceed by way of Lambton Road, Worple Road, Pepys Road, Raynes Park Bridge, Approach Road, Kingston Road, Bushey Road, Beverley Way, Shannon Corner, Beverley Way, Coombe Lane Flyover and Coombe Lane.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order would come into force on Thursday 21 st October 2021 and it is expected that the works would take place between 8pm on 21 st October 2021 and 8am the following day. However, the Order would remain in force for a period of 12 months should further works be required.
