ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Hanworth Road, Whitton
(Ref: 21/145)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a gas connection they have made a temporary Traffic Order, the effect of which will be to introduce a road closure in Hanworth Road, Whitton.
2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in the Hanworth Road Slip Road, from a point outside No. 662 Hanworth Road to a point outside No. 664 Hanworth Road.
3. The order will come into effect on 25 September 2021. The works are anticipated to be in progress for 3 weekends 25-26 September 2021, 2-3 October 2021, and 9-10 October 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Parking Suspension Kingsway, Shalstone Road, Rutland Close and Lower Richmond Road, Mortlake

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a gas main replacement works they intend to make a temporary Traffic Order, the effect of which will be to introduce a rolling parking suspension in various roads
2. Whilst the works take place no person may permit a vehicle to wait or stand in lengths of the following roads, where indicated by traffic signs/ cones-la) Kingsway;
(b) Shalstone Road;
(c) Rutland Close; and
(d) Lower Richmond Road.
3. The order will come into effect on 1 October 2021. The works are anticipated to be in progress from 1 October 2021 until 21 January 2022 The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Queens Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate maintenance works to be undertaken they intend to make a temporary Traffic Order, the effect of which will be to introduce a road closure in Queens Road, Twickenham.
2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in Queens Road from its junction with King Street, northwestwards for a distance of 20 metres.
3. The order will come into effect on 10 October 2021. The works are anticipated to be in progress between 9.30am and 3.30pm on 10 October 2021 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Queens Road, Holly Road, King Street and Queens Road.
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in St John's Road between its junctions with Church Road and Larkfield Road.
3. The order will come into effect on 24 September 2021. The works are anticipated to be in progress between 9.30am and 3.30pm on 24 September 2021 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Larkfield Road and Church Road.
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

2. Whilst the works take place no person may permit a vehicle to enter or exit East Sheen Avenue at its junction with Vicarage Road.
3. The order will come into effect on 4 October 2021. The works are anticipated to be in progress from 4 October 2021 until 17 October 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Vicarage Road, Palewell Park, Park Avenue and East Sheen Avenue
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works be undertaken they have made a temporary Traffic Order, the effect of which will be to introduce a road closure in Palewell Common Drive, East Sheen.
2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in Palewell Common Drive, east to west arm, from the eastern extremity of the island site, westwards to its junction with Vicarage Road.
3. The order will come into effect on 29 September 2021. The works are anticipated to be in progress from 29 September 2021 until 20 December 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Palwell Common Drive and Park Drive.
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 16A
THE LONDON BOROUGH OF RICHMOND UPON THAMES (TEMPORARY PROHIBITION OF TRAFFIC) (SPECIAL EVENTS) HIGH TIDE FESTIVAL) ORDER 2021
ARRAGON ROAD AND CHURCH STREET, TWICKENHAM

1. The Council of the London Borough of Richmond upon Thames hereby gives notice that on 20 September 2021 they made the above-named Order under Section 16A of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Order is to facilitate the holding of a music festival in Twickenham.
3. From 9am until 11.59pm on Sunday 26 September 2021,
(a) no person shall cause or permit any vehicle to enter or proceed in Arragon Road between its junctions with York Street and Church Street.
(b) no person shall cause or permit any vehicle to proceed in Church Street between its junctions with Water Lane and Arragon Road.
4. A signed diversion route for traffic affected by the closures will be available in adjacent streets.
5. Nothing in this Order will apply to:
(a) anything done with the permission or at the direction of a Police Constable, Police Community Support Officer or a Civil Enforcement Officer.
(b) any vehicle being used by a statutory undertaker, whereby it is necessary by reason of an emergency, for that vehicle to have access to part of the street under restriction.
6. The prohibitions or restrictions specified in this notice will apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

The London Borough of Richmond upon Thames (North Kew) (Parking Places) (No. 1) Experimental Order 2021
NORTH KEW CONTROLLED PARKING ZONE- KC NOTICE OF MODIFICATION
(Reference 21/054)
1. NOTICE IS HEREBY GIVEN that, on 22 September 2021, the Assistant Director, Traffic and Engineering of the London Borough of Richmond upon Thames, in exercise of the powers conferred by section 10 (2) of the Road Traffic Regulation Act 1984, as amended, modified the Order ("the experimental Order") named above.
2. The modification amends a length of permit bays on the south-western side of Kew Green between Cambridge Cottages and No. 51 Kew Green so that they become shared use pay by phone/permit holder bays operating Monday to Sunday between 10am and 4.30pm, and on Event Days between 10am and 11pm with a maximum stay for pay by phone customers of 6.5 hours, no return within an hour.
3. Copies of the Modification, which will come into force on 27 September 2021, a plan showing the location and effect of the Modification:-
(a) can be inspected, quoting Reference 21 /054, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at
