LONDON BOROUGH OF MERTON
THE MERTON (PRESCRIBED ROUTE) (SANDY LANE) TRAFFIC ORDER 2021 THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 494) ORDER 2021
1. NOTICE IS HEREBY GIVEN that the London Borough of Merton, on 15 September 2021, made the above mentioned Orders under sections 6 and 124 of, and Part IV of the Schedule 9 to, the Road Traffic Regulation 1984, as amended, and all other enabling powers, so as to continue in force indefinitely the provisions of the Merton (Prescribed Route) (Sandy Lane) Experimental Traffic Order 2020 and the Merton (Waiting and Loading Restriction) (Sandy Lane) Experimental Traffic Order 2020.
2. The general effect of the Orders will be to
(a) continue in force indefinitely the point closure in Sandy Lane and prohibit vehicles, except pedal cycles, from entering that length of Sandy Lane which lies between a point 10 metres north-west of the north-western kerb-line of Fernlea Road and a point 12 metres northwest of the said kerb-line;
(b) amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited in Sandy Lane, the south-west side, from a point 4.5 metres north-west of the north-western kerb-line of Fernlea Road north-westward for a distance of 15 metres.
3. A copy of each of the Orders, which will come into force on 20 September 2021, and other documents giving more detailed particulars of the Orders, including a plan specifying the road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

PROVISION OF DISABLED PERSONS PARKING PLACES
THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 253) ORDER 2021 THE MERTON (PARKING PLACES) (RPC) (AMENDMENT NO. 2) ORDER 2021
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 15 September 2021, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.
2. The general effect of the above mentioned 'Free Parking Places' Order will be to: -
(a) designate a parking place on the carriageway at the location listed in the Schedule to this notice in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;
(b) provide that the parking place will operate at all times, unless otherwise stated;
(c) specify, in respect of the parking place, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
3. The general effect of the 'Parking Places Amendment' Order will be to remove an existing parking place in Amity Grove to facilitate the installation of a new disabled persons parking place.
4. A copy of the Orders, which will come into force on 20 September 2021, and other documents giving more detailed particulars of the Orders, including a plan specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
5. ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(AVEBURY ROAD. SW19)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate gas main replacement works in Avebury Road, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person will cause or permit any vehicle to:
(a) enter or proceed in Avebury Road:
(i) from the north-eastern kerb-line of Merton Hall Road north-eastward for a distance of 25 metres;
(ii) from the western kerb-line of Wilton Crescent westward for a distance of 40 metres; or
(b) wait, including for the purpose of loading or unloading any vehicle, in the roads or lengths of road specified in paragraph (a) above.
3. Any designated parking place situated in the roads or lengths of road specified in paragraph 2(a) above will be suspended for the duration of the works.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes or
(d) so as to prevent vehicular access to premises in or adjacent to the roads or lengths of road specified in paragraph 2(a) above.
6. Vehicular traffic affected by the road closure should proceed using one or more of the following roads: Cliveden Road, Henfield Road, Merton Hall Road and Wilton Crescent.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order will come into operation on Monday 27th September 2021 and it is anticipated that the works will be completed by Sunday 24th October 2021. However, the Order will remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(THE UN-NAMED ROAD ADJACENT TO NO. 2 ABBOTTS ROAD. CR4)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate water connection works to be undertaken in Abbotts Road and the un-named road adjacent the southern boundary of No. 2 Abbotts Road and leading to the Sherwood School, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.
2. During the works, no person will:-
(a) cause or permit any vehicle to enter or proceed in the un-named road adjacent the southern boundary of No. 2 Abbotts Road and leading to the Sherwood School; or
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in the road or length of road specified in paragraph (a) above; or
(c) enter or proceed on the northern footway of the road or length of road specified in paragraph (a) above.
3. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. The un-named road adjacent to No. 2 Abbotts Road is a cul-de-sac and no diversion for vehicular traffic is applicable. Pedestrian access will be maintained at all times.
5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or
(d) so as to prevent pedestrian access.
7. The Order will come into operation on Tuesday 28th September 2021, with the works anticipated to be carried out over a period of 2 weeks. However, the Order will remain in force for a maximum period of 6 months and its provisions will be re-introduced during that period should further works be required.

(CHESTER ROAD. SW19)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate crane works to be undertaken in Chester Road, SW19, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.
2. During the works, no person will:-
(a) cause or permit any vehicle to enter or proceed in Chester Road, from the common boundary of Nos. 24 and 26 Chester Road to a point 3 metres west of the common boundary of Nos. 39 and 41 Chester Road; or
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in the road or length of road specified in paragraph (a) above;
(c) enter or proceed on the eastern footway of the road or length of road specified in paragraph (a) above.
3. Any designated parking place situated in the length of Chester Road specified in paragraph 2(a) above will be suspended for the duration of the works.
4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the road closure should proceed via Sycamore Road.
6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or
(d) so as to prevent pedestrian access to premises in or adjacent to the length of road specified in paragraph 2(a) above.

However, the Order will remain in force for a maximum period of 3 months and its provisions will be re-introduced during that period should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(ST GEORGE'S ROAD. SW19)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate crane works to be undertaken in St George's Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said road.
2. During the works, no person would:-
(a) cause or permit any vehicle to enter or proceed in St George's Road, from a point 63 metres south-west of the south-western kerb-line of Wimbledon Hill Road, south-westward to its junction with Francis Grove; or
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in St George's Road and in the length of Francis Grove which lies between Worple Road and St George's Road;
(c) enter or proceed on the south-eastern footway of the road or length of road specified in paragraph (a) above.
3. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. During the works, the following would be suspended:-
(a) any designated parking place situated in St George's Road, including those intended for electric vehicle charging;
(b) the prohibition on vehicles turning right from Worple Road into Wimbledon Hill Road;
(c) the prohibition on vehicles turning left from Wimbledon Hill Road into Worple Road; and
(d) the bus lane in Worple Road at its junction with Wimbledon Hill Road.
5. Vehicular traffic affected by the road closure should proceed via Francis Grove, Worple Road and Wimbledon Hill Road or vice-versa.
6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. Nothing in the Order would apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or
(d) so as to prevent pedestrian access to premises in or adjacent to the length of road specified in paragraph 2(a) above.
8. The Order would come into operation on Sunday 10th October 2021, with the works anticipated to be carried out by that day between the hours of 6am and 8pm, with Sunday 17th October 2021 and Sunday 24 October 2021 scheduled as back-up dates. However, the Order would remain in force for a maximum period of 3 months and its provisions would be re-introduced during that period should any further crane works be required.

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice, that to facilitate footway reconstruction and maintenance works to be undertaken In the lengths of road specified in column 1 of the Schedule to this Notice, they intend to make an Order, the effect of which, during the works, would be to temporarily prohibit-
(a) pedestrians from entering or proceeding on the footways in those lengths of road; and
(b) vehicular traffic from parking or waiting in those lengths of road.
