M3 MOTORWAY - JUNCTIONS 8-14 TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that Highways England Company Limited has made an Order on the M3 Motorway in the County of Hampshire and Unitary Authority of Southampton, under Sections 14(1)(a), 14(7), and 15(2) (which permits an order to remain in force longer than 18 months) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. The effect of the Order is: -
1) to authorise the phased, in sections, overnight, 24-hour and weekend closure of: -
a) both carriageways of the M3 between Junction 8 (A303) and Junction 14 (M27 Junction 4)
b) both carriageways of the Chilworth Link between its divergence from/merge with the M3 at Junction 14 (M27 Junction 4) and Chilworth Roundabout (A272/A34);
c) all the slip and link roads leading to and from a) above, and interconnecting a) and b) above; and
d) any hard shoulder adjacent to a), b) and c) above;
2) to impose, optionally as required, mandatory speed restrictions of either 40 mph, 50 mph, or 60 mph on: -
a) both carriageways of the M3 between a point 1000 metres southwest of the centre line of the B3047 overbridge and the east and west bound entry slip/link roads merging with /diverging from the M27 at Junction 4 (M3 Junction 14);
b) both carriageways of the Chilworth link between its merge with/ divergence from the M3 at Junction 14 and Chilworth Roundabout (A27/A33);
c) all the slip and link roads leading to and from a) above, and interconnecting a) and b) above; and
d) any hard shoulder adjacent to a), b) and c) above;
3) to impose a lane width restriction of 2.75 metres on the outside lane of the carriageway described in 2) a) above (excluding works vehicles requiring site access); and
4) to permit, alternatively to 1) d) above, the running use of any hard shoulder described in 1) d) above.
These measures are in the interests of road safety while contractors undertake works to convert the existing motorway to a Smart motorway. This shall include all pre-construction mitigation & preparatory works and allow for the installation, alteration & de-commissioning of temporary traffic Management; facilitate site clearance, drainage, resurfacing, road markings, bridge works, survey work, gantry & sign replacement, lighting works, electrical installation, horticultural works, installation of vehicle restraint systems, maintenance of the network and all other associated works.
It is expected that the work will last for approximately 40 months starting on or after Monday 27th September 2021.
The Order will come into force on 25 September 2021 and continue until completion of the works, when it will be revoked as required by the Road Traffic Regulation Act 1984 Section 15(2).
Traffic affected by the closures will be diverted using other junctions of the M3 and M27, and by using the A27, A31, A34, A272, A303, A335, A3090, B3335, B3040, B3041, B3049, B3420, Winchester Road, Otterbourne Hill, Main Road, Otterbourne Road, Hockley Link, Allbrook Way, Chestnut Avenue, Leigh Road, Passfield Avenue, Stoneham Lane, and Woodside Avenue.
The diversion in operation will vary according to the closures in force. The temporary closures, speed restrictions, lane width restrictions, hard shoulder closure and running, and diversion routes will be clearly indicated by traffic signs when they are in operation during the works period.
