ROAD TRAFFIC REGULATION ACT 1984 - SECTION 16A

THE LONDON BOROUGH OF RICHMOND UPON THAMES (TEMPORARY PROHIBITION OF TRAFFIC) (SPECIAL EVENTS) (ST MARGARETS FAIR) ORDER 2021
HILL VIEW ROAD, TWICKENHAM

1. The Council of the London Borough of Richmond upon Thames hereby gives notice that on 6 September 2021 they made the above-named Order under Section 16A of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order is to facilitate the holding of a fair in St Margarets, Twickenham.

3. From 6pm on Friday 10 September 2021 until 6pm on Saturday 11 September 2021. No person may permit a vehicle to wait or stand in:-

(a) Hill View Road from the eastern side of the bridge over the River Crane to its junction with Moor Mead Road, Twickenham;

(b) Moor Mead Road, on the western side, in the 2 parking bays opposite Nos. 30-34 Moor Mead Road;

(c) Moor Mead Riad on its eastern side, in the 2 parking bays outside Nos. 27-30 Moor Mead Road.

4. Nothing in this Order will apply to:

(a) anything done with the permission or at the direction of a Police Constable, Police Community Support Officer or a Civil Enforcement Officer.

(b) any vehicle being used by a statutory undertaker, whereby it is necessary by reason of an emergency, for that vehicle to have access to part of the street under restriction.

5. The prohibitions or restrictions specified in this notice will apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Road Closure Temple Sheen Road, East Sheen

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water utility works they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Temple Sheen Road. East Sheen.

2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Temple Sheen Road from a point outside No. 51 Temple Sheen Road to a point outside No. 57 Temple Sheen Road

3. The order will come into effect on 13 September 2021. The restrictions will be in force at all times from 13 September 2021 until 19 September 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for traffic will be available via Medcroft Gardens and Coval Road and vice versa.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Road Closure Denmark Road and Fourth Cross Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate an electrical connection they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Denmark Road and Fourth Cross Road, Twickenham.

2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in:-

(a) Fourth Cross Road from its junction with Hampton Road to the southern kerb-line of Denmark Road; and

(b) Denmark Road, from its junction with Fourth Cross Road to a point outside the eastern boundary of No. 17 Denmark Road.

3. The order will come into effect on 13 September 2021. The restrictions will be in force at all times from 13 September 2021 until 5 October 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. Alternative routes for traffic will be available via Hampton Road, Trafalgar Road, and Fourth Cross Road for the closure of Fourth Cross Road and via Fourth Cross Road, Hampton Road and Fifth Cross Road for the closure of Denmark Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

VARIOUS STREETS ON THE BOROUGH

1. The Council of the London Borough of Richmond upon Thames on the 6 September 2021 made the above Order under section 16A of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of this Order is to facilitate the holding of a street party in various streets to allow residents to celebrate a special event within their community.

3. The streets which will be closed are listed in the Schedule to this notice. Full details of the lengths of street which will be closed and times when the closure will be in force will be contained in the order referred to in the next paragraph.

4. Copies of the Order: -

(a) can be inspected until 31 December 2021, quoting Reference 21/136 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's website at

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Ashleigh Road, Mortlake.

2. Whilst the works take place no person shall cause or permit any vehicle to wait or stand in Ashleigh Road on the first three permit holder bays on the eastern side, south of Mortlake High Street.

3. The order will come into effect on 20 September 2021. The restrictions will be in force at all times from 20 September 2021 until 19 November

2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Fielding Avenue, Fortescue Avenue and Turner Avenue, Twickenham.

2. Whilst the works take place no person shall cause or permit any vehicle to wait or stand in :-

(a) Fielding Avenue;

(b) Fortescue Avenue; and

(c) Turner Avenue.

NB, the restrictions will operate on a rolling basis, and will apply at such times as indicated by signs.

3. The order will come into effect on 20 September 2021. The restrictions will be in force at all times from 20 September 2021 until 21 January 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water pipe replacement works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in various streets.

2. Whilst the works take place no person shall cause or permit any vehicle wait or stand in the roads detailed in the schedule, between the dates indicated. The restrictions will operate on a rolling basis.

3. The order will come into effect on 20 September 2021. The restrictions will be in force at all times from 20 September 2021 until 17 January 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

WEST TWICKENHAM CPZ EXTENSION - WT

1. The Council of the London Borough of Richmond upon Thames on 1 September 2021 made the above Orders under sections section 6, 45, 46, 49 and 124 of, and Part IV of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the West Twickenham Parking Places Order is to extend the WT Controlled Parking Zone to include lengths of College Close, Meadway, Park Crescent, Post Lane and Staines Road. The zone will operate between 8.30am and 6.30pm on Mondays to Saturdays inclusive.

3. The general effect of the Parking Places Supplementary Provisions Permits Order is to set the charges for parking permits as described in Schedule 1 to this Notice

4. The general effect of the Waiting and Loading Restriction Order is to introduce waiting restrictions in various lengths of the roads within the zone operating at any time and between 8.30am and 6.30pm on Mondays to Saturdays inclusive.

5. Within the zone, there will be designated permit holder only parking places where only vehicles which display a valid resident's permit, a valid business permit, a residents' visitor permit, a multi-zone business permit or an operational permit may park during the controlled hours.

6. The charges for resident, business and multi-zone business parking permits are given in Schedule 1 to this Notice.

7. Copies of the Orders which came into force on 2 September 2021, a plan showing the location and effect of the Orders and the Council's Statement of Reasons for making the Orders:-

(a) can be inspected, quoting Reference 20/027, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
