Isle of Wight Council’s Temporary Traffic Regulation Orders


Notice is hereby given that the following Orders have been made under Section 14 of the Road Traffic Regulation Act 1984: -



The Isle of Wight Council (Various Streets, Cowes, Isle of Wight) (Temporary Prohibition of Through Traffic) Order No 1 2021


The Isle of Wight Council give notice to prohibit any vehicle from proceeding along the following streets, when necessary during the stated dates:





    1. The Parade from its junction with Castle Hill to its junction with Watch House Lane (southern end of the Parade) from 1730 hours on Friday 23 July 2021 until 1730 hours on Tuesday 10 August 2021.


    2. Carvel Lane from its junction with Terminus Road to its junction with the High Street, when necessary in the interests of road safety between 1500 hours and 0300 hours on each evening / morning from Friday 30 July 2021 until Sunday 8 August 2021, except for vehicles operating on a registered local bus service.


    3. High Street from its junction with Fountain Quay to a point 18 metres south of the junction with Carvel Lane, when necessary in the interests of road safety between 1500 hours and 0300 hours on each evening / morning from Friday 30 July 2021 until Sunday 8 August 2021


    4. Terminus Road from its junction with Carvel Lane to its junction with High Street when necessary in the interests of road safety between 1500 hours and 0300 hours on each evening / morning from Friday 30 July 2021 until Sunday 8 August 2021.

      Only vehicles with off street parking will be permitted access to premises situated in those listed (a) -(d), when permitted by a Highway Authority approved representative or their contractor or uniformed Police Officer.


      With regard to access to The Parade the following restrictions will also apply:



    5. Vehicular access on to The Parade will only be possible from the Union Road/Market Hill/High Street / Bath Road direction from 1530 hours on Friday 23 July 2021 until 1600 hours on Tuesday 10 August 2021. Emergency service vehicles will have an exemption to access The Parade from Castle Hill if on an emergency call. No vehicular access to The Parade will be permitted except for emergency service vehicles from 1700 hours on Friday 6 August 2021 until 0300 hours on Saturday 7 August 2021.


    6. Vehicles over 3.5 tonnes in weight engaged in the construction and dismantling of the marquees/units on The Parade will be permitted to access The Parade from the Castle Hill direction from 0900 hours on Friday 23 July 2021 until 0900 hours on Friday 30 July 2021, and from 1700 hours on Saturday 7 August 2021 until 1600 hours on Tuesday 10 August 2021.


    7. No Parking will be allowed on The Parade between 0600 hours on Friday 23 July 2021 and 1600 hours on Tuesday 10 August 2021 except during the period from 0900 hours on Friday 30 July 2021 until 1800 hours on Saturday 7 August 2021 when a restricted number of spaces will be available for disabled drivers.


The following Public Slipway will be closed in the interests of public safety from 1730 hours on Friday 23 July 2021 until 1600 hours on Tuesday 10 August 2021:




(p) The Parade, Cowes, at the south east end, (adjacent to Watch House Lane).


The closure and restrictions are required in connection with Cowes Week Festival.



The Isle of Wight Council (Various Streets, Cowes, Isle of Wight) (One Way Restriction of Traffic) Order No 1 2021


No person shall cause or permit any vehicle to proceed in the following streets other than in the direction indicated:





    1. The Parade / Castle Hill, from its junction with Bath Road to its junction with Queens Road (travel in a south east to north west direction) from 1730 hours on Friday 23rd July 2021 until 1600 hours on Tuesday 10th August 2021.


The restrictions are in connection with Cowes Week Festival.


All vehicles must comply with the one-way restrictions listed in (a).



The Isle of Wight Council (Various Streets, Cowes, Isle of Wight) (Temporary Hackney Carriage Stands) Order No 1 2021


Island Roads on behalf of the Isle of Wight Council gives notice to introduce a temporary hackney carriage stand in the following streets;





    1. Birmingham Road on the south west side, from a point 49 metres south east from the junction of Beckford Road to a point 42.5 metres north west from the junction of Mill Hill Road, from Friday 30 July 2021 until Sunday 8 August 2021, 1700 hours to 0300 hours on each evening / night.



The Isle of Wight Council (Various Streets, Cowes, Isle of Wight) (Temporary No Waiting at Any Time & No Loading At Any Time) Order No 1 2021


Island Roads on behalf of the Isle of Wight Council gives notice that:


1) from 0900 hours on Friday 30 July 2021 to 1900 hours on Sunday 8 August 2021; or when the event has finished, whichever is sooner, a No Waiting at Any Time & No Loading At Any Time Order will be introduced along the following streets:






  • Egypt Hill, Cowes, the east side, from its junction with Baring Road to its junction with Esplanade.


  • Park Road, Cowes on the north side from its junction with Parklands Avenue to its junction with Debourne Close,


  • Princes Esplanade / Egypt Esplanade, Gurnard / Cowes the south side, from its junction with Egypt Hill to the end of the beach huts at Gurnard.


  • Woodvale Road, Gurnard on the east and north sides, from its junction with Princes Esplanade to its junction with Baring Road.



  • from 1730 hours on Friday 23rd July 2021 until 1600 hours on Tuesday 10th August 2021, or when the event has finished, whichever is sooner, a No Waiting At Any Time & No Loading At Any Time Order will be introduced along the following streets:



    1. Baring Road, on the north side, from its junction with Ward Avenue to its junction with Castle Hill;


    2. Ward Avenue, on the west side, from its junction with Baring Road to its junction with Park Road.


    The restrictions will not apply to Police and Ambulance vehicles and Fire appliances engaged in official duties. The order is required in connection with Cowes Week Festival. The provisions of this Order shall apply only at such times and to such extent as shall be indicated by the placing of the appropriate traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



    The Isle of Wight Council (The Parade, Cowes, Isle of Wight) (Temporary Restricted Loading At Any Time) Order No 1 2021


    Island Roads on behalf of the Isle of Wight Council gives notice that from 0900 hours on Friday 30 July 2021 to Sunday 8 August 2021 until 1900 hours; or when the event has finished, whichever is the sooner, a Restricted Loading At Any Time Order will be introduced along The Parade, outside Osbourne Court. Loading time will be limited to a maximum of 15 minutes with no return within 1 hour. The restriction will not apply to Police and Ambulance vehicles and Fire appliances engaged in official duties. The order is required in connection with Cowes Week Festival. The provisions of this Order shall apply only at such times and to such extent as shall be indicated by the placing of the appropriate traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



    The Isle of Wight Council (The Parade, Cowes, Isle of Wight) (Temporary Restricted Disabled Badge Holders Parking) Order 1 2021


    Island Roads on behalf of the Isle of Wight Council gives notice that from 0900 hours on Friday 30 July 2021 to Sunday 8 August 2021 until 1900 hours; or when the event has finished, whichever is the sooner, a Temporary Disabled Badge Holders Parking restriction will be introduced along The Parade, outside Osbourne Court. Disabled Badge Holders Parking will be limited to a maximum of 1 hour with no return within 2 hours. The restriction will not apply to Police and Ambulance vehicles and Fire appliances engaged in official duties. The order is required in connection with Cowes Week Festival. The provisions of this Order shall apply only at such times and to such extent as shall be indicated by the placing of the appropriate traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
