The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 86) Order 2021
1. NOTICE IS GIVEN that the London Borough of Waltham Forest on 22nd July 2021 made the above-mentioned Orders under sections 6, 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be:
a. In Fillebrook Road E11 (FL) south side - convert a 7-metre permit parking place outside No. 15 and 17 FL to a single yellow line no waiting restriction operating Mondays to Fridays 10am to 4 pm (to coincide with a new dropped kerb to private property);
b. In Dyson Road E11 (DY) north-west side - convert the permit parking place outside No. 21 DY to a single yellow line no waiting restriction operating Mondays to Fridays 10am to 4 pm (to coincide with a new dropped kerb access to private property);
c. in Kings Road (KG) E11 - south-west side - convert 5 metres of LSW permit parking space outside No. 71 KG to a single yellow line waiting restriction operating Mondays to Fridays 10am to 4pm inclusive (to accommodate a dropped kerb access to private property);
d. In Chester Road E17 (CHT) -
i. north-east side extend double yellow line waiting restrictions north-west so that the overall distance is 18 metres from Its junction with Salop Road (previously 12 metres) which is a revision of the 4th March 2021 proposals';
ii. south-west side - extend double yellow line waiting restrictions from its junction with Salop Road north-west to the common boundary of Nos. 80 and 82 CHT;
iii. north-east side extend double yellow line waiting restrictions south-east so that the overall distance is 18 metres from its junction with Coppermill Lane (previously 12 metres) which Is a revision of the 4th March 2021 proposals;
iv. south-west side - extend double yellow line waiting restrictions south-east so that the overall distance is 18 metres from its junction with Coppermill Lane; and
All proposals for Chester Road will also remove sections of parking
space to accommodate the double yellow line extensions; 'see the East London and West Essex Guardian
e. in Coppermill Lane (CP) E17 - convert single yellow line waiting restrictions between its junction with St James Street to double yellow line "at any time" waiting restrictions:
i. on the north side -
A. between the aforementioned junction and a point opposite the common boundary of Nos. 5 and 7; and
B. convert the whole permit parking place outside Nos 160 and 162 to double yellow line "at any time" waiting restrictions
ii. on the south side - between the aforementioned junction to a point 10 metres east of the common boundary of Nos. 1 and 3 CP,
f. In Buxton Road E4 - south-west side - outside the flank wall to No.60 Station Road:
i. convert 5 metres of double yellow line waiting restrictions and 5.3 metres of single yellow line waiting restriction to Pay by Phone parking space {extending the Pay by Phone parking place opposite the off street car park at the rear of No. 62 Station Road. The times and days of operation and charges of the extended Pay by Phone parking place will be the same as the current Pay by Phone arrangement at this location) (redundant dropped kerb access); and
ii. convert 3.2 metres of single yellow line waiting restriction to double yellow line "at any time" waiting restrictions (to assist with refuse collection purposes).
g. In Leybourne Road (LY) E11 - north side - convert a single yellow waiting restriction to CPZ parking space for LSE permit holders only outside No. 80 LY permit holders only operating Mon-Fri 10am to 2pm (redundant dropped kerb access);
h. in Millicent Road E10 (ML) - north-east side - convert all single yellow line waiting restrictions north-west of No. 1A ML to permit holders parking space for MD permit holders only (excluding the location where a cycle hangar exists) operating Mon-Sat 8am to 6.30pm (this will extend the MD permit holder parking place outside Nos. 1-19 Millfield House, 330 Lea Bridge Road) (redundant dropped kerb access);
3. The general effect of the Orders will also be to formally remove the orders that provided double yellow line "at any time" waiting restrictions inadvertently made on 19th March 2021 in the following locations: i. Beech Tree Glade E4 - both sides, between the north-eastern kerb-line of Forest Side and a point 8 metres north-east of that kerb-line; ii. Forest Side E4 - (i) the north-east side, between a point 12.5 metres north-west of a point opposite the north-western kerb-line of Victoria Road and a point opposite the south-eastern boundary of No. 47 Forest Side; and (ii) between a point 8 metres north-west of the north-western kerb-line of Forest Court and a point 14 metres south-east of the southeastern kerbline of Forest Court; iii. Oakhurst Gardens E4 - both sides, between the north-eastern kerb-line of Forest Side and a point 8 metres north-east of that kerb-line; iv. The Copse E4 - both sides, between the north-eastern kerb-line of Forest Side and a point 8 metres north-east of that kerb-line; v. Warren Pond Road E4 - both sides, between the northeastern kerb-line of Forest Side and a point 8 metres north-east of that kerb-line;
4. Copies of the Orders, which will come into operation from 22nd July 2021 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing
or visiting the Highways and Traffic Management office, Low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at:

5. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
