LONDON BOROUGH OF MERTON
THE MERTON (RESTRICTED ROAD) (NO. 1) TRAFFIC ORDER 2021
THE MERTON (20 MPH SPEED LIMIT) (NO. 1) TRAFFIC ORDER 2021
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 13 July 2021, made the above-mentioned Orders under sections 82, 83, 84 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.
2. The general effect of the "Restricted Road" Order will be to revoke the London Borough of Merton (Restricted Road) (No. 1) Traffic Order 2016 and the London Borough of Merton (Restricted Road) (No. 1) Traffic Order 2019 and consolidate their provisions into one Order.
3. The general effect of the "Speed Limit" Order will be to revoke the Merton (20 MPH Limit) (No. 2) Traffic Order 2019 and the Merton (20 MPH Speed Limit) (No. 6) Traffic Order 2019 and consolidate their provisions into one Order.
4. A copy of the Orders, which will come into force on 16 July 2021, and other documents giving more detailed particulars of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. The documents have also been made available for viewing at https://www.merton.gov.uk/streets-parking-transport/traffic-management/consultations .
5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(ST MARY'S ROAD. SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate crane works to be undertaken in St Mary's Road, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person will:-
(a) cause or permit any vehicle to enter or proceed in St Mary's Road, between its junction with Church Drive and its junction with Belvedere Drive; or
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in the length of St Mary's Road specified in paragraph (a) above.
3. Any designated parking place situated in the length of St Mary's Road specified in paragraph 2(a) above will be suspended for the duration of the works.
4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the road closure should proceed via Belvedere Drive, Belvedere Avenue and Highbury Road or vice-versa.
6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or
(d) so as to prevent vehicular access to premises in or adjacent to the length of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.
8. The Order will come into operation on Saturday 24th July 2021, with the works anticipated to be carried out that day. However, the Order will remain in force for a maximum period of 3 months and its provisions will be re-introduced during that period should further works be required. Saturday 31st July 2021 and Saturday 7th August 2021 are the current assigned back-up dates should the works not go ahead as planned.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
WEST BARNES LANE. KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 5) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate lifting and inspection works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.
2. Whilst the works take place no person would:-
(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;
(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. An alternative route for:-
(a) diverted vehicular traffic would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;
(b) pedestrians would be via the adjacent footbridge.
5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.
6. Nothing in the Order would apply to: -
(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.
7. The Order would come into operation at 11pm on 13th September 2021 and remain in force until 7am on 19th September 2021 inclusive. During this time the works are anticipated to be carried out overnight between 11 pm and 7am the next day.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(VARIOUS ROADS) (NO. 2)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they have made an Order, the effect of which, during the works, will be to temporarily prohibit vehicular traffic from entering, proceeding or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.
2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice will be suspended for the duration of the works in those roads or lengths of roads.
3. During the works in Belvedere Grove, the one-way working in Courthope Road shall be suspended and the road made two-way working for its entire length for access purposes.
4. The restrictions and suspensions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5 Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress but will likely be those diversion routes specified in column 2 of the Schedule to this notice.
6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.
The Order will come into force on Monday 26th July 2021 and the anticipated works dates are specified in column 3 of the Schedule to this notice. However, the Order will remain in operation for a maximum period of 12 months and its provisions will be re-introduced should further works be required.
