1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under section 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Waiting and Loading Restriction Amendment Order will be to introduce lengths of yellow lines as set out in the schedule to this Notice.

3. The general effects of the Limited Time Parking Places Order will be to introduce parking bays in Hanworth Road, Whitton as detailed in the Schedule to this Notice.

4. The general effects of the Prohibition of Stopping Outside Schools Order will be to introduce a school keep clear marking in Kew Foot Road as detailed in the Schedule to this Notice.

5. Copies of the proposed Order, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -

(a) can be inspected, quoting Reference 21/104, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices

6. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. Christchurch Road and Fife Road, East Sheen:
To introduce a double yellow limes ("no waiting at any time") around the Fife Road/Christchurch Road/ Martindale junction. The lines will extend into Fife Road from its junction with Christchurch Road by some 20 metres on its south-eastern side, and by some 66 metres on its north-western side.
Hanworth Road, Whitton:
To introduce 5 short stay parking bays in Hanworth Road at the shopping parade, 3 on the shop side and 2 opposite adjacent to the pelican crossing in the existing lay-by. The bays will have a maximum stay of 1 hour and no return with 1 hour. To introduce double yellow lines ("no waiting at any time") between the parking bays outside the shops.
Holly Road, Hampton Hill
To introduce double yellow lines ("no waiting at any time") in Holly Road, Hampton Hill in the vicinity of the railway bridge, outside Nos. 43 Holly Road, and between the north-western boundary of No. 32 Holly Road to a point outside the north-western bound of Nos. 38/40 Holly Road.
Kew Foot Road, Richmond:
To introduce a school keep clear marking outside Falcons Prep School, on the south-eastern side of Kew Foot Road, operating between 8am and 5pm. To upgrade the existing waiting restriction at the Shaftesbury Road/Kew Foot Road junction to double yellow lines ("no waiting at any time").
Lawrence Road, Ham:
To introduce double yellow lines ("no waiting at any time") at the junction of Lawrence Road and Duke's Avenue, and on the north-western and south-eastern sides between its junction with Duke's Avenue and a point north-west of Langham Gardens. To extend the existing double yellow lines at the Lawrence Road/Lock Road junction by 1 metre.
Manor Grove, and Lambert Avenue, Richmond:
To introduce a length of double yellow line ("no waiting at any time") at the Manor Grove/Lambert Avenue junction.
North Worple Way and Avondale Road,
To introduce a loading restriction operating at all times on the southern side of North Worple Way opposite its junction with Avondale Road and remove a parking bay to the rear of No. 50 North Worple Way '(bay on the eastern side of Avondale Road) and replace with a double yellow line ("no waiting at any time")
Oldfield Road, Hampton:
To introduce lengths of double yellow lines ("no waiting at any time") in Oldfield Road, Hampton, on both sides, from a point outside Units 6 and 7, Kempton Gate Business Centre to the entrance to the Business Centre
Penrhyn Crescent, East Sheen:
To introduce a length of double yellow lines ("no waiting at any time") in Penrhyn Crescent on its western side from the termination of the Red Route controls to the northern kerb-line of Colston Road.
River Reach, Teddington:
To introduce double yellow lines ("no waiting at any time") in River Reach at its junction with Broom Water and the junction of the north-west to south-east arm and south-west to north-east arm.
School Road Avenue, Hampton:
To introduce double yellow lines ("no waiting at any time") in School Road Avenue, at its junction with Wolsey Road, to a point outside No. 2 School Road Avenue on its north-eastern side, and to a point opposite No. 4 School Road Avenue on its south­western side, and in Wolsey Road at its junction with School Avenue Road, on its south-eastern side.
St James's Road, Hampton Hill:
To introduce double yellow lines ("no waiting at any time") in St James's Road (both sides) at its junction
with Park Road.
Stanley Road, East Sheen:
To Introduce double yellow lines ("no waiting at any time") in lengths of Stanley Road, between No 1 and 15 Stanley Road, between its junction with Upper Richmond Road and a point outside Nos. 2 and 4 Stanley Road, outside 69-71 Stanley Road and the western boundary of No. 71 Stanley Road and outside Nos. 58/60 - 68/70 Stanley Road, To remove the footway parking opposite No. 21 Stanley Road and replace with a double yellow line.
Wensleydale Gardens, Hampton:
To introduce double yellow lines ("no waiting at any time") at the junction around Nos. 15 and 26 Wensleydale Gardens.

DISABLED PERSONS PARKING BAYS VARIOUS STREETS THROUGHOUT THE BOROUGH

1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under sections 6, and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The principal objective of the Disabled Persons' Parking Places Order is to introduce a number of parking places for disabled persons where a high level of parking makes reasonable means of access difficult, and to discontinue a number of parking places previously provided where the demand for such bays no longer exists.

3. The Disabled Persons' Parking Places Order will introduce a parking bay for disabled persons' vehicles, operating "at any time" in the following streets:

ROAD TRAFFIC REGULATION ACT 1984
THE LONDON BOROUGH OF RICHMOND UPON THAMES (SUPPLEMENTARY PROVISIONS, PERMITS) (No. 2) EXPERIMENTAL ORDER 2021
ALL CONTROLLED PARKING ZONES "FLOATING" CAR CLUB BAYS
(Reference 21/105)
1. The Council of the London Borough of Richmond upon Thames on 30 June 2021 made the above Order under sections 9 and 10 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Parking Permits Order will be to permit car club vehicles in respect of which drivers may leave the vehicle in any parking place within controlled parking zones for which a residents' parking permit is valid, including shared use bays.

3. Full details of the Order, which will come into operation on 8 July 2021, are contained in the following documents: -

(a) the Order.

(b) the Council's Statement of Reasons for making the Order.

4. Copies of the above documents: -

(a) can be inspected, quoting Reference 21/105, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's website at http://www.richmond.gov.uk/public_notices until the date on which the Order ceases to have effect

5. This Orders provide that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director of Environment of the London Borough of Richmond upon Thames, or other person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the area through which the roads affected by the Order run, modify or suspend the Order or any provision thereof.

6. If the provisions of the Order continues in operation for a period of not less than six months, the Council will consider in due course whether the its provisions should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such an Order for the purpose of such reproduction and continuation in force may, within the period of six months referred to above send a statement in writing of their objection and the grounds of that objection to the address below.

7. Please address any representations to the Order to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by e-mail to Trafficorders@richmond.gov.uk by no later than 14 January 2022.

8. If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within

6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Waiting Restricitons Carlisle Road, Hampton
(Reference 21/099)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate building works they have made temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Carlisle Road, Hampton.

2. Whilst the works take place no person may permit a vehicle to wait or stand in Carlisle Road, outside No. 20 Carlisle Road, from a point opposite the eastern kerb-line of Scoots Drive, eastwards for a distance of 6.5 metres.

3. The order will come into effect on 5 July 2021. The restrictions will remain in force at all times from 5 July 2021 until 30 September 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
