1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 30 June 2021, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The main effect of the Orders will be to introduce a controlled parking zone "H3" to include the road or length of road specified in Schedule 1 to this notice.
3. The general effect of the 'H3 Parking Places' Order will be to: -
(a) designate parking places that will operate Mondays to Saturdays between the hours of 3pm and 8pm inclusive in the lengths of the road listed in Schedule 2 to this Notice,
(b) specify that-
(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit or for which permits are registered as paid for in the electronic payment system. Motor cycles and vehicles displaying a "blue badge" will park free;
(ii) permits per residential address will be issued by the Council or its agents to persons whose usual place of abode is in the road or length of road specified in Schedule 1 to this Notice and subject to sub-paragraphs (iv) and (v) below, the charges will be £100 per annum or £50 for six months for the first permit, £150 per annum or £75 for six months for the second permit, £200 per annum or £100 for six months for the third permit and an additional £50 per annum or an additional £25 for six months for each subsequent residential permit;
(iii) charges for other permits will be, subject to sub-paragraphs (iv) and (v) below, as follows: free for housebound or registered disabled applicants; business permits will be £331 for 6 months, annual visitor permits (one per household) will be £320, residents will be entitled to 100 half day temporary visitors' permits at a charge of £3.00 per permit valid between 3pm and 8pm Mondays to Saturdays inclusive; teacher permits will be £188 per annum and all zone trader permits will be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;
(iv) an additional charge (diesel surcharge) of £150 will apply to resident, business, teacher and trade parking permits for all diesel vehicles. Permits issued for a duration of less than a year will be subject to the surcharge on a pro-rata basis;
(v) the resident parking permit charge for electric vehicles will be set at a discounted rate of £20 per annum and a reduction of £40 per annum will apply to business, teacher and trade parking permit charges for electric vehicles, pro-rata for a minimum of 6 months.
NB - Please note that it is anticipated that new emission based parking charges will apply from later this year. More information about these charges will be published at least 3 weeks before they come into force.
4. The general effect of the 'Waiting and Loading' Order will be to:-
(a) introduce waiting restrictions operating "at any time" or between the hours of 3pm and 8pm Mondays to Saturdays (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) in the road or length of road specified in Schedule 1 to this Notice;
(b) introduce no waiting 'at any time' waiting restrictions (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes):-
(i) in the lengths of Pit Crescent specified in Schedule 3 to this Notice;
(ii) at the junctions of Durnsford Road with Pit Crescent, at the entrance of No. 120 Durnsford Road, and at the entrance leading to the rear of No. 92 Durnsford Road;
(iii) Durnsford Road, the north-east side, between Weir Road and its junction with the arm of Durnsford Road fronting Nos. 204 to 212 Durnsford Road;
(iv) Durnsford Road, the south-west side, between its northernmost junction with Pit Crescent and its junction with the arm of Durnsford Road fronting Nos. 204 to 212 Durnsford Road;
(c) formalise the loading restrictions in Gap Road between its junction with Durnsford Road and the common boundary of Nos. 81 and 82 Gap Road;
5. The Council has deferred a decision on whether or not to proceed with the proposals relating to waiting restrictions in Pitt Crescent which were advertised on 11 February 2021 in the same notice as the proposals relating to Durnsford Road and Gap Road.
6. The general effect of the 'Free Parking Places' Order will be to amend the Merton (Free Parking Places) (Disabled Persons) (No. 1) Order 1977 so as to better reflect the current layout of the disabled persons parking place in Gap Road.
7. A copy of the Orders, which will come into force on 12 July 2021, and other documents giving more detailed particulars of the Orders, including a plan specifying the roads or lengths of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. 8. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

1. NOTICE IS HEREBY GIVEN that the London Borough of Merton, on 30 June 2021, made the above-mentioned Orders under section 9 of the Road Traffic Regulation Act 1984, as amended.
2. The Orders shall come into force on 9 July 2021 and continue in operation for a maximum period of 18 months.
3. The general effect of the Orders will be to remove parking bays at certain locations described in the Schedule to this notice to facilitate for the installation of parklets.
4. While the Orders remains in force, the Head of futureMerton or some person authorised in that behalf by him, may, under section 10(2) of the Act, if it appears to him or that person, essential in the interests of the convenient, expeditious, and safe movement of traffic; or in the interests of providing suitable and adequate on-street parking facilities or for preserving or improving the amenities of the area through which any road affected by the Orders runs, modify or suspend the Orders or any provision thereof.
5. A copy of the Orders, and other documents giving more detailed particulars of the Orders, including plans identifying the lengths of road affected by the Orders, can normally be inspected during normal office hours on Mondays to Fridays inclusive at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, until the end of a period six months from the date on which the Orders come into force. However, due to the pandemic, documents are also available for inspection at

6. The London Borough of Merton, as the Order making authority, will consider in due course whether the provisions of the Orders should be continued in force indefinitely. Any person desiring to object to the Orders continuing indefinitely may, within a period of six months beginning with the day on which the experimental Orders came into force or if an Order is varied by another order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force, visit
and do so at the appropriate feedback link, or write to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden SM4 5DX quoting reference ES/PARKLETS and stating the grounds on which any such objection is made.
7. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act, or of any relevant regulations made under that Act have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make an application for this purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
WEST BARNES LANE. KT3
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate signal and telecom maintenance works followd by lifting and inspection works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.
2. Whilst the works take place no person would:-
(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;
(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. An alternative route for:-
(a) diverted vehicular traffic would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;
(b) pedestrians would be via the adjacent footbridge.
5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.
6. Nothing in the Order would apply to: -
(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.
7. The Order would come into operation at 11pm on 21st July 2021 and remain in force until 6am on 30th July 2021 inclusive. It is anticipated that the works would be carried out from 11pm on Wednesday 21st July 2021 to 6pm on Thursday 22nd July 2021, 11pm on Monday 26th July 2021 to 6am on Tuesday 27th July 2021, from 11.00pm on Tuesday 27th July 2021 to 6am on Wednesday 28th July 2021, from 11pm on Wednesday 28th July 2021 to 6am on Thursday 29th July 2021, and from 11pm on Thursday 29th May 2021 to 6am on Friday 30th May 2021.

ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1) AND 14(7) WIMBLEDON HILL ROAD. SW19 TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at Wimbledon High School in Wimbledon Hill Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict traffic and suspend a bus lane in the said road.
2. During the works,
(a) no person would cause or permit any vehicle to enter or proceed in the south-western, north-westbound lane of Wimbledon Hill Road from its junction with Mansel Road to a point 2 metres south-east of the northwestern boundary of The Oaks, Nos 84 to 86 Wimbledon Hill Road;
(b) no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, on both sides of the length of Wimbledon Hill Road specified in sub-paragraph 2(a) above;
(c) no person would enter or proceed in the length of the south-western footway of Wimbledon Hill Road, adjacent to the length of Wimbledon Hill Road specified in sub-paragraph 2(a) specified above;
(d) the south-eastbound bus lane on the north-east side of Wimbledon Hill Road would be suspended between Woodside Road and a point 100 metres north-west of the north-western kerb-line of Woodside Road.
3. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
4. The restrictions and bus lane suspension would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the works would travel using the adjacent lane, use of which would be traffic managed by two-way traffic lights.
6. Pedestrian traffic affected by the works should use the footway opposite, accessible by the signalised pedestrian crossings provided.
7. Nothing in sub-paragraphs 2(a) and (b) above would apply to:-
(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.
8. The Order would come into operation on Monday 12th July 2021 with the works anticipated to be carried out until 24th July 2022. However, the Order would remain in force for a maximum period of eighteen months and its provisions would be re-introduced during that period should the works be delayed or further works be required.
