ELECTRIC VEHICLE RECHARGING POINTS (REF. KINGMAP0036)
The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 43) Order 2021; and The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 43) Order 2021.
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames made the above-mentioned Orders on 28th June 2021 under sections 6,45,46,49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders, which will come into force on 5th July 2021, will be to introduce recharging points at the locations below which will be available for electric vehicles only "at any time", without charge or time limit, provided that the vehicle is connected to the recharging post at all times while it is left at the recharging point:
(i) in Albany Park Road, Kingston (opposite Nos. 44b-46), in place of existing 'shared use' parking spaces;
(ii) in Avenue Elmers, Surbiton (at the side of No. 2 Selsdon Close), in place of existing 'permit holders only' parking spaces;
(iii) in Beech Grove, New Maiden (at the side of No. 122 Elm Road);
(iv) in Chiltern Drive, Surbiton (outside of Nos. 162-166), in place of an existing waiting restriction;
(v) in Cobham Road, Kingston (at the side of No. 58 Coombe Road), in place of existing 'pay & display' parking spaces;
(vi) in Dennan Road, Surbiton (at the side of No. 54 Cotterill Road);
(vii) in Elm Road, Chessington (outside of No. 4, Arcade Parade), in place of existing advisory parking spaces;
(viii) in The Manor Drive, Worcester Park (at the side of No. 1 Downfield); and
(ix) in Victoria Road, Surbiton (outside Nos. 38-39), in place of existing 'pay & display' parking spaces.
Please note: the proposed recharging points in Albemarle Gardens, New Maiden, Burton Road, Kingston and Coombe Road, Kingston will not be implemented; in Dennan Road, Surbiton the proposed on-street space is shortened by approximately 1 vehicle length; and no further items proposed in KingMap0036 (published on 23rd January 2020) will be implemented.
3. Due to the current Coronavirus pandemic the made Orders and plans cannot currently be inspected at Guildhall 2 until the building is open again for normal business. However, the following alternative arrangements have been made:

The made documents will be available until 9th August 2021.
4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purpose to the High Court by 9th August 2021.
