THE LONDON BOROUGH OF RICHMOND UPON THAMES (RESTRICTED PARKING ZONE) (RICHMOND RIVERSIDE) EXPERIMENTAL ORDER 2021
RICHMOND RIVERSIDE, RICHMOND

1. The Council of the London Borough of Richmond upon Thames on 16 June 2021 made the above Orders under sections 9 and 10 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Order is to introduce a restricted parking zone, operating at all times on Richmond Riverside public path between Water Lane and Buccleuch Gardens, including all grassed areas, the effect being that no person shall cause or permit any vehicle to wait or stand in the restricted parking zone except for the purposes of loading or unloading, or if approved by the Council.
3. Copies of the Order which comes into force on 28 June 2021, a plan showing the location and effect of the Order and the Council's Statement of Reasons for making the Order: -
(a) can be inspected, quoting Reference 21 /097, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at

4. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director, Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by the Order runs, modify or suspend the Order or any provision thereof.
5. If the provisions of the Order continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such an Order for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (i.e. by 31 December 2021.send a statement in writing of their objection and the grounds of that objection to the address below.

If any person wishes to question the validity of this Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within
6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Parking Suspension Defoe Avenue, Kew

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Defoe Avenue, Kew.
2. Whilst the works take place, no person may permit a vehicle to wait or stand in Defoe Avenue. The restrictions will operate on a rolling basis.
3. The order will come into effect on 28 June 2021. The restrictions will be in force at all times from 28 June 2021 until 9 August 2021.. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a traffic warden; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water connection they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Fortescue Avenue, Twickenham
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed in Fortescue Avenue from a point outside No,. 10 Fortescue Avenue to its north-western extremity.
3. The order will come into effect on 28 June 2021. The restrictions will remain in force at all times from 28 June 2021 until 1 July 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. Access will be maintained where practicable.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water connection they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Park House Gardens, Twickenham.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed in Park House Gardens, from a point outside the common boundary of Nos 41 and 43 Park House Gardens to its north-eastern extremity.
3. The order will come into effect on 28 June 2021. The restrictions will remain in force at all times from 28 June 2021 until 2 July 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. Access will be maintained where practicable.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a power connection they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Retreat Road, Richmond.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed in Retreat Road, from a point outside Baden House to its south-eastern extremity.
3. The order will come into effect on 28 June 2021. The restrictions will remain in force at all times from 28 June 2021 until 2 July 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a crane operation they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Riverdale Gardens, Twickenham
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed in Riverdale Gardens, Twickenham between a point outside No. 29 Riverdale Gardens and its north-eastern extremity.
3. The order will come into effect on 25 June 2021. The restrictions will remain in force between 08.00 and 1800 on 25 June 2021, and at the same times on a back-up date of 2 July 2021, if required. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.

Temporary Road Closure Water Lane, Richmond

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water connection they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Water Lane, Richmond.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed in Water Lane, from a point outside the common boundary of Nos 14a and 16 to a point outside the common boundary of Nos. 18 and 20 Water Lane.
3. The order will come into effect on 28 June 2021. The restrictions will remain in force at all times from 28 June 2021 until 2 July 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles will be available via Friars Lane, The Green, Portland Terrace, Duke Street, The Square, Eton Street, Paradise Road and Red Lion Street.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Elizabeth Cottages, Kew

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water utility works they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Elizabeth Cottages, Kew.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed in Elizabeth Cottages between its junctions with Sandycombe Road and Lonsdale Mews.
3. The order will come into effect on 21 June 2021. The restrictions will remain in force at all times from 21 June 2021 until 24 June 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. Local access will be maintained whenever practicable.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:

Temporary Road Closures Hampton Court Road, Hampton Court

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate the installation and removal of a temporary footbridge and other works in connection with the Hampton Court Flower Show they have made a temporary Traffic Order, the effect of which is that a section of Hampton Court Road will be closed to traffic on two occasions as set out below.
2. The section of road to be closed extends from the roundabout outside Hampton Court Palace (the junction of A309 Hampton Court Way and A308 Hampton Court Road) to its junction with Campbell Road, Hampton Court.
