ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure East Sheen Avenue and Park Avenue, East Sheen
(Reference 21/081)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate essential gas main replacement they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in East Sheen Avenue and Park Avenue, East Sheen.

2. Whilst the works take place no person may permit a vehicle to enter or exit East Sheen Avenue at its junction with Park Avenue.

3. The order will come into effect on 15 June 2021. The restrictions will remain in force at all times from 15 June 2021 until 5 July 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for traffic will be available via Upper Richmond Road West, Palewell Park, Vicarage Road, Park Drive, Park Avenue and Gilpin Avenue.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Waiting Restricitons Oldfield Road and Rosehill, Hampton

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate building works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Rosehill, Hampton

2. Whilst the works take place no person may permit a vehicle to wait or stand

(a) in Rosehill on its eastern side, from its junction with Oldfield Road to a point outside the mail delivery site

(b) in Oldfield Road, on its southern side between its junctions with Rosehill and Hill House Drive.

3. The order will come into effect on 14 June 2021. The restrictions will remain in force at all times from 14 June 2021 until 30 June 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

ROAD TRAFFIC REGULATION ACT 1984

THE LONDON BOROUGH OF RICHMOND UPON THAMES (RESTRICTED PARKING ZONE) (STAR AND GARTER SERVICE ROAD) ORDER 2021
STAR AND GARTER SERVICE ROAD, RICHMOND
(Reference 19/200)
1. The Council of the London Borough of Richmond upon Thames on 2 June 2021 made the above Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the order is to introduce a restricted parking zone, operating at all times, in the Star and Garter Service Road, in that area of public highway which lies some 75 metres south of Sawyer's Hill and from the western kerb-line of Star and Garter Hill, north-westwards for a distance of 62 metres including the turning area adjacent to the south­eastern boundary of Star and Garter House, the effect being that no person shall cause or permit any vehicle to wait or stand in the restricted parking zone except for the purposes of loading or unloading. The sole effect of this Order is to replicate and continue in force indefinitely the provisions of The London Borough of Richmond Upon Thames (Restricted Parking Zone) (Star and Garter Service Road) Experimental Order 2019

3. Copies of the Order which comes into force on 9 June 2021, a plan showing the location and effect of the Order and the Council's Statement of Reasons for making the Order:-
a) can be inspected, quoting Reference 19/200, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at

4. If any person wishes to question the validity of this Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

The London Borough of Richmond upon Thames (Hampton Wick) (Parking Places) (Amendment No. 1) Order 2021

HAMPTON WICK CPZ - ZONE X

1. The Council of the London Borough of Richmond upon Thames on 1 June 2021 made the above Orders under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Hampton Wick Parking Places Order is to

(a) create additional spaces at the following locations:

- 2 x 'Pay & Display' bays on the north-western side of Old Bridge Street

- 1 x 'Pay & Display' bay outside No 13 High Street.

- 1 x 'Pay & Display' bays outside Nos 59/61 High Street.

- 1 x 'Resident Permit Holders only' bay outside No 7 Park Road.

(b) Convert two existing 'Resident Permit Holders only' bays to 'Pay and Display' bays outside Nos 55/57 High Street

(c) Convert the existing 'Permit Holders Only' / Pay by Phone" bay outside No 1A Upper Teddington Road to a 'Resident Permit Holders Only' / Pay by Phone" bay

(d) Extend the maximum stay within all proposed and existing 'Pay & Display' bays on High Street from one hour to two hours.

(e) Re-programme all 'Pay & Display' machines within Zone X, along with the Ringo "Pay by Phone" system to allow advance purchase of parking time, that is, to carry over into the next day (up to the maximum stay period in force).
The sole purpose of this Order is to replicate and continue on force indefinably the provision of the London Borough of Richmond upon Thames (Parking Place) (Hampton Wick) (No. 1) Experimental Order 2019.
