WAITING AND LOADING RESTRICTIONS AND FREE PARKING PLACES IN VARIOUS ROADS
THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 4891 ORDER 2021 THE MERTON (FREE PARKING PLACES) (MARTIN WAY) ORDER 2021 THE MERTON (FREE PARKING PLACES) (MORDEN ROAD) ORDER 2021

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 25 May 2021, made the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Waiting and Loading" Order will be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so thafc-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) will be prohibited at any time in the roads or lengths of roads described in Schedule 1 to this Notice;

(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) will be prohibited between the hours of 10am and 4pm Mondays to Fridays inclusive in the road or length of road described in Schedule 2 to this Notice;

(c) the waiting restrictions in Morden Road, Mitcham, on the north-side in the vicinity of the Surrey Arms, will be updated to match the existing road layout;

(d) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) will be prohibited at between 8.30am and 12 noon on Mondays in Morden Road, Mitcham, the north side, from the western boundary of "White Cottage", Morden Road westward for a distance of 12 metres.

3. The general effect of the Merton (Free Parking Places) (Morden Road) Order 2021 will be to:-

(a) introduce the free parking place specified in Schedule 3 to this Notice that will operate between the hours of 8.30am and 6.30pm Mondays to Saturdays inclusive;

(b) introduce the free parking place specified in Schedule 4 to this Notice that will operate between the hours of 12 noon and 6.30pm on Mondays and between 8.30am and 6.30pm Tuesdays to Saturdays inclusive;

(c) specify that the parking places may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods vehicles, invalid carriages or motor cycles;

(d) specify that vehicles may be left for a maximum period of 4 hours, no return in 2 hours;

(e) specify there will be no charge for parking in the parking places.

4. The general effect of the Merton (Free Parking Places) (Martin Way) Order 2021 will be to introduce the free parking places specified in Schedule 5 to this Notice that will operate between the hours of 7am and 7pm Mondays to Saturdays inclusive and specify that:

(a) the parking places may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods vehicles, invalid carriages or motor cycle;

(b) vehicles may be left for a maximum period of 2 hours, no return in 1 hour;

(c) there will be no charge for parking in the parking places.

5. A copy of the Orders, which will come into force on 7 June 2021, and other documents giving more detailed particulars of the Orders, including plans specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. The documents have also been made available for inspection at

consultations.

6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

the south-east side, from the common boundary of Nos. 17 and 19 Caesar's Walk, south-westward to the common boundary of Nos. 21 and 23 Caesar's Walk.

the north-west side, from a point 10 metres south-west of the south-western kerb-line of the access road to Nos. 57A to 59H Cedars Avenue (also known as New Holme) to a point 10 metres north-east of the north-eastern kerb-line of the said access road.

the north-west side, from a point 4.5 metres west of a point in line with the common boundary of Nos. 287 and 289 Lower Morden Lane to a point 0.5 metre north-east of a point in line with the south-western building wall of No. 333 Lower Morden Lane.
MANOR ROAD, CR4;
the south-east side, from a point 10 metres south-west of the south-western kerb-line of Walton Way north-eastward to a point 4.6 metres north-east of the north-eastern kerb-line of Walton Way.
MARTIN WAY, MORDEN
the north-side, between a point 29.7 metres east of the of the common boundary of Nos. 51 and 53 Martin Way to a point 1 metre west of the eastern flank wall of No. 45 Martin Way.

(a) the south-west side,
(i) from the north-western kerb-line of Whatley Avenue north­westward for a distance of 14 metres;

1. MARTIN WAY, the north side, from a point 5.7 metres east of the common boundary of Nos. 51 and 53 Martin Way eastward for a distance of 24 metres;
2. MARTIN WAY, the south side, from a point 7.5 metres east of the eastern kerb-line of Mosseville Gardens eastward for a distance of 18 metres.

GREATER LONDON COUNCIL (GENERAL POWERS) ACT 1974
EXEMPTION TO FOOTWAY PARKING PROHIBITION
MAWSON CLOSE

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under Section 15(4) of the Greater London Council (General Powers) Act 1974 have resolved that vehicles parked with one or more of its wheels resting on the footway, and wholly within the areas delineated by white lines along the road identified in the Schedule to this Notice, shall be exempt from Section 15(1) of the said Act which makes it an offence to park on the footway.
The resolution shall take effect from 28th June 2021. Dated 27 May 2021.

Mawson Close

LONDON BOROUGH OF MERTON
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(CAVENDISH ROAD. COLLIERS WOOD) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate Thames Water works in High Street Colliers Wood, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Cavendish Road.

2. During the works, no person will cause or permit any vehicle to:-

(a) enter or proceed in Cavendish Road, Colliers Wood, between its junction with High Street Colliers Wood and its junction with Park Road; or

(b) wait, including for the purpose of loading or unloading, in the length of road specified in paragraph 2(a) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular traffic affected by the road closure should proceed using High Street Colliers Wood, Marlborough Road and Park Road.

5. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent vehicular access to premises in or adjacent to the road or length of road specified in paragraph 2(a) to this notice insofar as access is reasonably practicable without interference with the works.

6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order will come into operation on Tuesday 8th June 2021 with the works expected to be completed by Saturday 19th June 2021. However, the Order will remain in force for 3 months should further works be required.

LONDON BOROUGH OF MERTON
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
BURLEY CLOSE. STREATHAM
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021

1. The Council of the London Borough of Merton hereby give notice, that to facilitate underground and overhead telecom works in Burley Close, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in:

(a) Burley Close, the north to south arm, both sides, from the northern kerb-line of Burley Close, the east to west arm, northward for a distance 20 metres; or

(b) Burley Close, the east to west arm, both sides from the eastern kerb-line of Burley Close, the north to south arm, westward for a distance of 25 metres.

3. Any designated parking place situated in the length of road specified in paragraph 2 above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order will come into operation on Tuesday 8th June 2021 and it is anticipated that the works will be completed that day. However, the Order will remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
ST JOHN'S ROAD. WIMBLEDON
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021

1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer repairs in St John's Road, Wimbledon, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works no person will cause or permit any vehicle to:-

(a) enter or proceed in St John's Road, Wimbledon, from its junction with Denmark Road north-eastward for a distance of 20 metres; or

(b) wait, including for the purpose of loading or unloading any vehicle, in the length of St John's Road specified in sub-paragraph (a) above.

3. Any designated parking place situated in the length of St John's Road specified in paragraph 2 above will be suspended for the duration of the works in that length of road.
