THE COUNTY OF CUMBRIA (VARIOUS ROADS, CARTMEL)
(TEMPORARY TRAFFIC REGULATION) ORDER 2021; AND THE COUNTY OF CUMBRIA (FOOTPATH NO 549020 INTHE PARISH OF LOWERALLITHWAITE) (TEMPORARY PROHIBITION OF PEDESTRIANS) ORDER 2021; AND THE COUNTY OF CUMBRIA (BRIDLEWAY NO 549022 INTHE PARISH OF LOWERALUTHWAITE) (TEMPORARY PROHIBITION OF PEDESTRIANS, HORSES AND CYCLISTS) ORDER 2021
NOTICE IS HEREBY GIVEN that to enable Cartmel Steeplechases (Holker) Ltd to stage Car-oriel race meetings and concert in a safe manner, the County Council of Cumbria has made an Order the effect of which is to: -
1. Prohibit any vehicle from proceeding other than in a generally south westerly direction along that section of the C5053 Cartmel Lane, Old Town Hill, The Level and the C5029 Green Lane, Cartmel from the junction with the westbound slip road of the A590 trunk road to the junction with the C5041 at Longlands Farm. A suitable alternative route for northeast bound vehicles will be available as follows: -
From the junction with the C504I and the C5029 Green Lane at Longlands Farm, proceed in a northerly direction along the C504I for approx 3 miles to its junction with the A590 Trunk Road, near Stavetey-in-Cartmel. Turn right onto the A590 and continue for approx2.5 miles to the eastern junction of the A590 Hjgh and Low Newton Bypass with the C5I09 (old A590).
N.B. The one way restriction detailed in I above will only be in force until the midpoint of a particular race meet at which point the one-way restriction will be reversed so that no vehicle will proceed other than in a generally north easterly direction along the same section as detailed above and the alternative route for southwest bound vehicles will also be the reverse of that detailed above.
2. Prohibit any vehicle from proceeding other than in a westerly direction along that section of the US 180 Crag Lane, near Cartmel from its junction with the C5041 to its junction with the U5179, Aynsome Lane.
3. Prohibit any vehicle from proceeding other than in a north westerly direction along that section of the U5179, Aynsome Lane, near Cartmel from its junction with the U5180 Crag Lane to its junction with the U5178 Greenbank Lane
4. Prohibit any vehicle from proceeding other than in a southerly direction along that section of the U5178 Greenbank Lane, near Cartmel from its junction with the US 179 Aynsome Lane to its junction with the C5040 at Cartmel Racecourse. A suitable alternative route is as follows: -
From the western end of the U5178 Greenbank Lane proceed in a northerly direction along the C5040 for approx 1.25 miles to the junction with the C5053. Turn right onto the C5053 and continue in an easterly direction onto the U5I83 near Broughton Grange and to the junction with the C504I approx. I mile. Turn right onto the C5041 and travel in a southerly direction to its junction with the U5I80 Crag Lane and the opposite end of the restriction.
N.B. The one way restrictions detailed in 2 to 4 above will only be in force until the midpoint of the particular race meet at which point the one-way restrictions will be reversed so that no vehicle will proceed other than in an easterly direction along the U5I80 Crag Lane, and other than in a south easterly direction along the U5I79 Aynsome Lane and other than in a northerly direction along the U5178 Greenbank Lane, the extent of which are detailed above and the alternative route for vehicles will also be the reverse of that detailed above.
The mid point of a race meeting is approximately 1530 hours for the daytime meetings and 1900 hours for evening meetings. The concert scheduled to be held on 25 June 2021 is included as part of the race meeting taking place on that day and the reversal of the one-way restrictions will apply as described above.
5. Prohibit any vehicle from proceeding other than in a north easterly direction along that section of the U5175 Cavendish Street, Cartmel from its junction with the C5040 at The Square its junction with the U5175 Priest Lane.
6. Prohibit any vehicle from proceeding other than in an easterly direction aiong that section of the U5175 Priest Lane, Cartmel from its junction with the U5175 Cavendish Street to its junction with the C5041. A suitable alternative route is as follows: -
From the eastern end of Priest Lane proceed in a northerly direction along the C5041 forapprox.1.5 miles to the junction with the U5I83. Turn left onto the U5183 and then onto the C5053, near Broughton Grange. Continue along the C5053 to the junction with the C5040. Turn left onto the C5040 and travel in a southerly direction into Cartmel and the junction with the U5175 Cavendish Street and the opposite end of the restriction
7. Prohibit any vehicle from proceeding along the following lengths of road: -
(a) U5175 Bam Garth, Cartmel from its junction with the U5175 Priest Lane to its junction with C5042 The Causeway.
(b) U5868 Orchard Close, Cartmel from its junction with the C504I extending for its entire length
(c) C5042 The Causeway, Cartmel from its junction with the C5041, adjacent to the 'Pig and Whistle' Public House to its junction with the C5040 St Mary's Lodge.
(d) U5175 Town End Meadow, Cartmel from its junction with the C5042 Haggs Lane for its entire length.
Permit holders are exempt from the restrictions detailed in item 7(a) to (d) above and service buses are exempt from the restrictions detailed in item 7 (c) above.
There is no suitable alternative route available (except for permit holders following the diversion for Priest Lane, Cavendish Street and using the C5040 between The Square and Headless Cross).
8. Prohibit any vehicle from proceeding along that section of The Square to Headless Cross, Cartmel from its junction with the U5I76 at The Square to its junction with the C504I at Headless Cross. There is no suitable alternative route available for vehicles. Access only will be permitted for buses, horseboxes, local service buses and permit holders.
9. Prohibit any vehicle travelling in a south easterly direction along the U5172 from making a left turn onto the C5041.
N.B. During each race meet the parking places referred to in Schedules I to 4 inclusive of The County of Cumbria (Various Roads, Cartmel) (Traffic Regulation) Order 2017 on the following roads will be temporarily suspended:
C504I Aynsome Road, U5I75 Bam Garth, U5I75 Cavendish Street, U5I77 Ford Road, C5040 Market Square, C5040 Park View, U5I75 Priest Lane, C5042 The Causeway, C5040 Devonshire Square.
10. Prohibit any vehicle to wait at any time, on any day or to load/unload at any time, on any day (including blue badge holders) along the following lengths of road:
(a) C5040 Park View (both sides) from a point approx 28 metres north west of its junction with the U5175 Cavendish Street, extending in a northerly direction for approx 198 metres; and
(b) C5041 Aynsome Road (both sides) from its junction with the U5175 The Causeway, extending in a north westerly direction for approx 70 metres; and
(c) C5041 Headless Cross (both sides) from its junction with the C5040, extending in a north westerly direction for approx 240 metres.
(d) C5042 Haggs Lane (both sides) from its junction with the C5041 Headless Cross, extending in a north easterly direction for approx 380 metres
(e) U5175 Town End Meadow (both sides) from its junction with the C5042 Haggs Lane for its entire length
A way for pedestrians and dismounted cyclists will be maintained oilier than for the Footpath and Bridleway closures detailed in items 11 and 12 below.
11. Prohibit pedestrians from proceeding along Footpath No.549020 in the Parish of Lower Allhhwaite, from its junction with the C5040 The Square, extending in a north westerly direction for approx 370 metres to its junction with footpath no 549021.
12. Prohibit pedestrians, horses and cyclists from proceeding along that section of Bridleway No.549022 in the Parish of Lower AllithwaJte, from its junction with the C5040 The Square, extending in a south westerly direction for approx 700 metres to its junction with Footpath No 549019.
Due to safety implications there are no suitable alternative routes for pedestrians, horses or cyclists, as appropriate, for the restrictions detailed at 11 and 12 above. All Orders relating to this notice will come into operation on 29 May 2021. Nothing in the Order to which this notice relates shall:
(i) Apply to emergency service vehicles, or vehicles being used by statutory undertakers in the performance of their duties; and
(ii) Have the effect of preventing at any time access for pedestrians to any premises situated on or adjacent to the roads, or to any other premises accessible for pedestrians from, and only from the roads.

quoting the reference SL-21-14. The Temporary Traffic Regulation Order may continue in force for a maximum period of up to eighteen months. The Temporary Prohibition of Pedestrians Order and The Temporary Prohibition of Pedestrians, Horses and Cyclists Order may continue in force for a maximum period of up to six months. However, it is anticipated that the restrictions will only be required on the following days and only as and when the relevant traffic signs are displayed: -
Saturday 29th May 2021, Monday 31st May 2021, Wednesday 2nd June 2021, Friday 25th June 2021, Sunday 27th June 2021, Saturday 17th July 2021, Monday 19th July 2021, Saturday 28th August 2021, and Monday 30th August 2021.
