NOTICE OF APPLICATION TO STOP UP PUBLIC BRIDLEWAY No 208 AND PART DIVERSION OF A SECTION OF PUBLIC FOOTPATH No 209 AT LOWFIELD LANE, ST HELENS
St Helens Borough Council is the Highway Authority for the Public Bridleway and Public Footpath in question and is the authority by whom applications under Section 116 of the Highways Act 1980 ('the Act') for the stopping up of the Public Bridleway and the part diversion of the Public Footpath may be made.
St Helens Borough Council is applying for an Order authorising the stopping up of the entire length of Public Bridleway No. 208 on the grounds that it is unnecessary and the part diversion of a section of Public Footpath No. 209 on the grounds that it can be partially diverted so as to make it more commodious for the public. These proposals are more particularly specified in the Schedule to this notice.
Notice is hereby given, that St Helens Borough Council intends to apply for such an Order to the Magistrates' Court sitting at Liverpool Combined Court Centre, Derby Square, Liverpool, L2 1XA on 1st July 2021 at 9.45am

Any person to whom this notice has been given, or who uses the said Public Bridleway and Public Footpath and any other person who would be aggrieved by the making of the said Order, may attend and be heard on the application.

Part 1
To stop up the entire 135m length of Public Bridleway No. 208 between its junction with Lowfield Lane at point A (Grid Ref: 350561, 392321) and point B (Grid Ref: 350431, 392357) which is shown as a green line (dash with three dots) and being particularly delineated on the deposited plan Drawing Number: G10/JD/
PB208PF209/1B. There is no width currently described in the Definitive Statement relating to the whole length of Public Bridleway No. 208.
Part 2
Description of existing section of Public Footpath 209 (the distances are approximate) The section of existing public footpath concerned begins at the western end of Public Bridleway No. 208 at point B (Grid Ref: 350431, 392357) before continuing in a southerly direction to point C (Grid Ref: 350419, 392282) then continuing in a westerly direction to point D (Grid Ref: 350391, 392279) then a southerly direction to point E (Grid Ref: 350390, 392264) before travelling in a westerly direction to point F (Grid Ref: 350301, 392253) and is shown as a blue line (dash with one dot) and being particularly delineated on the deposited plan Drawing Number: G10/JD/PB208PF209/1B. There is no width currently described in the Definitive Statement relating to the whole length of Public Footpath No. 209. The total distance between points B-C-D-E-F is 209 metres.
Description of proposed section of Public Footpath 209 (the distances are approximate) Beginning on Lowfield Lane at point G (Grid Ref: 350547, 392402) the proposed diversion will cross Ansdale Wood Drive to point H (Grid Ref: 350537, 392418) before travelling in a westerly direction along a new paved footway and crossing Ansdale Wood Drive to point I (Grid Ref: 350484, 392414) then continuing in a northerly and then westerly direction along a new paved footway and crossing Pemberton Way to point J (Grid Ref: 350425, 392441) before continuing in a northerly then westerly direction along a new paved footway and crossing Ansdale Wood Drive to point K (Grid Ref: 350360, 392513) then running in a generally southerly direction along an unmetalled path through point L (Grid Ref: 350327, 392337) before rejoining the existing route of Public Footpath 209 at point F (Grid Ref: 350301, 392253) and is shown as a dashed magenta line and being particularly delineated on the deposited plan Drawing Number: G10/JD/PB208PF209/1B. The proposed width for the section G-H-l-J-K-L-F is 2 metres. The total distance between points G-H-l-J-K-L-F is 569 metres.
The section of Public Footpath 209 from point F to its western termination at Elton Head Road is to remain on its current alignment.
