WIDTH RESTRICTION - COMMONSIDE EAST
THE MERTON (PRESCRIBED ROUTE) (COMMONSIDE EAST) TRAFFIC ORDER 202*
1. NOTICE IS HEREBY GIVEN that the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis, propose to make the above mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Order will be to revoke the London Borough of Merton (Prescribed Route) (No. 24) Traffic Order 1988 and re-introduce its provisions with amendments to more accurately reflect the location of the 7 feet maximum width restriction in Commonside East which lies in the said road from a point 28.8 metres north-west of the north-western kerb-line of Windmill Road north-westward for a distance of 6 metres and specify that buses and certain other vehicles are exempted from the provisions of the Order.

3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the road or length of road to which the Order relates, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. However, due to the pandemic, the documents are available for inspection at

4. Any person desiring to comment on the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department, Merton Civic Centre, London Road, Morden, SM4 5DX, or alternatively by email to

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE. KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 3) ORDER 2021

1. The London Borough of Merton Council hereby give notice that to facilitate lifting and inspection works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place no person will:-

(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;

(b) enter or proceed on foot in the length of West Barnes Lane specified in sub­paragraph 2(a) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. An alternative route for:-

(a) diverted vehicular traffic will be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;

(b) pedestrians will be via the adjacent footbridge.

5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.

6. Nothing in the Order will apply to: -

(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.

7. The Order will come into operation at 12.01 am on Sunday 16th May 2021 and remain in force until 6am on 21 st May 2021 inclusive. It is anticipated that the works will be carried out from 12.01am to 6am on Sunday 16th May 2021, from 11.59pm on Monday 17th May 2021 to 6am on Tuesday 18th May 2021, from 11.59pm on Wednesday 19th May 2021 to 6am on Thursday 20th May 2021, and from 11.59pm on Thursday 20th May 2021 to 6am on Friday 21st May 2021.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(LINKS ROAD. SW17) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate water valve works in Links Road, SW17, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works no person will cause or permit any vehicle to:-

(a) enter or proceed in Links Road, SW17, from a point 15 metres north-west of the north-western kerb-line of Cromer Road to a point 15 metres south-east of the south-eastern kerb-line of Cromer Road;

(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Links Road specified in sub-paragraph (a) above.

3. Any designated parking place situated in the length of Links Road specified in paragraph 2 above will be suspended for the duration of the works in that length of road.

4. The restrictions will only apply during such times and to such extent as will From time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent vehicular access to premises in or adjacent to the road or length of road specified in paragraph 2(a) above.

6. Vehicular traffic affected by the road closure in Links Road should proceed using Boscombe Road, Deal Road and Seely Road.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Monday 17th May 2021 and it is anticipated that the works will be completed by Sunday 30th May 2021. However, the Order will remain in force for 6 months should further works be required

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(LONDON ROAD. MITCHAM) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer cleaning works in London Road, Mitcham, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works no person will cause or permit any vehicle to:-

(a) enter or proceed in London Road, Mitcham, between its junction with Upper Green West(A236) and its junction with Upper Green West, the east to west arm; or

(b) wait, including for the purpose of loading or unloading, in the length of road specified in paragraph 2(a) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any designated parking place situated in the road or length of road specified in paragraph 2(a) above will be suspended for the duration of the works.

5. The one-way working in Upper Green West, the east to west arm, will be suspended and the said length of road made two-way working for the duration of the works to facilitate the diversion route.

6. Vehicular traffic affected by the road closure should proceed via Upper Green West.

7. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent vehicular access to premises in or adjacent to the road or length of road specified in paragraph 2(a) to this notice insofar as access is reasonably practicable without interference with the works.

8. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order will come into operation on Tuesday 18th May 2021 with the works expected to be completed by Wednesday 19th May 2021. However, the Order will remain in force for 6 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(PUBLIC RIGHT OF WAY NO. 162. CHURCH PATH AND LONDON ROAD. MITCHAM)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice, that to facilitate sewer repairs in Church Path, they have made an Order, the effect of which will be to temporarily restrict pedestrian traffic in Church Path and PROW No. 162 and temporarily restrict vehicular traffic in Church Path and London Road.

2. During the works no person will:-

(a) cause or permit any vehicle to enter into Church Path, Mitcham from London Road or vice^versa; or

(b) enter or proceed in the length of PROW No. 162 that lies between its south-eastern extremity and a point 15 metres north-west of the north­western kerb-line of London Road.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Pedestrian traffic affected by the closure of the public right of way should proceed using Broadway Gardens and London Road.

5. Church Path is a cul-de-sac for vehicular traffic and no diversion route is applicable.

6. Nothing in the Order will apply to: -

(a) any vehicle engaged in the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

(d) any person requiring vehicular access to premises in or adjacent to Church Path insofar as access is reasonably practicable without interference with the said works.

7. The Order will come into operation on Monday 17th May 2021 and it is anticipated that the works will be completed on Wednesday 19th May 2021. However, the Order will remain in force for 6 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

COWDREY ROAD. SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate redevelopment works and crane works at Nos. 252 to 254 Haydons Road, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Cowdrey Road.

2. During the works no person will:-

(a) cause or permit any vehicle to enter or proceed in Cowdrey Road between its junction with Haydons Road and the common boundary of No. 254 Haydons Road and No. 2 Cowdrey Road; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading a vehicle, in the length of Cowdrey Road specified in sub­paragraph (a) above; or

(c) enter or proceed in the southern footway of the length of Cowdrey Road specified in sub-paragraph (a) above.

3. Any designated parking place, including those for electric vehicles, situated in the length of Cowdrey Road specified in paragraph 2(a) above will be suspended for the duration of the works.

4. The restrictions and suspensions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Cowdrey Road is a cul-de-sac and a diversion route for vehicular traffic is not applicable.

6. Pedestrians affected by the footway closure should proceed using the footway opposite.

7. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works or in connection with the delivery or collection of material to or from the work site; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order will come into force on Friday 7th May 2021 and it is expected that the works will be completed within 5 months. However, the Order will remain in force for a period of 6 months should further works be required. It is anticipated that-

(a) the crane works will be carried out on 7th June 2021 between the hours of 9am and 4pm, with contingency dates of 8th and 9th June 2021;

(b) the waiting restriction specified in paragraph 2(b) above and parking suspensions will apply to the southern side of the specified length of Cowdrey Road for the duration of the development works;

(c) the closure of the length of footway specified in paragraph 2(c) above will apply for the duration of the development works;

(d) the road closure specified in paragraph 2(a) above will apply during the crane works only;

(e) during the crane works, zone 3E permit holders will be exempted from waiting restrictions in Cowdrey Road, the north side, from a point 15 metres west of the western kerb-line of Haydons Road westward for a distance of 12 metres and will be given access/egress to the said length of Cowdrey Road to park their vehicle;

(f) the shared-use bay in Cowdrey Road, the north side adjacent to No. 256 Haydons Road, will remain operational at all times.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (VARIOUS ROADS) (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 1) ORDER 2021

1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they intend to make an Order, the effect of which, during the works, would be to temporarily prohibit vehicular traffic from entering, proceeding in or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.

2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice would be suspended for the duration of the works in those roads or lengths of roads.

3. The restrictions and suspensions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Alternative routes for diverted traffic would be indicated by advance warning and diversion signs on the roads affected when the works are in progress but would likely be those diversion routes specified in column 2 of the Schedule to this notice.

5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.

7. The Order would come into force on Monday 24th May 2021 and the anticipated works dates are specified in column 3 of the Schedule to this notice. However, the Order would remain in operation for a maximum period of 12 months and its provisions would be re-introduced should further works be required.
