KINGSWAY AND SHALSTONE ROAD AREA CONTROLLED PARKING ZONE - KS (Reference 19/177)
1. The Council of the London Borough of Richmond upon Thames on 5 May 2021 made the above Orders under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Parking Places Order is to introduce a Controlled Parking Zone in the Kingsway and Shalstone Road area in lengths of. Kingsway, Lower Richmond Road and Shalstone Road. The zone will operate between 8am and 10pm on all days of the week.
3. The general effect of the Parking Places Supplementary Provisions Permits Order is to set the charges for parking permits as described in Schedule 1 to this Notice
4. The general effect of the Waiting and Loading Restriction Order is to introduce waiting restrictions in various lengths of the roads within the zone operating at any time and between 8am and 10pm on all days of the week.
5. The general effect of the On-Street Parking Places Order is to set the tariffs of the paid for bays in the zone, as detailed in Schedule 2 to this Notice.
6. Within the zone, there will be designated permit holder only parking places where only vehicles which display a valid resident's permit, a valid business permit, a residents' visitor permit, a multi-zone business permit or an operational permit may park during the controlled hours.
7. The charges for resident, business and multi-zone business parking permits are given in Schedule 1 to this Notice.
8. Copies of the Orders which come into force on 7 May 2021, a plan showing the location and effect of the Orders and the Council's Statement of Reasons for making the Orders: -
(a) can be inspected, quoting Reference 19/177, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at

9. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

Notes to Schedule 2:
1. Residents who take advantage of the 30-minute free parking concessions (other than those using the telephone system) must obtain a ticket from a machine and display it. For stays of longer than 30 minutes in the same place, residents must pay for the whole of the parking period, as if the concession did not exist.
2. Residents may obtain more than one free parking concession on the same day, but no sooner than 1 hour after the start of any previous period of free parking.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Hospital Bridge Road, Whitton
(Reference 21/064)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate utility works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Hospital Bridge Road, Whitton.
2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in Hospital Bridge Road between its junction with Montrose Avenue and Stirling Road.
3. The order will come into effect on 22 May 2021. The restrictions will remain in force at all times from 22 May 2021 until 30 May 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for traffic will be available via A316 Chertsey Road, B361 Whitton Road, Kneller Road, Warren Road and Nelson Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure West Temple Sheen, East Sheen

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water connection they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in West Temple Sheen.
2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in West Temple Sheen, from its junction with West Temple Sheen Road to a point outside No. 4 West Temple Sheen.

4. An alternative route for traffic will be available via Christchurch Road, Temple Sheen and Temple Sheen Road.

EAST SHEEN CONTROLLED PARKING ZONE EXTENSION - ES - THE ROYALS

1. The Council of the London Borough of Richmond upon Thames on 28 April 2021 made the above Orders under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the East Sheen Parking Places Order is to extend the East Sheen Controlled Parking Zone to include lengths of Kings Road, Lewin Road, Princes Road, Queens Road and South Worple Way. The zone will operate between 10am and Noon on Mondays to Fridays inclusive.
3. The general effect of the Waiting and Loading Restriction Order is to introduce waiting restrictions in various lengths of the roads within the extended zone operating at any time and between 10am and Noon on Mondays to Fridays inclusive.
4. The general effect of the Restricted Parking Zone Order is to introduce a restricted parking zone in Rock Avenue, the effect being that waiting and loading is prohibited at all times
5. Within the zone, there will be designated permit holder only parking places where only vehicles which display a valid resident's permit, a valid business permit, a residents' visitor permit, a multi-zone business permit or an operational permit may park during the controlled hours.
6. Copies of the Orders came into force on 4 May 2021, a plan showing the location and effect of the Orders and the Council's Statement of Reasons for making the Orders: -

NORTH TEDDINGTON CPZ (Reference 19/175)
1. The Council of the London Borough of Richmond upon Thames on 28 April 2021 made the above Order under sections 45, 469 and 49 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the North Teddington Parking Places Order is to convert various permit parking bays in Claremont Road and Teddington Park to pay by phones/shared use bays and to convert various permit holder bays in Teddington Park Road to pay and display/permit holder bays.
3. Copies of the Order which came into force on 4 May 2021, a plan showing the location and effect of the Orders and the Council's Statement of Reasons for making the Order: -
