1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under section 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Waiting and Loading Restriction Amendment Order will be to introduce lengths of yellow lines and loading restrictions set out in the schedule to this Notice.
3. The general effects of the Parking Places Order will be to amend, remove, add and make changes to the hours of operation to certain parking places as detailed in the Schedule to this Notice.
4. Copies of the proposed Orders, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -
(a) can be inspected, quoting Reference 21/063, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at http://www.richmond.gov. uk/public_notices
5. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. Representations may also be sent by email to Trafficorders@richmond.gov.uk.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure West Temple Sheen, East Sheen
(Reference 21/061)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water commotion they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in West Temple Sheen.
2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in Temple Sheen, from its junction with West Temple Sheen Road to a point outside No. 4 West Temple Sheen.
3. The order will come into effect on 10 May 2021. The restrictions will remain in force at all times from 10 May 2021 until 14 May 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for traffic will be available via Christchurch Road, Temple Sheen and Temple Sheen Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

THE LONDON BOROUGH OF RICHMOND UPON THAMES (SUPPLEMENTARY PROVISIONS, PERMITS) (No. 1) EXPERIMENTAL ORDER 2021
ALL CONTROLLED PARKING ZONES

1. The Council of the London Borough of Richmond upon Thames on 28 April 2021 made the above Order under sections 9 and 10 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Parking Permits Order will be
(a) To make resident visitor parking permits and trader permits zone specific, that is to say that any resident visitor permit or trader permit will only be valid to be used in the controlled parking zone for which it was issued.
(b) To require a user to provide their vehicle registration details on the permit.
(c) To amend the period of operation of the morning and afternoon hours of the resident visitor permits to:-
Morning period 8am - 2.30pm.
Afternoon and Evening Period 12.30pm - Midnight.
3. Full details of the Order, which will come into operation on 6 May 2021, are contained in the following documents: -
(a) the Order.
(b) the Council's Statement of Reasons for making the Order.
4. Copies of the above documents: -
(a) can be inspected, quoting Reference 21/062, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's website at http://www.richmond.gov.uk/public_notices until the date on which the Order ceases to have effect
5. This Orders provide that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director of Environment of the London Borough of Richmond upon Thames, or other person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the area through which the roads affected by the Order run, modify or suspend the Order or any provision thereof.
6. If the provisions of the Order continues in operation for a period of not less than six months, the Council will consider in due course whether the its provisions should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such an Order for the purpose of such reproduction and continuation in force may, within the period of six months referred to above send a statement in writing of their objection and the grounds of that objection to the address below.
7. Please address any representations to the Order to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by e-mail to Trafficorders@richmond.gov.uk by no later than 12 November 2021.
8. If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

Temporary Waiting Restrictions Bicester Road and Lambert Avenue, Richmond Latchmere Lane, Ham Edgar Road and Simpson Road, Whitton Meadlands Drive, Ham

1.The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate delivery and collection of temporary accommodation to facilitate the holding of the GLA and London Mayoral Elections, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in the above-mentioned roads.
2.Whilst the works take place, no person may permit a vehicle to wait or stand in the lengths of streets at the times specified on the Schedule to this Notice.
3.The order will come into effect on 4 May 2021. The works are anticipated to be in progress from 4 May 2021 until 7 May 2021. The provisions of the order will be in force where relevant signs/cones are placed. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4.The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
