1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above mentioned Orders.
2. The general effect of the above mentioned 'Free Parking Places' Order would be to: -
(a) designate parking places on the carriageway at the locations listed in Schedule 1 to this notice in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) revoke and re-introduce the disabled parking place outside No. 1 Burns Close, SW19;
(f) revoke the disabled persons parking places at the locations listed in Schedule 2 to this notice.
3. The general effect of the 'Parking Places Amendment' Orders would be to shorten existing parking places in various roads to facilitate the installation of new disabled persons parking places or lengthen existing parking places in certain roads to replace disabled persons parking places upon their removal.
4. The general effect of the 'Waiting and Loading' Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited "at any time" in the length of Templecombe Way specified in Schedule 3 to this Notice.
5. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of roads to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 6. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department, Merton Civic Centre, London Road, Morden, SM4 5DX, or alternatively by email to

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
NORTHBOROUGH ROAD. STREATHAM
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate Virgin Media utility works outside No. 237 Northborough Road, Streatham, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.
2. During the works no person will:-
(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Northborough Road, the north-west side, from the south-western kerb-line of Lyndhurst Avenue south-westward for 20 metres;
(b) enter or proceed in the north-western footway of Northborough Road adjacent to the length of road specified in paragraph 2(a) above.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Pedestrians affected by the footway closure should proceed using the footway opposite.
5. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works or in connection with the delivery or collection of material to or from the work site; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into operation on Wednesday 12th May 2021 and the works are anticipated to be completed on Friday 14th May 2021. However, the Order will remain in force for 6 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
COWDREY ROAD. SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate redevelopment works and crane works at Nos. 252 to 254 Haydons Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in Cowdrey Road.
2. During the works no person would:-
(a) cause or permit any vehicle to enter or proceed in Cowdrey Road between its junction with Haydons Road and the common boundary of No. 254 Haydons Road and No. 2 Cowdrey Road; or
(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading a vehicle, in the length of Cowdrey Road specified in sub-paragraph (a) above; or
(c) enter or proceed in the southern footway of the length of Cowdrey Road specified in sub-paragraph (a) above.
3. Any designated parking place, including those for electric vehicles, situated in the length of Cowdrey Road specified in paragraph 2(a) above would be suspended for the duration of the works.
4. The restrictions and suspensions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Cowdrey Road is a cul-de-sac and a diversion route for vehicular traffic is not applicable.
6. Pedestrians affected by the footway closure should proceed using the footway opposite.
7. Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works or in connection with the delivery or collection of material to or from the work site; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
9. The Order would come into force on Friday 7th May 2021 and it is expected that the works would be completed within 5 months. However, the Order would remain in force for a period of 6 months should further works be required. It is anticipated that:-
(a) the crane works would be carried out on 7th June 2021 between the hours of 9am and 4pm, with contingency dates of 8th and 9th June 2021;
(b) the waiting restriction specified in paragraph 2(b) above and parking suspensions would apply to the southern side of the specified length of Cowdrey Road for the duration of the development works;
(c) the closure of the length of footway specified in paragraph 2(c) above would apply for the duration of the development works;
(d) the road closure specified in paragraph 2(a) above would apply during the crane works only;
(e) during the crane works, zone 3E permit holders would be exempted from waiting restrictions in Cowdrey Road, the north side, from a point 15 metres west of the western kerb-line of Haydons Road westward for a distance of 12 metres and would be given access/egress to the said length of Cowdrey Road to park their vehicle;
(f) the shared-use bay in Cowdrey Road, the north side adjacent to No. 256 Haydons Road, would remain operational at all times.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
RUSSELL ROAD. WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate crane works in Russell Road, Wimbledon they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person will:-
(a) cause or permit any vehicle to enter or proceed in Russell Road, from a point 3 metres north of the common boundary of Nos. 3 to 13 Russell Road and No. 15 Russell Road southward to a point 5 metres south of the common boundary of Nos. 25 and 27 Russell Road; or
(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the length of Russell Road specified in sub-paragraph 2(a) above;
(c) enter or proceed in the western footway of Russell Road adjacent to the length of road specified in sub-paragraph 2(a) above.
3. Any designated parking place or loading place situated in the length of road specified in paragraph 2 above will be suspended for the duration of the works.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the road closure should proceed via The Broadway, Palmerston Road and Pelham Road or vice-versa.
6. Pedestrian traffic affected by the footway closure should proceed using the footway opposite.
7. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes;
(d) so as to prevent vehicular access to the Broadway Car Park;
(e) so as to prevent pedestrian access to premises in or adjacent to the length of Russell road specified in sub-paragraph 2(a) above.
8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
9. The Order will come into operation on Monday 10th May 2021 and it is anticipated that the works will be carried out from Monday 10th May 2021 to Wednesday 12th May 2021 inclusive, from Tuesday 1st June 2021 to Thursday 3rd June 2021 inclusive and from Thursday 17th June 2021 to Friday 18th June 2021 inclusive. However, the Order will remain in operation for 2 months and its provisions will be re-introduced during that period should further works be required.

PROPOSED REMOVAL OF LOADING BAY AND INTRODUCTION OF ADDITIONAL FREE PARKING PLACES IN CHURCH ROAD AND HAWTHORNE AVENUE, CR4

THE MERTON (LOADING BAYS) (NO. 5) (REVOCATION) ORDER 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, propose to make the above mentioned Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.
2. The general effect of the "Loading Bays Revocation Order" would be to revoke the London Borough of Merton (Loading Bays) (No. 5) Traffic Order 2000 and remove the loading bay situated outside No. 260 Church Road.
3. The general effect of the "Free Parking Places" Order would be to:-
(a) revoke the London Borough of Merton (Free Parking Places) (No. 1) Traffic Order 2000 relating to parking bays in Church Road and reintroduce its provisions;
(b) lengthen the existing free parking place outside No. 260 Church Road so that extends from a point 11.5 metres north of the northern kerb-line of Hawthorne Avenue northward for a distance of 21.6 metres;
(c) introduce a free parking place for up to 4 vehicles in Hawthorne Avenue, the south side, from a point 9.5 metres east of the eastern kerb-line of Church Road eastward for a distance of 21.6 metres; operating at any time and specify that the parking place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motorcycles or invalid carriages.
