Great Tattenhams (B2221) Epsom Downs Temporary Prohibition of Waiting Loading and Unloading Order 2021

On 28 April 2021 Surrey County Council Made the above mentioned Temporary Order under Sections 14(1) and (7) of the Road Traffic Regulation Act 1984, the effect of which will be to- (a) prohibit waiting, loading, and unloading at any time, by vehicles on both sides of the carriageway in that length of Great Tattenhams (B2221) Epsom Downs as extends from the western kerb line of (D1040) Merland Rise to a point in line with the south western property boundary of No 140 Great Tattenhams; (b) prohibit waiting, loading, and unloading at any time, by vehicles on the entire length of the lay-by situated at the vicinity of or adjacent to property No. 140 Great Tattenhams; and (c) Suspend "The Surrey County Council (Various Roads in Reigate and Banstead) (Prohibition and Restriction ot Waiting Loading and Unloading and Revocation) Order 2013" only in so far as it relates to the lengths of road specified in parts (a) and (b) above. This Temporary Order is required because of the likelihood of danger to the public during the movements of heavy commercial vehicle construction traffic for Churchill Retirement Living Ltd. These works are anticipated to be completed within 28 weeks of the 12 month period of operation of this Order which commences on 14 May 2021. The temporary restriction, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed and only to such extent as indicated by those traffic signs. Exemptions apply for vehicles when waiting because they are required by law to step, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction). Road Traffic Regulation Act 1984, Section 16A Public Footpath Nos. 48,49,50,51 and Bridleway Nos. 65 and 127 (Epsom & Ewell) and Bridleway No. 65 (Banstead) Temporary Prohibition of Traffic Order 2021
On 20 April 2021 Surrey County Council made the above mentioned Temporary Order, the effect of which is to prohibit all traffic on foot or by any other means from entering or proceeding along that length of:
i) Public Footpath No. 48 (Epsom and Ewell) from its junction with Roseberry Road (Grid ref. 521098 157826) to its junction with Langley Vale Road

ii) Public Footpath No. 49 (Epsom and Ewell) from a point 458m north of Bridleway 127 (Grid ref. 521550157767) to its junction with Walton Road

iii) Public Footpath No. 50 (Epsom and Ewell) from its junction with Footpath 49 (Grid ref. 521611 158060) to its junction with Ashley Road

iv) Public Footpath No. 51 (Epsom and EwelQfrom its junction with Footpath 49 (Grid ref. 521611 158060) to its junction with Tattenham Corner Road

v) Public Bridleway No. 127 (Epsom and Ewell) from a point 713m north east of its junction with Footpath 49 (Grid Ref. 521988157776) to its junction with Tattenham Comer Road

vi) Public Bridleway No. 65 (Epsom and Ewell) and (Banstead) from a point 225m north east of its junction with Bridleway 138 (Grid Ref. 522487 157612) to its junction with Tattenham Comer Road.

The Order is required on the grounds of safety and security for the Spring race meeting and Derby festival. It will be in operation on the 20 April 2021 and two days from the 4 June 2021. That period can be extended by the Secretary of State for Transport if required. The prohibition described above shall not apply to emergency service vehicles in an emergency. The prohibition described above will only be operative while the County Council, or an authorised person acting on its behalf, displays traffic signs prohibiting the said movements. Access to properties will not be affected.
There are no alternative routes.
The 'Surrey County Council Public Footpath Nos. 48, 49, 50, 51 and Bridleway Nos. 65 and 127 (Epsom & Ewell) and Bridleway No. 65 (Banstead) Temporary Prohibition of Traffic Order 2021' was made by the County Council under Section 16A of the Road Traffic Regulation Act 1984.
