Harwell Parish Council hereby gives notice of Its Intention to grant a lease and/or licence to The Harwellian Club, to fence off a small parcel of land for use as an outdoor cafe/bar seating area and Aunt Sally pitch. The proposed parcel of land is currently part of Harwell Recreation Ground which is public open space in Harwell Village.
Harwell Recreation Ground is used for recreation and outdoor sport. It hosts a fenced playground, additional play/ exercise equipment, a tennis club, a youth (Scouts) building and a bowls club, in addition to 2 large fields used for dog walking, informal games, football tournaments and other activities. There are currently no public toilets and, until recently, no cafe facilities available to the public.
The Harwellian Club is a not-for-profit sports and social club located on the Recreation Ground, which disaffiliated from the Royal British Legion a few years ago. The Club is licenced to sell alcohol, provides indoor sports facilities (darts, snooker, pool) and hosts Aunt Sally matches with an outdoor pitch. It also provides entertainment for example quiz, bingo, music functions.
The Club has a vision to broaden its customer base and become a village community asset. At present (due to Covid related restrictions) the Club is opening as a takeaway cafe only, serving hot drinks and snacks to the users of the Recreation Ground and allowing the use of its toilets. In the summer of 2020, when the Club was able to open as a bar for a few months, temporary tables were used to provide an outdoor seating area which proved very popular.
The Club is now requesting that the garden area be made permanent with fixed outdoor seating. Fencing would be installed to delineate the licensed area and to secure the seating area during closed hours.
The Club's lease does currently include outdoor space, but it is not fenced off. The size of the proposed fenced parcel of land is 0.04 acres. The total size o1 the Recreation Ground is approx. 15 acres.
