PURCHASE ORDER 2021
THE HIGHWAYS ACT 1980 AND THE ACQUISITION OF LAND ACT 1981
COMPULSORY PURCHASE OF LAND IN THE PARISHES OF BURSLEDON AND HEDGE END, IN THE BOROUGH OF EASTLEIGH, IN THE COUNTY OF HAMPSHIRE
1. Notice is hereby given that Highways England Company Limited ("Highways England"), a strategic highways company, has made 'The Highways England (M27 Southampton Junction 8 Improvement Scheme - M27 Junction 8 and Windhover Roundabout) (Special Road) Compulsory Purchase Order 2021' ("the Order"), under Sections 239,240,246 and 260 of the Highways Act 1980 and under Section 2 of the Acquisition of Land Act 1981. It is about to submit the Order to the Secretary of State for Transport for confirmation, and if confirmed, the Order will authorise Highways England to purchase compulsorily the land in the parishes of Bursledon and Hedge End, in the borough of Eastleigh, in the county of Hampshire, which is described in the Schedule below and delineated and shown coloured pink on the Map to the Order, for the purposes of:-
(a) the improvement of the four M27 Motorway slip roads, northbound exit slip road, northbound entry slip road, southbound exit slip road and southbound entry slip road, of Junction 8 of the M27 Motorway, on their approach and departure lengths to and from the A3024 M27 Junction 8 Roundabout, at its junction with the C56 Dodwell Lane and the A3024 Bert Betts Way;
(b) the improvement of the following highways:- A3024 Bert Betts Way, A3024 M27 Junction 8 Roundabout, A3024 Windhover Roundabout, A27 West End Road, A3024 Bursledon Road, A3025 Hamble Lane, A27 Providence Hill, Peewit Hill Close and C56 Dodwell Lane (also in pursuance of an agreement made between Highways England Company Limited and Hampshire County Council under Section 4 of the Highways Act 1980) and the provision of new means of access to premises, in pursuance of The Highways England (M27 Southampton Junction 8 Improvement Scheme - M27 Junction 8 and Windhover Roundabout) (Special Road) (Side Roads) Order 2021;
(c) use by the acquiring authority in connection with the improvement of highways and the provision of private means of access to premises as aforesaid; and
(d) mitigating the adverse effect which the existence or use of the highways proposed to be improved will have on the surroundings thereof.
2. Where possible, subject to current government guidance, a copy of the Order and of the accompanying Map have been (or will be, at the earliest possible opportunity) deposited and may be seen at all reasonable hours from 16 April 2021 until 29 May 2021 at the following locations:
(a) The offices of Highways England Company Limited, Bridge House, 1 Walnut Tree Close, Guildford, GU1 4LZ
(b) Hedge End Library, 11 Upper Northam Road, Hedge End, Southampton SO30 4DY (Monday, Wednesday and Thursday 10:00 a.m. to 5:00 p.m. and Saturday 10:00 a.m. to 1:00 p.m.); and
(c) Thornhill Community Library, 328 Hinkler Road, Thornhill, Southampton S019 6DF (Monday 2:00 p.m. - 4:30 p.m.; and Friday 9.30 a.m. - 12:00 noon.), and may be inspected on the Highways England website at: https://highwaysengland.co.uk/our-work/south-east/m27-southampton-junction-8/
3. Any objection to the Order must be made in writing to the Secretary of State for Transport, at the National Transport Casework Team, Tyneside House, Skinnerburn Road, Newcastle Business Park, Newcastle upon Tyne, NE4 7AR or by email to nationalcasework@dft.gov.uk before 29 May 2021 and should state the title of the Order, the grounds of objection and the objector's address and interests in the land. In the preparation of an objection and the statement of the grounds of objection, it should be borne in mind that the substance of any objection or representation may be communicated to other people who may be affected by it.
4. In submitting an objection or representation it should be noted that your personal data and correspondence will be passed to Highways England to enable your objection or representation to be considered. If you do not wish your personal data to be forwarded, please state your reasons when submitting your objection or representation and the Secretary of State will copy your representations, with your name and address removed, to Highways England; if there is to be a Public Local Inquiry they will be seen in that form by the public and the Inspector, who may give them less weight as a result. Highways England may disclose your objections or representations, with your name and address removed, to other parties acting on its behalf.
