AMENDMENT TO CPZ ZONE VNE PROPOSED CONVERSION OF PARKING PLACE TO WAITING
RESTRICTION IN LINCOLN AVENUE
THE MERTON (PARKING PLACES) (VNE) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above mentioned Order.

2. The general effect of the Order would be to convert three existing parking places in Lincoln Avenue, the east side, outside No. 3 Lincoln Avenue to single yellow line waiting restriction operating Mondays to Fridays between the hours of 10am and 4pm to facilitate proposed vehicle crossovers.

3 A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the road or length of road to which the Order relates, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. However, due to the pandemic, the documents are also available for inspection at

4. ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
WEST BARNES LANE, KT3
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 3) ORDER 2021

1. The London Borough of Merton Council hereby give notice that to facilitate lifting and inspection works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place no person would:-

(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;

(b) enter or proceed on foot in the length of West Barnes Lane specified in sub­paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. An alternative route for:-

(a) diverted vehicular traffic would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;

(b) pedestrians would be via the adjacent footbridge.

5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.

6. Nothing in the Order would apply to: -

(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.

7. The Order would come into operation at 12.01am on Sunday 16th May 2021 and remain in force until 6am on 21 st May 2021 inclusive. It is anticipated that the works would be carried out from 12.01 am to 6am on Sunday 16th May 2021, from 11.59pm on Monday 17th May 2021 to 6am on Tuesday 18th May 2021, from 11.59pm on Wednesday 19th May 2021 to 6am on Thursday 20th May 2021, and from 11.59pm on Thursday 20th May 2021 to 6am on Friday 21 st May 2021.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(LINKS ROAD, SW17)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021

1. The Council of the London Borough of Merton hereby give notice that to facilitate water valve works in Links Road, SW17, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would cause or permit any vehicle to:-

(a) enter or proceed in Links Road, SW17, from a point 15 metres north-west of the north-western kerb-line of Cromer Road to a point 15 metres south-east of the south-eastern kerb-line of Cromer Road;

(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Links Road specified in sub-paragraph (a) above.

3. Any designated parking place situated in the length of Links Road specified in paragraph 2 above would be suspended for the duration of the works in that length of road.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent vehicular access to premises in or adjacent to the road or length of road specified in paragraph 2(a) above.

6. Vehicular traffic affected by the road closure in Links Road should proceed using Boscombe Road, Deal Road and Seely Road.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on Monday 17th May 2021 and it is anticipated that the works would be completed by Sunday 30th May 2021. However, the Order would remain in force for 6 months should further works be required

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(CHILMARK ROAD, OXTOBY WAY AND WINDERMERE ROAD, STREATHAM)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate telecommunication works in Chilmark Road and Oxtoby Way, Streatham, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in Chilmark Road and Oxtoby Road and restrict vehicular traffic in Windermere Road.

2. During the works no person will:-

(a) cause or permit any vehicle to enter or proceed in Oxtoby Way, from the north-western kerb-line of Chilmark Road north-westward for a distance of 15 metres; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle in:-

(i) Chilmark Road, the north-west side, between its junction with Windermere Road and a point 6.6 metres south-east of the common boundary of Nos. 34 and 36 Chilmark Road;

(ii) Chilmark Road, the south-east side, between its junction with Windermere Road and the common boundary of Nos. 45 and 47 Chilmark Road;

(iii) Oxtoby Way, from the north-western kerb-line of Chilmark Road north­westward for a distance of 20 metres;

(iv) Windermere Road, the north-east side, between its junction with Chilmark Road and common boundary of Nos. 83 and 85 Windermere Road;

(v) Windermere Road, the south-west side, between the common boundary of Nos. 86 and 88 Windermere Road and the common boundary of Nos. 118 and 120 Windermere Road; or

(c) enter of proceed in:-

(i) the footways in the length of Oxtoby Way specified in paragraph 2(a) above; or

(ii) the north-western footway of Chilmark Road, from its junction with Oxtoby Way south-westward for a distance of 5 metres.

3. Any designated parking place situated in the lengths of road specified in paragraph 2(b)(i) to (v) above will be suspended for the duration of the works in Chilmark Road and Oxtoby Way.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to the properties in Oxtoby Way, insofar as access is reasonably practicable without interference with the said works.

6. Oxtoby Way is a cul-de-sac, hence a diversion for vehicular traffic is not applicable.

7. Pedestrian access to properties in Oxtoby Way will be maintained at all times using the walkway provided. Pedestrians affected by the footway closure in Chilmark Road should proceed using the footway opposite.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order will come into operation on Monday 10th May 2021 and it is anticipated that the works will be completed within 5 days. However, the Order will remain in force for 6 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(LONDON ROAD, MITCHAM)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021

1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer cleaning works in London Road, Mitoham, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would cause or permit any vehicle to:-

(a) enter or proceed in London Road, Mitcham, between its junction with Upper Green West(A236) and its junction with Upper Green West, the east to west arm; or

(b) wait, including for the purpose of loading or unloading, in the length of road specified in paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any designated parking place situated in the road or length of road specified in paragraph 2(a) above would be suspended for the duration of the works.

5. The one-way working in Upper Green West, the east to west arm, would be suspended and the said length of road made two-way working for the duration of the works to facilitate the diversion route.

6. Vehicular traffic affected by the road closure should proceed via Upper Green West.

7. Nothing in the Order would apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent vehicular access to premises in or adjacent to the road or length of road specified in paragraph 2(a) to this notice insofar as access is reasonably practicable without interference with the works.

8. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order would come into operation on Tuesday 18th May 2021 with the works expected to be completed by Wednesday 19th May 2021. However, the Order would remain in force for 6 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

AVENUE ROAD, STREATHAM
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021

1. The Council of the London Borough of Merton hereby give notice, that to facilitate the renewal of a wooden telegraph pole in Avenue Road, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Avenue Road, both sides, between the common boundary of Nos. 66 and 68 Avenue Road and the common boundary of Nos. 74 and 76 Avenue Road.

3. Any designated parking place situated in the length of road specified in paragraph 2 above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order will come into operation on Thursday 6th May 2021 and it is anticipated that the works will be carried out between the hours of 9.30am and 3.30pm that day. However, the Order will remain in force for 6 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(PUBLIC RIGHT OF WAY NO. 162, CHURCH PATH AND LONDON ROAD, MITCHAM)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021

1. The Council of the London Borough of Merton hereby give notice, that to facilitate sewer repairs in Church Path, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian traffic in Church Path and PROW No. 162 and temporarily restrict vehicular traffic in Church Path and London Road.

2. During the works no person would:-

(a) cause or permit any vehicle to enter into Church Path, Mitcham from London Road or vice-versa; or

(b) enter or proceed in the length of PROW No. 162 that lies between its south­eastern extremity and a point 15 metres north-west of the north-western kerb-line of London Road.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Pedestrian traffic affected by the closure of the public right of way should proceed using Broadway Gardens and London Road.

5. Church Path is a cul-de-sac for vehicular traffic and no diversion route is applicable.

6. Nothing in the Order would apply to: -

(a) any vehicle engaged in the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

(d) any person requiring vehicular access to premises in or adjacent to Church Path insofar as access is reasonably practicable without interference with the said works.

7. The Order would come into operation on Monday 17th May 2021 and it is anticipated that the works would be completed on Wednesday 19th May 2021. However, the Order would remain in force for 6 months should further works be required.

RUSSELL ROAD, WIMBLEDON
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021

1. The Council of the London Borough of Merton hereby give notice that to facilitate crane works in Russell Road, Wimbledon they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would:-

(a) cause or permit any vehicle to enter or proceed in Russell Road, from a point 3 metres north of the common boundary of Nos. 3 to 13 Russell Road and No. 15 Russell Road southward to a point 5 metres south of the common boundary of Nos. 25 and 27 Russell Road; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the length of Russell Road specified in sub­paragraph 2(a) above;

(c) enter or proceed in the western footway of Russell Road adjacent to the length of road specified in sub-paragraph 2(a) above.

3. Any designated parking place or loading place situated in the length of road specified in paragraph 2 above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed via The Broadway, Palmerston Road and Pelham Road or vice-versa.

6. Pedestrian traffic affected by the footway closure should proceed using the footway opposite.

7. Nothing in the Order would apply: -

(a) to any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes;

(d) so as to prevent vehicular access to the Broadway Car Park;

(e) so as to prevent pedestrian access to premises in or adjacent to the length of Russell road specified in sub-paragraph 2(a) above.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order would come into operation on Monday 10th May 2021 and it is anticipated that the works would be carried out from Monday 10th May 2021 to Wednesday 12th May 2021 inclusive, from Tuesday 1st June 2021 to Thursday 3rd June 2021 inclusive and from Thursday 17th June 2021 to Friday 18th June 2021 inclusive. However, the Order would remain in operation for 2 months and Its provisions would be re-introduced during that period should further works be required.
