Various Roads in the Borough of Epsom and Ewell Temporary Prohibition of Traffic Order (No.2) 2021
Surrey County Council Propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily prohibit vehicles from entering or proceeding in the following lengths of road - (a) that length of River Way (D2359) Ewell as extends from its {unction with (D2149) Lakehurst Road to its junction with (A240) Kingston Road. The alternative routes will be via (i) southbound -A240 Kingston Road; Court Farm Avenue; Elm Way; and River Way and (ii) northbound - Lakehurst Road; Ewell Court Avenue; and A240 Kingston Road; and (b) that length of Church Street (D2082) Ewell as extends from its junction with (B2200) London Road to its junction with (X2082) Church Street (Access to Holman Court Garages and (T6022) Vicarage Lane. The alternative route will be via London Road; and High Street or this same route in reverse. This Order, which will commence on 17 May 2021 for a period of 18 months is required because works are being or are proposed to be executed on or near the said roads, to be carried out by or on behalt of Surrey County Council, including but not limited to: footway reconstruction works and/or carriageway surfacing and/or highway maintenance works. For part (a) listed above the works are anticipated to be carried out over 6 weeks. Advanced warning signs will be displayed, and the temporary closures will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle's owner. Access for pedestrians will be maintained at all times, as will access for emergency service vehicles in an emergency situation only. Vehicular access for residents and businesses will be maintained only when safe to do so, if necessary, via the diversion route. During certain phases of the works, vehicular access to premises may be restricted. When this is the case such restriction of access will apply for no more than eight hours within any 24-hour period. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2 (b) of the Act, vehicular access to and from premises within the length of road above or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.

Mill Road (B288) Epsom Temporary Prohibition of Waiting Loading and Unloading Order 2021
Surrey County Council Propose to make the above mentioned Temporary Order under Sections 14(1) and (7) of the Road Traffic Regulation Act 1984, the effect of which will be to - (a) prohibit waiting, loading, and unloading at any time, by vehicles on both sides of the carriageway in that length of Mill Road (B288) Epsom as extends from a point in line with the south western boundary of No. 20 Mill Road to a point in line with the north eastern boundary ot No.26 Mill Road; and (b) Suspend "The Surrey County Council (Various Roads In Epsom And Ewell) (Revocation And Consolidation Of Waiting, Loading And Unloading Prohibition And Restriction) Order 2018" only in so far as it relates to the length of mad specified in parts (a) above. This Temporary Order is required because of the likelihood of danger to the public during the movements of heavy commercial vehicle construction traffic for Shanly Homes Ltd. These works are anticipated to be completed over 33 weeks of the 12 month period of operation of this Order which commences on 19 May 2021. The temporary restriction, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed and only to such extent as indicated by those traffic signs. Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).
