ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Waiting Restrictions Mill Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Mill Road, Twickenham.
2. Whilst the works take place, no person may permit a vehicle to wait or stand in Mill Road
(a) on its south-western side, between a point outside the common boundary of Nos 37 and 39 Mill Road and a point outside the common boundary of Nos 41 and 43 Mill Road;
(b) on its north-eastern and north-western side, between a point opposite the north-eastern boundary of No 43 Mill Road and a point opposite the common boundary of Nos 41 and 43 Mill Road.
3 The order will come into effect on 26 April 2021. The restrictions will remain in force at all times from 26 April 2021 until 16 May 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4 The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5 Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Sherland Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cleaning they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Sherland Road, Twickenham.
2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in Sherland Road between a point outside No. 54 Sherland Road and a point outside No. 108 Sherland Road.
3. The order will come into effect on 27 April 2021. The restrictions will remain in force between 09.30 and 15.30 on 27 April 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for traffic will be available via Queens Road and Station Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Windmill Road and Wolsey Road, Hampton Hill

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cleaning they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Windmill Road and Wolsey Road, Hampton Hill.
2. Whilst the works take place,
(a) no person may permit a vehicle to proceed, wait or stand in Windmill Road between its junction with St James's Road and its junction with Wolsey Road.
(b) no person may permit a vehicle to proceed in Wolsey Road between its junctions with Windmill Road and School Road.
3. The order will come into effect on 26 April 2021. The restrictions will remain in force between 09.30 and 15.30 on 26 April 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for traffic will be available via Holly Road, Uxbridge Road, School Road Avenue and School Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

3. The order will come into effect on 27 April 2021. The restrictions will remain in force at all times from 27 April 2021 until 29 April 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for traffic will be available via Holly Road, School Road, Cross Street and Eastbank Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.

ROAD TRAFFIC REGULATION ACT 1984 THE LONDON BOROUGH OF RICHMOND UPON THAMES (ELECTRIC SCOOTER AND CYCLE) (PARKING PLACES) (No. 1) EXPERIMENTAL ORDER 2021 KEW GREEN, KEW (Reference 21/055)
1. The Council of the London Borough of Richmond upon Thames on 15 April 2021 made the above Orders under sections 9 and 10 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Parking Places Order will be to scooter and cycle hire parking places for the leaving of electric scooters being used in a trial or the leaving of pedal cycles (including electric-assist pedal cycles) being used in a public hire scheme operated in accordance with an agreement with the Council. The parking area will be sited on Kew Green, adjacent to the rear of No. 57 Ferry Lane, and at the eastern end of the Herbarium Library.
3. Full details of the Order, which will come into operation on 22 April 2021, are contained in the following documents:
(a) the Order.
(b) a plan indicating the location and effect of the restrictions; and
(c) the Council's Statement of Reasons for making the Orders.
4. Copies of the above documents: -
(a) can be inspected, quoting Reference 21 /055, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices until the date on which the Order ceases to have effect
5. This Orders provide that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director of Environment of the London Borough of Richmond upon Thames, or other person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the area through which the roads affected by the Order run, modify or suspend the Order or any provision thereof.
6. If the provisions of the Order continues in operation for a period of not less than six months, the Council will consider in due course whether the its provisions should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such an Order for the purpose of such reproduction and continuation in force may, within the period of six months referred to above send a statement in writing of their objection and the grounds of that objection to the address below.
7. Please address any representations to the Order to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by e-mail to Trafficorders@richmond.gov.uk by no later than 25 October 2021.
8. If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

Temporary Road Closure Lyric Road, Barnes

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer repair works they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Lyric Road, Barnes
2. Whilst the works take place, no person may permit a vehicle to proceed, wait or stand in Lyric Road between a point outside No. 53 Lyric Road and its junction with Melrose Road.
3. The order will come into effect on 19 April 2021. The restrictions will remain in force at all times from 19 April 2021 until 30 April 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for traffic will be available via Lyric Road, St Anns Road and Melrose Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water connection they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in York Street, Twickenham
2. Whilst the works take place, no person may permit a vehicle to proceed, wait or stand in York Street between a point outside Nos. 26-28 York Street and its junction with Arragon Road.
3. The order will come into effect on 17 April 2021. The restrictions will remain in force at all times on 17 April 2021 and 18 April 2021 with back-up dates of 24 and 25 April 2021, if required. The order will remain In force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for traffic will be available via Arragon Road and London Road.
5. The prohibitions apply only during such time and to such extent as Indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.

NORTH KEW CONTROLLED PARKING ZONE- KC

1. The Council of the London Borough of Richmond upon Thames on 15 April 2021 made the above Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the North Kew Parking Places Order is to introduce the North Kew Controlled Parking Zone to include lengths of Bush Road, Bushwood Road, Cambridge Cottages, Cambridge Road, Forest Road, Gloucester Road, Hanover Close, Haverfield Gardens, Kent Road, Kew Green, Maze Road, Priory Road and Watcombe Cottages. The zone will operate between 10am and 4.30pm on all days of the week including bank and public holidays. The North Kew Event Day Zone will also operate on Event Days between 10am and 11pm for which either a valid KC zone permit should be displayed within any parking place within the zone.
3. The general effect of the Waiting and Loading Restriction Order is to introduce waiting restrictions in various lengths of the roads within the zone operating at any time or between 10am and 4.30pm on Mondays to Sundays inclusive.
4. The general effects of the Prohibition of Stopping on Cab Ranks Order will be to introduce a Cab Rank on Kew Green, opposite Elizabeth Gate.
5. The general effect of the On-Street Parking Charges Order is to set the tariffs of the pay by phone bays in the zone, as detailed in Schedule 1 to this Notice.
6. Copies of the Orders which come into force on 22 April 2021, a plan showing the location and effect of the Orders and the Council's Statement of Reasons for making the Orders:-
(a) can be inspected, quoting Reference 21 /054, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices .
7.
