The Merton (Pedestrian and Cycle Zone) (South Gardens) Experimental Traffic Order 2021
1. NOTICE IS HEREBY GIVEN that the London Borough of Merton, pursuant to an agreement with Transport for London under section 101(5) of the Local Government Act 1972, on 23 March 2021, made the above-named Order under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to prohibit any motorised vehicle from entering the road listed in column 3 of the Schedule to this notice, during the corresponding periods specified in column 4 of the Schedule to this notice, with the usual exemptions e.g. authorised vehicles which are specified on a whitelist held and maintained by the Council.

3. The Order has provided that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Council's Head of futureMerton or some person authorised in that behalf by him may, if it appears to him or that person essential in the interests of the expeditious, convenient and safe movement of traffic, in the interests of providing suitable and adequate on-street parking facilities, or for preserving or improving the amenities of the area through which any road affected by the Order runs, modify or suspend the Order or any provision thereof.

4. A copy of the Order, which will come into operation on 5 April 2021 and may remain in force for up to 18 months, of a plan of the relevant area and of the Council's statement of reasons for making the Order can be inspected on-line at:

traffic-management/school-streets-programme or during normal office hours on Mondays to Fridays inclusive at: Merton Link, Merton Civic Centre, London Road, Morden, SM4 5DX, until trie Order ceases to have effect.

5. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within 6 weeks of the date on which the Order was made, make application for the purpose to the High Court.

6. The Council of the London Borough of Merton will consider in due course whether the provisions of the Order should be reproduced and continued in force indefinitely by means of an Order made under section 6 of the Road Traffic Regulation Act 1984. Persons desiring to object to the making of the Order under section 6 of the said Act of 1984 for the purpose of such reproduction and continuation in force may, within a period of 6 months beginning with the day on which the experimental Order came into force, or if the experimental Order is varied by another Order or modified pursuant to section 10(2) of the said Act of 1984, within a period of 6 months beginning with the date on which the variation or modification or the latest variation or modification came into force, visit

AMENDMENT TO CPZ ZONE VNE
PROPOSED CONVERSION OF PARKING PLACE TO WAITING RESTRICTION IN LINCOLN AVENUE
THE MERTON (PARKING PLACES) (VNE) (AMENDMENT NO. *) ORDER 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above mentioned Order.

2. The general effect of the Order would be to convert three existing parking places in Lincoln Avenue, the east side, outside No. 3 Lincoln Avenue to single yellow line waiting restriction operating Mondays to Fridays between the hours of 10am and 4pm to facilitate proposed vehicle crossovers.

3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the road or length of road to which the Order relates, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. However, due to the pandemic, the documents are also available for inspection at

Alternatively, those without internet access can receive a copy of the documents by post, by phoning 020 8274 4901 or by sending a request by post to:- the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. The letter of request should be prominently marked: ES/VNELINCOLNAVENUE.

4. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(THE GRANGE. WIMBLEDON) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate crane operations in The Grange, Wimbledon, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.

2. During the works, no person will:-

(a) cause or permit any vehicle to enter or proceed in The Grange, from a point 6 metres north-west of the common boundary of Nos. 4 and 5 The Grange south-eastward to a point 3 metres north-west of the south-eastern boundary of No. 7 The Grange;

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of The Grange specified in sub-paragraph (a) above;

(c) enter or proceed in the north-eastern footway of the length of The Grange specified in sub-paragraph (a) above.

3. Any designated parking place situated in the length of The Grange specified in sub-paragraph 2(a) above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed via Southside Common, Murray Road and Ridgway or vice-versa.

6. Pedestrians affected by the footway closure should proceed using the footway opposite.

7. Nothing in the Order will apply to: -

(a) any person or vehicle engaged in the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring pedestrian or vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

8. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order will come into operation on Wednesday 7th April 2021 and it is anticipated that the works will be carried out that day between the hours of 8am and 6pm with 14th April 2021 designated as a backup date. However, the Order will remain in force for 3 months should the works be delayed or further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

MARGIN DRIVE. SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer connection works in Margin Drive, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would:-

(a) cause or permit any vehicle to enter or proceed in Margin Drive, from a point 5 metres south-west of the south-western boundary of No. 3 Margin Drive to a point 5 metres north-east of the north-eastern boundary of No. 3 Margin Drive; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading a vehicle, in the length of Margin Drive specified in paragraph 2(a) above; or

(c) enter or proceed in the north-eastern footway of the length of The Grange specified in sub-paragraph (a) above.

3. Any designated parking place situated in the length of Margin Drive specified in paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed by way of Parkside Avenue.

6. Pedestrians affected by the footway closure should proceed using the footway opposite.

7. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

8. Any vehicle waiting in contravention of any waiting restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order would come into force on Monday 12th April 2021 and it is expected that the works would be completed within 10 working days. However, the Order would remain in force for a period of 12 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

RIALTO ROAD. CR4 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer cleaning works in Rialto Road, CR4, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would:-

(a) cause or permit any vehicle to enter or proceed in Rialto Road, CR4, between its junction with Eastfields Road and the common boundary of Nos. 19 and 21 Rialto Road; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading, in the length of road specified in paragraph 2(a) above; or

(c) enter or proceed in the south-eastern footway of the length of road specified in sub-paragraph (a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any designated parking place situated in the road or length of road specified in paragraph 2(a) above would be suspended for the duration of the works.

5. The one-way working in Sandy Lane between Priestley Road and Rialto Road would be suspended for the duration of the works to facilitate the diversion route.

6. Vehicular traffic affected by the road closure should proceed via Sandy Lane, Priestley Road, Guyatt Gardens, Roper Way and Eastfields Road or vice^versa.

7. Pedestrians affected by the footway closure should proceed using the footway opposite. Pedestrian access to premises adjacent to the south­eastern footway of the length of Rialto Road specified in paragraph 2(a) above would be maintained at all times.

8. Nothing in the Order would apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent vehicular access to premises in or adjacent to the road or length of road specified in paragraph 2(a) to this notice insofar as access is reasonably practicable without interference with the works.

9. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

10. The Order would come into operation on Tuesday 13th April 2021 with the works expected to be completed by Wednesday 14th April 2021. However, the Order would remain in force for 6 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

PARKSIDE AVENUE. SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate telehandler and unloading works in Parkside Avenue, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would:-

(a) cause or permit any vehicle to enter or proceed in Parkside Avenue, SW19, from its junction with Parkside to its junction with Parkside Gardens; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading a vehicle, in the length of Parkside Avenue specified in paragraph 2(a) above; or

(c) enter or proceed in the northern footway of the length of Parkside Avenue specified in sub-paragraph (a) above.

3. Any designated parking place situated in the length of Parkside Avenue specified in paragraph 2(a) above would be suspended for the duration of the works.

4. Vehicular traffic affected by the road closure should proceed by way of Parkside, Calonne Road and Parkside Gardens or vice-versa.

5. Pedestrians affected by the footway closure should proceed using the footway opposite.

6. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

7. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order would come into force on Tuesday 13th April 2021 and it is expected that the works would be completed within 2 working days. However, the Order would remain in force for a period of 12 months should further works be required.
