ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Parking Suspension Belgrave Road, Barnes

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate construction works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Belgrave Road, Barnes.
2. Whilst the works take place, no person may permit a vehicle to wait or stand in the parking bays outside of No. 2 Belgrave Road, Barnes.
3. The order will come into effect on 8 March 2021. The restrictions will be in force at all times from 8 March 2021 until 18 May 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a traffic warden; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) TEMPORARY PROHIBITION OF VEHICULAR ACCESS AND TEMPORARY PARKING RESTRICTIONS

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate essential highway maintenance, improvement and construction works, street lighting works and public cleansing works, including works for the pruning or felling of trees within the extent of the public highway, they intend to make Order, the effect of which will allow the Council to introduce any temporary road closure or any temporary parking restriction or any other temporary traffic management scheme on any road within its area as may be required to allow the safe and efficient execution of such works.
2. Whilst any such works may be in progress, no person will be permitted to drive a vehicle along any borough street, which may be temporarily closed, or to park or wait in any borough street whilst temporary waiting restrictions or parking suspensions may be in force or to do anything or to fail to do anything which, from time to time, may be prohibited or required as indicated by traffic signs and/or cones.
3. Temporary road closures, waiting restrictions, parking suspensions and any other temporary prohibition, restriction or requirement in respect of vehicular movement will be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016, as may be amended or re-enacted and which are in force when such signs are displayed.
4. If any road is closed to through traffic by this Order an alternative route will be signposted.
5. Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public or utility vehicle.
(b) anything done with the permission, or at the direction of a Police officer in uniform or a civil enforcement officer.
(c) any emergency vehicle on an occasion when it is being used; or
(d) any road which is a "red route'' or a GLA road for which Transport for London is the highway and traffic authority.
6. The Order will come into operation on the 29 March 2021 and shall remain in force for a maximum period of 18 months.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Road Closure Bridge Way, Whitton

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate essential telecom works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Bridge Way, Whitton
2. Whilst the works take place, no person may permit a vehicle to proceed, wait or stand in Bridge Way, from its junction with High Street, Whitton to a point outside the western boundary of No. 2a Bridge Way.
3. The order will come into effect on 13 March 2021. The restrictions will remain in force at all times on 13 March 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for traffic will be available via High Street, Whitton, Warren Road, Redway Drive and Short Way.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a traffic warden; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Parking Suspension Gerard Road, Barnes

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate construction works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Gerard Road, Barnes.
2. Whilst the works take place, no person may permit a vehicle to wait or stand in the 2 parking places cited outside Nos 6 and 8 Gerard Road.
3. The order will come into effect on 15 March 2021. The restrictions will be in force between 7.30am and 5pm on Mondays to Fridays inclusive from 15 March 2021 until 31 May 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a traffic warden; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.

The London of Richmond upon Thames (Bike Hangers)
(No. 1) Experimental Order 2021 BIKE HANGERS, VARIOUS STREETS IN THE BOROUGH
(Reference 21/038)
1. The Council of the London Borough of Richmond upon Thames on 3 March 2021 made the above Order under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Order provide a secure bicycle parking facility (bike hangar) in each of the locations specified in the Schedule to this Notice and to make consequential changes to existing parking bays.
3. Copies of the Order which come into force on 15 March 2021, plans showing the location and effect of the Orders and the Council's Statement of Reasons for making the Orders: -
(a) can be inspected, quoting Reference 21/039 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at http://www.richmond.gov. uk/public_notices.
4. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director - Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by the Order run, modify or suspend the Order or any provision thereof.
5. If the provisions of the Order continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such an Order for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (i.e. 17 September 2021) send a statement in writing of their objection and the grounds of that objection to the address below.
6. Please address any representations to the Order to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by email to Trafficorders@richmond.gov.uk quoting the reference given above.
7. If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water connection they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Marlborough Road, Richmond
2. Whilst the works take place, no person may permit a vehicle to proceed in Marlborough Road between a point outside No. 10 Marlborough Road and a point outside No. 14 Marlborough Road
3. The order will come into effect on 8 March 2021. The restrictions will remain in force at all times from 8 March 2021 until 12 March 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for traffic will be available via Friars Stile Road, Richmond Hill and Queens Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a traffic warden; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Road Closure Church Road, Ham
(Reference 21/034)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that they have made a temporary Order, the effect of which is to introduce a road closure in part of Church Road, Ham.
2. The length of Church Road affected by the order passes through an area where common toads are known to cross the carriageway during their annual migration from hibernation to breeding areas. The road closure
is intended to allow the toads to cross the carriageway unharmed and to eliminate the risk of accidents if drivers were to be distracted by the presence of these creatures in their path.
3. Whilst Church Road is closed, an alternative route for northbound traffic will be Church Road, Upper Ham Road and Ham Gate Avenue. An alternative route for southbound traffic will be as above but in the reverse direction.
4. The order will come into effect on 8 March 2021 and will remain in force until 10am on 29 March 2021.
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order will apply to:
(a) any vehicle requiring access to or from "Wilmer House", Church Road from or in the direction of Latchmere Lane and to or from the rear of Park Gate house from Church Road;
(b) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(c) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

ROAD TRAFFIC REGULATION ACT 1984 THE LONDON BOROUGH OF RICHMOND UPON THAMES (ELECTRIC VEHICLE CHARGING POINTS) (PARKING PLACES) (No. 1) EXPERIMENTAL ORDER 2021

1. The Council of the London Borough of Richmond upon Thames on 3 March 2021 made the above Orders under sections 9 and 10 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Parking Places Order will be to designate recharging points in the locations listed in the Schedule to this Notice for the leaving of electric vehicles only at all times for the purposes of recharging the vehicle and to amend the layout of any existing parking place.
3. Full details of the Order, which will come into operation on 15 March 2021, are contained in the following documents: -
(a) the Order.
(b) a plan indicating the location and effect of the restrictions; and
(c) the Council's Statement of Reasons for making the Orders.
4. Copies of the above documents: -

5. This Orders provide that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director of Environment of the London Borough of Richmond upon Thames, or other person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the area through which the roads affected by the Order run, modify or suspend the Order or any provision thereof.
6. If the provisions of the Order continues in operation for a period of not less than six months, the Council will consider in due course whether the its provisions should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such an Order for the purpose of such reproduction and continuation in force may, within the period of six months referred to above send a statement in writing of their objection and the grounds of that objection to the address below.
