LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
HIGH PATH AND STATION ROAD, COLLIERS WOOD (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to Facilitate redevelopment works at the Abbey Wall Works, Station Road, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in High Path and Station Road, Colliers Wood adjacent the Abbey Wall Works.

2. Whilst the works take place, no person will cause or permit any vehicle to wait, including for the purposes of loading or unloading, in:

(a) High Path, the south side, from a point 6 metres west of the eastern kerb-line of Abbey Road eastward to its junction with Station Road; or

(b) Station Road, the south side, from its junction with High Path to a point 10 metres east of the eastern boundary of No. 38 Station Road.

3. Any designated parking place situated in the lengths of road specified in paragraph 2 above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.

7. The Order will come into operation on Monday 1 st March 2021 and will remain in force for 18 months or until the works are completed, whichever is the earlier.

ELM GARDENS, MITCHAM
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate the construction of raised entry tables in Elm Gardens, Mitcham, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicle to:-

(a) enter or proceed in:-

(i) Elm Gardens, from the southern kerb-line of Sherwood Park Road southward for a distance of 12 metres; or

(ii) Elm Gardens, from the western kerb-line of Chestnut Grove westward for a distance of 12 metres;

(b) wait, including for the purposes of loading or unloading any vehicle, in the lengths of Elm Gardens specified in sub-paragraphs (a)(i) and (ii) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular traffic affected by the road closures should proceed using Chestnut Grove, Dahlia Gardens or Fern Avenue, and Sherwood Park Road or vice-versa.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or lengths of road insofar as access is reasonably practicable without interference with the said works.

6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order would come into operation on Monday 8th March 2021 and it is anticipated that the works in Elm Gardens at its junction with Sherwood Park Road would be carried out between Monday 8th and Saturday 13th March 2021 inclusive and the works in Elm Gardens at its junction with Chestnut Grove would be carried out between Monday 15th and Saturday 20th March 2021 inclusive. However, the Order would remain in force for 3 months should further works be required.

(FRANKLIN CRESCENT, MITCHAM)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate works to clear blockages in the carriageway and footway in Franklin Crescent, Mitcham, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said road.

2. During the works no person would:-

(a) cause or permit any vehicle to enter or proceed in Franklin Crescent, the north-western arm, between the north-eastern kerb-line of Sherwood Park Road and the common boundary of Nos. 11 and 13 Franklin Crescent; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the length of Franklin Crescent specified in sub-paragraph (a) above; or

(c) enter of proceed in the footways of the length of Franklin Crescent specified in paragraph 2(a) above.

3. Any designated parking place situated in the length of Franklin Crescent specified in paragraph 2(a) above would be suspended for the duration of the works in that length of road.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to the properties adjacent to the length of Franklin Crescent specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed using Sherwood Park Road.

7. Pedestrian access to the properties adjacent to the length of Franklin Crescent specified in paragraph 2(a) above would be maintained at all times.

8. Pedestrians affected by a footway closure should proceed using the footway opposite as the footways would be shut on alternating basis.

9. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

10. The Order would come into operation on Monday 8th March 2021 and it is anticipated that the works would be completed within 3 days. However, the Order would remain in force for 3 months should further works be required.

THE MERTON (PARKING PLACES) (PEDAL CYCLES) (NO. ) ORDER 202* THE MERTON (PARKING PLACES) (CW) (AMENDMENT NO. *) ORDER 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49, 63 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above-mentioned Orders.

2. The general effect of the 'Pedal Cycles Order' would be to provide a secure bicycle parking facility (fully enclosed bike hangar measuring 2.5 metres in length and 2 metres in width for a maximum of 6 pedal cycles) at each of the locations specified in the Schedule to this Notice. Certain specified locations would provide for two bike hangars.

3. The general effect of the 'Parking Places Amendment' Orders would be, to accommodate proposed bike hangars, to:

(a) relocate 2.5 metres north-eastward, the parking place in Acre Road, the north-west side, adjacent the south-eastern flank wall of No. 52 Briscoe Road;

(b) shorten in length by 2.5 metres the parking place in Devonshire Road, the north-west side, between its junction with Watson Close and its junction with Harewood Road.

4. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.
