1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under section 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Waiting and Loading Restriction Amendment Order will be to introduce lengths of yellow lines as set out in the schedule to this Notice.

3. The general effects of the Parking Places - Limited Time Order will be to amend a length of parking bay in Broom Road, Teddington, as detailed in the Schedule to this Notice.

4. Copies of the proposed Orders, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -

(a) can be inspected, quoting Reference 21 /023, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at

http://www.richmond.gov.uk/public_notices



5. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. Broom Road, Teddington:
To upgrade 10 metres of single yellow line on its western side, north of Normansfield Avenue to double yellow line ("no waiting at any time")

Broom Road, Teddington:
To reduce the southeastern end of the parking bay sited outside "The Lensbury" by 5 metres and replace with double yellow line ("no waiting at any time").

Collingwood Close, Whitton
To introduce double yellow line waiting restrictions along the right-hand side of the close, as shown on the plan overleaf. To maintain a route for pedestrians it is also proposed to introduce a short section of double yellow line on the opposite side of the road at the junction of the cul-de-sac.

Forest Road, Kew:
To introduce double yellow lines ("no waiting at any time") on the north-east side, from a point 6 metres north-west of a point opposite the south-western wall of Nos 24 and 26 Forest Road, north-westwards for a distance of 5 metres; and on the north-west side, from a point opposite the common boundary of Nos 20 and 22 Forest Road, north-eastwards for a distance of 6 metres.

High Street, Hampton Hill:
To extend the double yellow lines ("no waiting at any time") on the southern access to Cambridge House by 10 metres to the north, and to reduce the double yellow lines by 5 metres to the north of the access to Cambridge House

Kingston Road, Teddington:
To introduce a length of double yellow line("no waiting at any time") outside Belgravia House, across the crossover.

Railway Road and Shacklegate Lane, Teddington
To introduce double yellow lines ("no waiting at any time"), extending the existing restrictions in Railway Road at its junction with Shacklegate Lane and to extend the existing double yellow line on the north- western side of Shacklegate Lane, opposite the south­western kerb-line of Railway Read, south-westwards by 10 metres.

School Road Avenue and Wolsey Road, Hampton Hill: 
To introduce double yellow lines ("no waiting at any time") in School Road Avenue at the junction with Wolsey Road, and at the Wolsey Road/Windmill Road junction

Temple Sheen Road /West Temple Sheen, East Sheen
To introduce double yellow lines ("no waiting at any  time") in West Temple Sheen at the junction of Temple  Sheen Road and in Temple Sheen Road between Nos 81 and 87 Temple Sheen Road and outside No. 84
Temple Sheen Road across the junction of West Temple Sheen.

Temple Sheen, East Sheen:
To introduce double yellow lines ("no waiting at any time") on the eastern side of Temple Sheen between Nos 9 and 13 Temple Sheen.

Wiltshire Gardens, Twickenham:
To introduce a 3.5 metre length of double yellow line ("no waiting at any time") restriction to prevent obstruction caused by footway parking of a fire hydrant in Wiltshire Gardens, adjacent to the boundary of number 7 Dorset Way.

York Road and Elmtree Road, Teddington:
to introduce double yellow lines ("no waiting at any time" around the York Road/Elmtree Road junction

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Marlborough Road, Richmond

(Ref: 21/020)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they intend to make a Temporary Traffic Order, the effect of which is to introduce a temporary restriction of traffic in Marlborough Road, Richmond.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Marlborough Road between its junctions with Friars Stile Road and Queens Road.

3. The Order will come into effect on 15 February 2021. The restrictions will be in force at all times from 15 February 2021 until 5 April 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Queens Road, park Road and Friars Stile Road.

5. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Restrictions Various Roads

(Reference 21/015)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that due to the likelihood of danger to the public owing to obstructive parking, they have made a temporary Order to restrict traffic in various streets in the Borough.

2. Whilst the Order remains in force, the amendments to parking provisions detailed in the Schedule to this Notice shall be on force.

3. The order will come into effect on 8 February 2021 and will be in force at all times for a period of 18 months.

4. Nothing in the Order applies to:

(a) any vehicle being used, or any person in connection with the execution of highway works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

Pagoda Avenue, Richmond, remove parking bay outside Nos 55 and 57 Pagoda Avenue and replace with a single yellow line operating Monday to Saturday 10am to 4:30pm.
Station Road, Teddington, Remove residents parking bay outside No. 35 Station Road, Teddington in front of crossover.
Blackmores Grove, Teddington, remove residents parking bay outside the rear of No. 55 Station Road, Teddington in front of crossover and replace with a single yellow line, operating Monday to Friday, 8:30am to 10:30am. Lincoln Avenue, Twickenham, to introduce double yellow lines ("no waiting at any time") in Lincoln Avenue on both sides, outside the side of Nos 5 and 7 Melbourne Court, Meadway.
Old Deer Car Park, Richmond, to introduce an additional 3 coach parking bays in the Coach Parking Area.
Park Road, Richmond, to make changes to the parking layout on street due to emergency services access issues between Nos 2 and 22 Park Road, by removing parking bays outside Nos. 2, 6 and 12, and to upgrade the single yellow line to double yellow line ("no waiting at any time"). To lengthen the parking bay outside No. 13 Park Road by 1.5 metres. Petersham Road, Richmond, to introduce double yellow lines ("no waiting at any time") to maintain clear access to the garage at Portland House. Brookwood Avenue, Barnes, to remove parking bay outside Nos. 27-33 Brookwood Avenue and replace with a double yellow line ("no waiting at any time") to facilitate access.
Cleveland Road, Barnes, to remove a parking bay at the rear of No. 40 Station Road, Barnes and replace with a single yellow line operating Monday to Friday 10am to noon.
Glebe Road, Barnes, to remove the parking bay outside No. 3 Glebe Road in front of the crossover and replace with a single yellow line operating Monday to Friday 10am to noon.
Grove Road, Barnes, to upgrade the exiting single yellow line outside No 48-20 Carmichael Court to double yellow lines ("no waiting at any time"). Suffolk Road, Barnes, to remove the single yellow line at the rear of No. 30 Ferry Road and replace with a permit parking bay.
Terrace Gardens, Barnes, to remove the parking bay opposite No. 6 Terrace Gardens in front of a crossover and replace with a single yellow line operating Monday to Friday 10am to noon
Heathfield North, to install a double yellow line over a fire hydrant, outside Nos 51 and 53 Heathfield North.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Chestnut Avenue, Hampton

(Reference 21/017)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate carriageway reinstatement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Chestnut Avenue, Hampton

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Chestnut Avenue between its junction with Priory Road and a point outside No. 2 Chestnut Avenue.

3. The order will come into effect on 13 February 2021. The restrictions will be in force between 8an and 6pm on 13 February 2021 only, and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles will be available via Priory Road, Percy Road and Holly Bush Lane.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Waiting Restriction Fifth Cross Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a new water connection, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Fifth Cross Road, Twickenham.

2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in Fifth Cross Road between its junction with Hampton Road and a point outside No. 2A Fifth Cross Road.

3. The order will come into effect on 15 February 2021. The restrictions will be in force at all times from 15 February 2021 until 18 February 2021, and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Gipsy Lane, and Queens Ride Barnes

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate vegetation clearance, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Gipsy Lane and Queens Ride, Barnes.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in

(a) Gipsy Lane;

(b) Queens Ride from the roundabout at the junction of Common Road and St Marys Grove to the junction of Upper Richmond Road

3. The order will come into effect on 14 February 2021. The restrictions will be in force between 6am and 6pm on 13 February 2021 and between 7am and 7pm on 14 February 2021, and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles will be available via A205, Rocks Lane, B349 and B306.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
