LONDON BOROUGH OF MERTON
PROVISION OF DISABLED PERSONS PARKING PLACES THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 249) ORDER 2021
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 27 January 2021, made the above-mentioned Order under the powers conferred by sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.

2. The general effect of the above mentioned 'Free Parking Places' Order will be to: -

(a) designate parking places on the carriageway at the locations listed in the Schedule to this notice in which vehicles authorised by the Order may be left for any period without charge;

(b) provide that the parking places will operate at all times, unless otherwise stated;

(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(e) shorten the parking place outside No. 49 Kingsmead Avenue, CR4 to accommodate a new disabled persons parking place outside No. 47 Kingsmead Avenue.

3. A copy of the Order, which will come into force on 8 February 2021, and other documents giving more detailed particulars of the Order, including plans which indicate the roads or lengths of roads to which the Order relates, can be inspected Mondays to Fridays inclusive during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, subject to pandemic related closures or on-line at

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, propose to make the above mentioned Orders.

2. The general effect of the above mentioned 'Free Parking Places' Order would be to: -

(a) designate parking places on the carriageway at the locations listed in the Schedule to this Notice in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(b) re-designate the existing disabled parking in outside Plaxtole Court, Pollard Road;

(c) provide that the parking places would operate at all times, unless otherwise stated;

(d) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(e) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.

3. The general effect of the 'Parking Places Amendment' Orders would be to shorten in length existing permit or pay and display parking places to enable the introduction of disabled persons parking places at certain locations described in the Schedule to this Order.

4. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of roads to which the Orders relate, can be inspected, subject to closures due to the pandemic, Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. The documents are also available for inspection at

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

SOMERSET ROAD. SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate construction works associated with the All England Lawn Tennis and Croquet Club (AELTC) covered courts project, including access works, drainage works and road improvement works in Somerset Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would:-

(a) cause or permit any vehicle to enter or proceed in Somerset Road, between its junction with Marryat Road and its easternmost junction with Newstead Way; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the length of road specified in paragraph (a) above;

(c) enter or proceed on foot in the length of road specified in paragraph (a) above.

3. Any designated parking place situated in the length of Somerset Road specified in paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Pedestrian and vehicular traffic affected by the road closure should proceed using Marryat Road and Burghley Road.

6. Nothing in the Order would apply to: -

(a) any person or vehicle engaged in the execution of the said works or any vehicle being used in connection with the collection or delivery of goods or materials to the AELTC; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring pedestrian or vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on Monday 8th February 2021 and it is anticipated that the works would be completed within 9 weeks. However, the Order would remain in force until 7th August 2021 should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

RIDGWAY PLACE. SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate building works at No. 18 Ridgway Place, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in:-

(a) Ridgway Place, the north-east side, between the common boundary of Nos. 18 and 20 Ridgway Place and a point 3 metres south-east of the common boundary of Nos. 16 and 18 Ridgway Place; and

(b) Ridgway Place, the south-west side, between a point opposite the common boundary of Nos. 18 and 20 Ridgway Place and a point opposite the common boundary of Nos. 16 and 18 Ridgway Place.

3. Any designated parking place situated in the length of road specified in paragraph 2 above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order would come into operation on Friday 5 February 2021 and would remain in force for 12 months or until the works are completed, whichever is the earlier. It is anticipated that the works would be completed within 4 months.

PROPOSED RAISED TABLE - MARTIN WAY. SW20
1. Notice is hereby given that the Council of the London Borough of Merton, under powers conferred by section 90A-F of the Highways Act 1980 and after consultation with the Commissioner of Police of the Metropolis, intend to introduce a raised table across the full width of Martin Way at the location of the pedestrian crossing 26.2 metres south-east of the south­eastern kerb-line of Whatley Avenue. The table would have a flat top width of 4.5 metres with ramp gradients of not less than 1:20 on either side.

2. A plan of the area showing the proposed raised table can be inspected during normal office hours on Mondays to Fridays at Merton Link, Merton Civic Centre, London Road, Morden, Surrey. Due to the pandemic, the documents are also available for inspection at
