ROAD TRAFFIC REGULATION ACT 1984

NOTICE is hereby given that Brighton & Hove City Council ("the Council") proposes to make the Orders named below under the relevant sections of the Road Traffic Regulation Act 1984, as amended, which if they come into force will introduce an extension to the existing Controlled Parking Zone U. The effects of the proposed Orders would be as follows:

Brighton & Hove Various Controlled Parking Zones Consolidation Order 2008 Amendment Order No.* 20** (Area U extension) TRO-23a-2014

The Order will introduce kerbside parking restrictions for permit holders and visitors plus waiting and loading restrictions as described below in the roads or parts of roads identified (restrictions that already exist on the ground are included and will be amended where necessary to meet the requirements of the Controlled Parking Zone). These roads or parts of roads would be
incorporated into the Brighton & Hove Various Controlled Parking Zones Consolidation Order 2008.

Permits, the cost of which will be £90 per year, will be available to residents upon application, subject to restrictions. Charges for permits are reviewed each financial year and all amounts shown in this notice are those which would be current from 1st April 2014. Disabled residents who have a Blue Badge and wish to park in permit parking places will be required to purchase
a resident permit for an administrative charge of £10. A resident for these purposes would be a person aged 17 years or over whose usual place of residence is at premises the postal address of which is in one of the streets listed below:

Streets eligible for a Resident's Permit for Area U:
Bute Street, Hendon Street, Livingstone Street, Rochester Street

The Order would also introduce to the areas visitor, business, and carer permits all of which will be subject to restrictions. Briefly, in the case of visitor permits, applications will only be accepted from residents within the areas of the schemes, with a limit of 50 one day permits available in any 12 month period at a cost of £1.60 each.

Businesses located within the scheme areas may apply for a maximum of 2 business permits if they can prove a genuine business need for the vehicle(s) to be parked on-street. Business permits will be subject to criteria determined by the Council with each permit costing £300 per year.

A carer permit can be applied for if a carer, who does not have to be a resident, has to visit a resident (or residents) within the area of the scheme and that resident is in need of a carer by virtue of age and or physical/mental infirmity or is a woman requiring ante or post natal care. The carer scheme is for non-professional carers.

Please note generally that in respect of the issue of any of the types of permit referred to above, the Council will exercise its discretion to ensure as far as possible that any priority groups are issued with permits first but the Council cannot guarantee that everyone will be issued with a permit or that a parking space will be available.

No Waiting At Any Time (double yellow lines): Bute Street, Hendon Street, Livingstone Street, Rochester Street
Permit parking only Monday to Saturday between 10am-11am and 2- 3pm
inclusive:
Bute Street, Hendon Street, Livingstone Street, Rochester Street
Disabled Badge Holders Parking At Any Time: Hendon Street
Motorcycles only At Any Time: Bute Street and Livingstone Street
Loading Only Monday to Saturday 9am - 6pm: Rochester Street
Pedal Cycle Parking Places At Any Time: Bute Street and Hendon Street
Brighton & Hove Outer Areas (Waiting, Loading and Parking)
and Cycle Lanes Consolidation Order 2013 Amendment No.* 201*

The Order would revoke items that are now included in the Brighton & Hove
Various Controlled Parking Zones Consolidation Order 2008 as a result of the
extension to Area U.
Brighton & Hove (Various Roads) (Prohibition of Stopping and Waiting on Verges and Footways) Order 2013 Amendment Order No.* 201*
(TRO-23c-2014)

The Order would introduce a prohibition of parking on the verge and footway on the east side of Queensway.

A copy of this Notice, the proposed Orders, plans showing the lengths of road affected and a statement of the Council's reasons for proposing to make the Orders, may be seen online at www.brighton-hove.gov.uk/tro-proposals. These documents together with a copy of the existing Orders to be amended may also be examined at the Customer Service Centres at Bartholomew
House, Bartholomew Square, Brighton (Monday to Friday 8.45am-4.30pm) and Hove Town Hall, Ground Floor, Norton Road, Hove, (Monday to Friday 8.45am-5.00pm).

All objections and other representations relating to either or both of the
proposed Orders must be made in writing and all objections must specify the grounds on which they are made and should be sent to the Executive Director, Environment, Development & Housing, Brighton & Hove City Council, Hove Town Hall (room 323), Norton Road, Hove, BN3 3BQ (quoting the above references) or by e-mail to parking.consultation@brighton-hove.gov.uk or online (see details above) no later than 23rd August 2014.
