NOTICE IS HEREBY GIVEN that the Council of the London Borough of Wandsworth is applying to the Secretary of State for Environment, Food and Rural Affairs for consent under article 12 of the Greater London Parks and Open Spaces Order 1967 to carry out restricted works on Tooting Bee Common. The Planning Inspectorate will decide the application on behalf of the Secretary of State. The proposed works are to construct structures to accommodate new electrical and mechanical equipment essential to the operation of the Tooting Bee Lido. Specifically, the proposals are to construct a new electrical sub-station in the south west corner of the Lido enclosure and install a new electrical transformer and associated equipment required to provide a sufficient power supply to the pumping and filtration equipment situated in the Pump House (in the south east corner of the Lido enclosure). In addition to the new sub-station the existing Pump House (South Room) will be demolished and rebuilt on the same footprint to address severe cracking in the structure which extends through the roof, walls and floor slab. Associated with these works will be the excavation of a trench to carry underground electrical power cables from Tooting Bee road to the new sub-station and the rebuilt Pump House (south room) following a route along the access road to the Lido car park and crossing the car park to the Lido buildings.
The new sub-station is required to facilitate an upgrade of the current power supply to the Lido advised by United Kingdom Power Network (UKPN) as necessary to the additional electrical power required to supply/operate the new water filtration equipment being installed following the guidelines of the Pool Water Treatment Advisory Group.
The external walls of the proposed new sub-station will match the render and colour of the adjacent Pavilion building and the proposed, rebuilt, Pump House (south room) will match the existing building in size and in the colour of the external finish. Both buildings will be topped with biodiverse (native habitat) roofs, in accordance with professional advice as to what is necessary in this location. Additional cycle stands will be installed.
During construction both structures will be enclosed within works compounds that together will temporarily enclose approximately 430 sq.m. of open land, part grass and part tarmac and other hard surfaces, to the south and west of the southern boundary of the Lido enclosure. The temporary enclosures will remain in place throughout the duration of the constructions works, expected to be 14 months from start to completion. There will be additional, short term temporary enclosures related to the excavation of the trench for the power supply cables.
