The Harrow (Free Parking Places) (Amendment No.7) Traffic Order 2020 The Harrow (Waiting and Loading Restrictions) (Amendment No. 102) Traffic Order 2020
1. Notice is hereby given that the Council of the London Borough of Harrow on 25 November 2020 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by Section 8 of, and Part 1 of Schedule 5 to, the Local Government Act 1985, the Parking Acts of 1986 and 1989, and the Road Traffic Act 1991.

2. The general effect of the 'Free Parking Places' Orders will be to designate parking places that will operate at any time in the lengths of streets specified in Schedule 1 to this notice.

3. The general effect of the 'Waiting and Loading Restrictions' Order will be further to amend the Harrow (Waiting and Loading Restriction) Order 2014, so that:

a. waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in certain lengths of streets specified in Schedule 2 to this notice;

b. waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place will be prohibited in certain lengths of the streets specified in Schedule 2 to this notice;

4. The prohibitions referred to in paragraph 2 above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstance, eg, the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc, from roadside petrol stations; to licensed street traders etc. The usual exemption relating to vehicles displaying a disabled person's "Blue Badge" would apply.

5. A copy of each of the Orders, which will come into operation on 21 December 2020, of a map of the relevant area and of relevant previous Orders can be inspected until the expiration of a period of six weeks from the date on which this notice is published at

6. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

Alexandra Avenue
(a) the service road fronting 313-293 Alexandra Avenue (i) the north eastern side

(i) from a point 4.5 metres south-east of a point opposite the north-western boundary of 313 Alexandra Avenue to a point 25.7 metres south-east of a point opposite the north west boundary of 301 Alexandra Avenue,
