ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Cresswell Road, Twickenham
(Reference 20/155)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate reinstatement works following a pipe burst, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Creswell Road, Twickenham.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Cresswell Road from a point outside No. 10 Cresswell Road to a point outside No. 18 Cresswell Road.

3. The order will come into effect on 30 November 2020. The restrictions will be in force between 08.00 and 18.00 on 30 November only and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Richmond Road, Cambridge Road and Denton Road. The one way working in Cresswell Road and Denton Road will be suspended for the duration of the works.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Parking Suspension Eleanor Grove, Barnes

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate building works, they intend to make

a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Eleanor Grove, Barnes.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in the 3 parking spaces outside Nos. 8-12 Eleanor Grove.

3. The order will come into effect on 30 November 2020. The restrictions will be in force at all times from 30 November 2020 until 28 March 2021 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in High Street, Hampton.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Hampton High Street between its junctions with Church Street and Ormond Avenue

3. The order will come into effect on 21 November 2020. The restrictions will be in force at all times on 21 November 2020 and 22 November 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Church Street and Thames Street.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a drainage connection, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Oldfield Road, Hampton.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Oldfield Road between its junctions with Percy Road and Beards Hill.

3. The order will come into effect on 30 November 2020. The restrictions will be in force at all times from 30 November until 21 December 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available

via Station Road and Oldfield Road, with Oldfield Road being made 2 way for the duration of the works between Percy Road and Beards Hill.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

Temporary Footbridge Closure Amyand Park Road Railway Footbridge

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate footbridge repairs, they intend to make

a temporary Traffic Order, the effect of which will be to introduce a temporary closure of Amyand Park Road Railway footbridge.
2. Whilst the works take place, no person shall proceed over the railway footbridge in Amyand Park Road which links Amyand Park Road and Drummond Place.

3. The order will come into effect on 1 December 2020. The restrictions will be in force at all times from 1 December 2020 until 31 December 2020 and whilst signs/cones are in place. The order will remain in force for a period of 6 months, to allow for unexpected events and possible remedial works.

4. An alternative route for anyone affected by the closure will be available via St Margarets Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any person requiring access in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any person requiring access for police, fire brigade or ambulance purposes.

Temporary Closure PROW 157 Cholmondeley Walk, Richmond

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a bride inspection, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary closure in a length of PROW 157 - Cholmondeley Walk, Richmond

2. Whilst the works take place, no person shall proceed in Cholmondeley Walk, Richmond from a point 20 metres south-east of the railway bridge to a point 20 metres north-west of the railway bridge.

3. The order will come into effect on 25 November 2030. The restrictions will be in force from 21.00 on 25 November 2020 until 05.00 on 26 November 2020 and whilst signs/cones are in place. The order will remain in force for a period of 6 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any person requiring access in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate an electrical connection, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Trinity Church Passage, Barnes.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Trinity Church Passage between its junctions with Merthyr Terrace and Trinity Church Road.

3. The order will come into effect on 21 November 2020. The restrictions will be in force at all times on 21 November 2020 and 22 November 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Castelnau, Merthyr Terrace and Trinity Church Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

The London of Richmond upon Thames (Waiting and Loading Restriction) (Civil Enforcement Area) (No. 9) Experimental Order 2020 CASTELNAU (Reference 20/160)
1. The Council of the London Borough of Richmond upon Thames on 18 November 2020 made the above Order under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order is to introduce a waiting restriction operating at any time, and a loading restriction operating between 7am and 7pm in Castelnau between Trinity Church Road and a point outside No. 6 Castelnau.

3. Copies of the Orders which come into force on 30 November 2020, a plan showing the location and effect of the Orders and the Council's Statement of Reasons for making the Orders: -

(a) can be inspected, quoting Reference 20/160, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at

4. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director - Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by the Order run, modify or suspend the Order or any provision thereof.

7. If the provisions of the Order continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such an Order for the purpose of such reproduction and continuation in force may, within

the period of six months referred to above (i.e. 30 May 2021) send a statement in writing of their objection and the grounds of that objection to the address below.
