1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 18 November 2020, made the above-mentioned Orders under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.
2. The general effect of the Orders will be to convert sections of existing parking places, in lengths of roads generally fronting the locations referred to in the Schedule to this notice, to single yellow line waiting restrictions matching the operational times of the controlled parking zone operating at each of those locations to facilitate proposed vehicle crossovers.
3. A copy of the Orders, which will come into force on 30 November 2020, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of roads to which the Orders relate can be inspected during the Council's normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at: Merton Link, Merton Civic Centre, London Road, Morden or on-line at
transport/traffic-management/consultations.
4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

CONTROLLED PARKING ZONE 5F CHANGES TO PARKING LAYOUT IN SANDRINGHAM AVENUE AND CONVERSION OF PARKING PLACE FROM PAY AND DISPLAY TO SHARED USE

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 18 November 2020, made the above-mentioned Order under sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Order will be to amend the Merton (Parking Places) (W5 and 5F) Order 2018 so as to:
(a) convert the parking bays in Sandringham Avenue, the south-west side, flanking No. 353 Kingston Road, from pay and display parking only to shared use parking and allow permit holder parking during controlled parking zone hours;
(b) relocate the parking places specified in paragraph (a) above from partially on the footway to fully on the carriageway;
(c) in Sandringham Avenue, the north-east side, remove the two parking bays nearest Kingston Road; and
(d) relocate the remaining two parking bays flanking No. 351 Kingston Road from the carriageway to partially on the footway.
3. A copy of the Order, which will come into force on 30 November 2020, and other documents giving more detailed particulars of the Order, including a plan which indicates the road or lengths of road to which the Order relates can be inspected during the Council's normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at: Merton Link, Merton Civic Centre, London Road, Morden or on-line at

GREATER LONDON COUNCIL (GENERAL POWERS) ACT 1974
EXEMPTION TO FOOTWAY PARKING PROHIBITION
BISHOPSFORD ROAD, SM4
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under Section 15(4) of the Greater London Council (General Powers) Act 1974 have resolved that vehicles parked with four of its wheels resting on the footway, and wholly within the areas delineated by white lines along the road identified in the Schedule to this Notice, shall be exempt from Section 15(1) of the said Act which makes it an offence to park on the footway.
The resolution shall take effect from 21 st December 2020.

PROVISION OF DISABLED PERSONS PARKING PLACES
THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. *) ORDER 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6 and 124 of, and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, propose to make the above mentioned Order.
2. The general effect of the above mentioned 'Free Parking Places' Order would be to: -
(a) designate parking places on the carriageway at the locations listed in the Schedule to this notice in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) shorten the parking place outside No. 49 Kingsmead Avenue, CR4 to accommodate a new disabled parking place outside No. 47 Kingsmead Avenue.
3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including plans which indicate the roads or lengths of roads to which the Order relates, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. However, due to the pandemic, the documents are available for inspection at
transport/traffic-management/consultations. 1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The main effect of the Orders would be to extend controlled parking zone "CH" to the street or lengths of street listed in the Schedule to this notice.
3. The general effect of the 'CH Parking Places' Order would be to amend the Merton (Parking Places) (CH) Order 2019 so as to:
(a) extend the controlled parking zone 'CH' to include Nos. 2 to 86 Hillcross Avenue and Nos. 1 to 113 Hillcross Avenue;
(b) designate parking places that would operate Mondays to Fridays between the hours of 11am and 3pm inclusive in certain lengths of the extents of street specified in the Schedule to this notice, and
(c) specify that-
(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit. Motor cycles and vehicles displaying a "blue badge" would park free;
(ii) residents' permits would be issued by the Council or its agents to persons whose usual place of abode is in the lengths of street specified in the Schedule to this notice and subject to subparagraphs (iv) to (vi) below, the charges would be £100 per annum or £50 for six months for the first permit, £150 per annum or £75 for six months for the second permit and £200 per annum or £100 for six months for the third and subsequent permits charged £50 more than the previous permit;
(iii) charges for other permits would be, subject to sub-paragraphs (iv) to (vi) below, as follows: free for housebound or registered disabled applicants; business permits would be £331 for 6 months, annual visitor permits (one per household) would be £320, residents would be entitled to 100 half day temporary visitors' permits at a charge of £3 per permit valid between 11 am and 3pm Mondays to Fridays inclusive; teacher permits would be £188 per annum and all zone trader permits would be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;
(iv) there may be an additional £25 charge for the administration of new permits issued and renewals of permits which would be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;
(v) an additional charge (diesel surcharge) of £150 would apply to resident, business, teacher and trade parking permits for all diesel vehicles. Permits issued for a duration of less than a year would be subject to the surcharge on a pro-rata basis;
(vi) the resident parking permit charge for electric vehicles would be set at a discounted rate of £20 per annum and that a reduction of £40 per annum would apply to business, teacher and trade parking permit charges for electric vehicles, pro-rata for a minimum of 6 months.
NB - Please note that between 10 September and 26 October 2020 the Council carried out a statutory consultation on emission based-parking charges which would affect the existing permit and P&D tariffs. It is likely that a final decision will be made early 2021 and if approved, the new charges will be implemented after April 2021. For full details please refer to the website

4. The general effect of the 'CH Waiting and Loading' Order would be to revoke the Merton (Waiting and Loading Restriction) (CH) Order 2019 and re-apply its provisions with amendments so as to introduce waiting restrictions operating "at any time" or between the hours of 11 am and 3pm Mondays to Fridays inclusive in the street or length of street listed in the Schedule to this notice.
5. The general effect of the 'Waiting and Loading Amendment' Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so as to remove any references to waiting restrictions in that Order to the street or lengths of street listed in the Schedule to this notice.
6. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the road or length of road to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.
