ELECTRIC VEHICLE RECHARGING POINTS (KEF. KINGMAP0035)
The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 35) Order 2020; and The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 35) Order 2020.
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames made the above-mentioned Orders on 16th November 2020 under sections 6, 45, 46, 49 and 124 of and Part TV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders, which will come into force on 23rd November 2020, will be to introduce a recharging point at each of the locations below which will be available for electric vehicles only "at any time", without charge, provided that the vehicle is connected to the recharging post at all times while it is left at the recharging point, for a maximum stay of 1 hour, no return within 2 hours;
(i) in Cambridge Road, New Malden (at the side of No. 53 High Street), in place of an existing disabled persons' parking space. An adjacent length of existing waiting restriction will be lengthened;
(ii) in North Parade, Chessington (outside No. 2), in place of existing waiting restrictions;
(iii) in South Lane, New Malden (outside No. 167), in place of an advisory parking space; and
(iv) in The Triangle, Kingston (opposite No. 7), in place of an existing free, time-limited parking space;
Please note; the introduction of a disabled persons' parking place in High Street, New Malden (as detailed in a notice of proposals published on 2nd January 2020) has been deferred.
3. Due to the current Coronavirus pandemic the made Orders and plans cannot currently be inspected at Guildhall 2. However, in line with guidance from the Department for Transport, the following alternative arrangements have been made for documents to be available for inspection (until 28th December 2020):

4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purpose to the High Court by 28th December 2020.
