AMENDMENTS TO CPZ ZONES 3F, RPC AND VOT CONVERSION OF PARKING PLACES TO WAITING RESTRICTIONS IN VARIOUS ROADS
THE MERTON (PARKING PLACES) (RPC) (AMENDMENT NO. 2) ORDER 2020 THE MERTON (CONTROLLED PARKING ZONE) (WIMBLEDON VILLAGE) (AMENDMENT NO. 3) ORDER 2020 THE MERTON (PARKING PLACES) (3F) (AMENDMENT NO. 1) ORDER 2020
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 26 October 2020, under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, made the above mentioned Orders.
2. The general effect of the Orders will be to:
(a) convert sections of existing parking places, in lengths of road generally fronting the locations referred to in the Schedule to this notice, to single yellow line waiting restrictions matching the operational times of the controlled parking zone operating at each of those locations to facilitate proposed vehicle crossovers;
(b) provide additional parking place in Hillside, the north-east side, from a point 5 metres south-east of the common boundary of Nos. 15 and 16 Hillside, south-eastward for a distance of 12 metres.
3. A copy of the Orders, which will come into force on 2 November 2020, and other documents giving more detailed particulars of the Orders, including plans specifying the roads or lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 27 October 2020, under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, made the above mentioned Orders.
2. The general effect of the Orders will be to convert sections of existing parking places, in lengths of road generally fronting the locations referred to in the Schedule to this notice, to single yellow line waiting restrictions matching the operational times of the controlled parking zone operating at each of those locations to facilitate proposed vehicle crossovers.

ROAD TRAFFIC REGULATION ACT 1984 -SECTION 14(1)
VALLEY GARDENS. COLLIERS WOOD
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate new water service connection works in Valley Gardens, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person would cause or permit any vehicle to:-
(a) enter or proceed in Valley Gardens, between a point 22 metres south-east of the south-eastern kerb-line of High Street Colliers Wood and the bollards at the short section of Valley Gardens closed to motorised traffic; or
(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Valley Gardens, specified in subparagraph 2(a) above.
3. Any designated parking place situated in the length of Valley Gardens specified in sub-paragraph 2(a) above would be suspended for the duration of the works.
4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
6. The length of Valley Gardens specified in sub-paragraph 2(a) above is a cul-de-sac for motorised vehicles. Cyclists should dismount and continue on foot using the adjacent footway.
7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order would come into operation on Monday 23rd November 2020 and would remain in force for 12 months or until the works have been completed, whichever is the sooner. It is anticipated that the works would be completed within 3 months.

ROAD TRAFFIC REGULATION ACT 1984 -SECTION 14(1)
RUSSELL ROAD. WIMBLEDON
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 3) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at Nos. 15 to 17 Russell Road, Wimbledon, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Russell Road.
2. During the works, no person will:-
(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Russell Road, Wimbledon, the south-west side, between the common boundary of Nos. 13 and 15 Russell Road and the south-eastern boundary of No. 17 Russell Road; or
(b) enter of proceed in the southwestern footway of the length of Russell Road specified in paragraph 2(a) above.
3. Any designated parking place situated in the length of road specified in paragraph 2 above will be suspended for the duration of the works.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Pedestrians affected by the footway closure should proceed using either a temporary walkway or the footway opposite.
6. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order will come into operation on Friday 30th October 2020 and remain in operation for 18 months.

GRAHAM ROAD. WIMBLEDON
(TEMPORARY SUSPENSION OF PARKING) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at Nos. 27 to 39 Hartfield Road, they have made an Order, the effect of which will be to temporarily suspend parking in Graham Road, Wimbledon.
2. During the works, the designated parking places situated in Graham Road, the south-east side outside Nos. 2 to 14 Graham Road, will be suspended for use by pay and display users and restricted to permit holders only.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. The Order will come into operation on Friday 30th October 2020 and will remain in force for 18 months or until the works have been completed, whichever is the sooner.
