1. NOTICE IS GIVEN that the Council of The London Borough of Waltham Forest on 22nd October 2020 made the above-mentioned Orders under sections 6 and 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be:
a. to coincide with a new dropped kerb in Fillebrook Road E11 (FL) - south-east side - convert an LSW permit parking place outside No. 55 FL to a single yellow line waiting restriction operating between 10am and 4pm Mondays to Fridays;
b. to coincide with a new dropped kerb in Queens Road E11 (QU) - north-east side - convert LSW permit parking space between the common boundary of Nos. 72 and 74 QU and a point 1 metre north-west of the common boundary of Nos. 70 and 72 QU to a single yellow line waiting restriction operating between 10am and 4pm Mondays to Fridays;
c. to prevent motor vehicles traveling In Colville Road E11 toward its junction with Grove Green Road E11 to turn right on entry to Grove Green Road E11 where entry to that section of Grove Green Road Immediately north-east of the north-east kerb line of Colville Road Is prohibited by a no-entry sign plate situated at its junction with Colville Road;
d. In Pevensey Road E7 (PV) - convert a 6.6 metre section of CHE CPZ permit parking space situated outside Nos. 106/108 PV to disabled person's parking place operating "at any time";
e. In Ulverston Road E17 (UL) - convert a 6.6 metre section of HE CPZ permit parking space situated outside Nos. 64/66 UL to disabled person's parking place operating "at any time";
f. In High Road, Leytonstone E11 - outside Nos. 609 to 613 (odds) convert 5 metres of footway cashless (pay by phone) parking space to double yellow line "at any time" waiting restrictions to accommodate bicycle parking under section 63 of Road Traffic Regulation Act 1984;
g. In Hylands Road E17 - north side of the south-west to north-east arm remove WSE permit parking and replace with double yellow line "at any time" waiting and loading restrictions
h. in Argyle Road (AR) E15 - east side - convert 6.3 metres of CH permit parking space to single yellow line (syl) waiting restrictions operating Monday to Fridays 8am to 6.30pm (this will extend the syl outside No. 16 northwards (to provide a dropped kerb outside No. 18 AR);
I. In Leyton Green Road E10 - north-west side to coincide with a new entrance/exit to Belmont Park School, will be, to convert waiting restrictions operating from 8am to 6.30pm to double yellow line waiting restrictions operating "at any time" and loading restrictions operating between 8.30am and 6.30pm every day of the week between a point 5 metres north-east of the south-westernmost facing wall of Nos. 1 to 24 Whitehouse Mews north-eastwards for a distance of 42 metres;
j. In Forest Road E17 -
(i) remove all bus lanes eastbound and westbound between Blackhorse Road and the boundary with The London Borough of Harlngey;
(ii) no person shall cause any vehicle proceeding south-westbound in Forest Road E17 to turn into the north-eastbound lane of that said road at any point between the south-west kerb line of Blackhorse Road and a point 318 metres south-west of that said kerb line, so as to face In the opposite direction to that in which it was proceeding;
(iii)no person shall cause any vehicle proceeding north-eastbound in Forest Road E17 to turn into the south-westbound lane of that said road at any point between a point 318 metres south-west of the south-west kerb line of Blackhorse Road and that said kerb line, so as to face in the opposite direction to that in which it was proceeding; k. convert whole free short stay parking places to:
(I) (1) pay by phone parking operating between 8am and 1 pm and 2pm to 6.30pm Mondays to Saturdays with first 15 mlns of parking free or pay by phone with a maximum stay of 3 hours and no return in 3 hours and (2) single yellow line waiting restrictions operating between 6.30pm and 8am Mondays to Saturdays (overnight) in:
a. Jewel Road E17 - (1) north-east side -outside the flank wall of No. 112 Hoe Street (2) east and west sides (x 2 bays) outside and opposite the flank wall of No. 422 Forest Road
b. Ruby Road E17 - (1) north-east side -outside the flank wall of No. 82 Hoe Street (2) east and west sides (x 2 bays) outside and opposite the flank wall of No. 434 Forest Road;
c. Hawthorne Road E17 - east side - outside the flank wall of Nos. 46 Hoe Street;
d. Gavwood Road E17 - (1) north-east side outside the flank wall of Nos. 66/68 Hoe Street and (2) north-west side outside the flank wall of No. 456a Forest Road
(Ii) (1) pay by phone parking operating between 8am and 1 pm and 2 p.m. - 9.30 p.m. Mondays to Saturdays and 10 a.m. to 1pm and 2pm to- 9.30 p.m. Sundays with the first 15 minutes parking 'free' or 'Pay by Phone' with a maximum stay of 3 hours and no return within 3 hours and (2) single yellow line waiting restrictions operating between 9.30pm and 8am Monday to Saturdays and Midnight to 10am Sunday (overnight) (parking free between 9.30pm Sunday and 8am Monday) In:
(a) Greenleaf Road E17 (1) north side (x3 bays) - (I) outside the flank wall of No. 130 Hoe Street; (Ii) outside the Church and (Iii) outside the William Morris Community Centre; (2) south side - outside the flank wall of No. 130a Hoe Street
(b) Hatherley Road E17 - south-east side - (x2 bays) - (i) outside the flank wall of No. 154 Hoe Street; and (Ii) outside Nos. 1 to 5 Hatherley Road
I. St Andrew's Road (StA) E17
I. north side - convert 15 metres of BLN permit parking space outside Nos. 7 to 13 to double
yellow line "at any time" waiting restrictions; ii. south side -
(a) convert 6.6 metres of double yellow line "at any time" waiting restrictions to a disabled person's parking place operating at all times opposite Nos. 9 and 11 StA;
(b) convert 15 metres of short stay parking space opposite Nos. 21 and 27a StA to pay by phone parking space operating between 8am and 1 pm and 2pm to 6.30pm Mondays to Saturdays with first 15 mlns of parking free or pay by phone with a maximum stay of 3 hours
(c) convert 18 metres of short stay parking space opposite Nos. 27a and 33 StA to permit holder parking space for BLN permit holders only
(d) convert 10 metres of short stay parking space opposite Nos. 35 to 37 StA to a single yellow line waiting restrictions operation Mondays to Saturdays 8am to 6.30pm;
3. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned In Item 1 on 22nd October 2020 made minor amendments to existing Orders in relation to certain parking provisions or no waiting restrictions already existing on the highway, namely in:
(a) Hoe Street E17 (HS) - north-east side - remove the traffic order schedule of a pay by phone parking place outside Nos. 319 to 331 HS;
(b) Meadow Close E10 - remove the traffic order schedule of a OL permit parking place in private areas except for a one vehicle parking place opposite No. 19;
(c) Forest Road E17 (FST) - correct days of operation of traffic order schedule from Mon-Sat to everyday of the week for Coach bay "BUSES" outside No. 458 FST;
(d) Chelmsford Road E18 - north side - double yellow lines between the junction of Woodford New Road east to the borough boundary with Redbridge;
(e) Albert Road E17 -outside and opposite flank wall of No. 328 Hoe Street - correct bay types
a. north side - from Free Short Stay to Loading Place At Any Time Max Stay 30 Mins No Return Within 1 Hour
b. south side - from a Loading Place to a free Short Stay as existing on street Mon-Sat 8am-6.30pm 30 mlns no return in 2 hours
3. Copies of the Orders, which will come into operation from 22nd October 2020 and all other relevant documents can be inspected on request by emailing

4. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that they are not within the powers conferred by the 1984 Act, or that any requirement of that Act or any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
