The Waltham Forest (Charged-For Parking Places) (Amendment No. 56) Experimental Order 2020 The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 56) Experimental Order 2020

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 8,h October 2020 made the above-mentioned Order under sections 9,10 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The experimental Orders mentioned above will come into force from 15* October 2020; and may continue in force for up to 18 months.



2. The general effect of the experimental Orders in the South Leytonstone region to coincide with cycle and pedestrian improvements by providing low traffic neighbourhoods will be



(a) on the west side of High Road Leytonstone (between Cathall Road and Crownfield Road):



(i) in Hollydown Way (HOL)



i. to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the "highway from a point in line with Nos. 2, 4 and 6 HOL bordering North Birkbeck Road extending up to 4 metres in length north-eastwards (all vehicular traffic will be prohibited from proceeding or entering);



ii. to provide double yellow line "at any time" waiting restrictions across the north-east and south-west facing ends of the closure mentioned in item 2(a)(i)i. at 90 degrees to the north-west and south-east kerb lines; and



iii. south-east side - suspend permit parking space for a total of 4 metres opposite Nos. 7,9,11 Hollydown Way and replace with double yellow line "at any time" waiting restrictions;



(ii) in Langthorne Road (LAN)



i. to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the "highway a. from a point 6.5 metres south-east of the south-east kerb line of Brierley Road extending south-east up to 4 metres in length (all vehicular traffic will be prohibited from proceeding or entering); or

b. from a point in line with the north-west kerb line of Brierley Road Nos. 25 LAN extending up to 3 metres in length north­westwards (all vehicular traffic will be prohibited from proceeding or entering);

ii. to provide double yellow line "at any time" waiting restrictions across the north-west and south-east facing ends of the closures mentioned in item 2(a)(ii)i. at 90 degrees to the north-east and south-west kerb lines; iii. south-west side - suspend permit parking space for a total of 5 metres opposite No. 15 LAN; and

(iii) in Stewart Road E15 (STW)



i. to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the "highway from a point 1 metres east of the eastern kerb line of Ellingham Road extending eastwards for a distance of up to 4 metres in length (ELL) (all vehicular traffic will be prohibited from proceeding or entering); II. to provide double yellow line "at any time" waiting restrictions across the western and eastern facing ends of the closure

mentioned in item 2(a)(iii)i. at 90 degrees to the northern and southern kerb lines; and iii. both sides - suspend permit parking space for a total of 15 metres (7 metres on the northern side 8 metres on the southern side) between its junction with ELL and the flank wall of No. 27/29 ELL and replace with double yellow line "at any time" waiting restrictions

(iv) in Ellingham Road E15 (ELL)



i. to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the "highway which extends between a point 3.5 metres north-west of its junction with Crownfield Road E15 north-west for a distance of up to 4 metres in length (all vehicular traffic will be prohibited from proceeding or entering);



ii. to provide double yellow line "at any time" waiting restrictions across the northern and southern facing ends of the closure mentioned in item 2(a)(iv)i. at 90 degrees to the east and west kerb lines; and



iii. both sides - suspend permit parking space for a total of 12 metres (6 metres on the eastern side 6 metres on the western side) outside Nos. 1 and 2 ELL and replace with double yellow line "at any time" waiting restrictions;



(b) on the east side of High Road Leytonstone (between Ferndale Road and Cann Hall Road):



(i) in Steele Road (STL)



i. to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the "highway which extends for a distance of up to 4 metres in length north-westwards from a point in line with the south-east facing boundary of Nos. 36 and 38 Cann Hall (CNH) Road (all vehicular traffic will be prohibited from proceeding or entering);



ii. to provide double yellow line "at any time" waiting restrictions across the north-west and south-east facing ends of the closure mentioned in item 2(b)(i)i. at 90 degrees to the north-east and south-west kerb lines; and



iii. both sides - suspend permit parking space for a total of 8.5 metres (3.5 metres on the south-west side 5 metres on the north­west side) outside the flank walls of Nos. 36 and 38 CNH and replace with double yellow line "at any time" waiting restrictions;



(ii) in Woodhouse Road (WOD)



i. to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the "highway which extends between a point 3 metres north-west of its junction with Cann Hall Road north-west for a distance of up to 4 metres in length (all vehicular traffic will be prohibited from proceeding or entering);



ii. to provide double yellow line "at any time" waiting restrictions across the north-west and south-east facing ends of the closure mentioned in item 2(b)(ii)i. at 90 degrees to the north-east and south-west kerb lines;



iii. south-east side- suspend permit parking space tor a total of 8.5 metres outside the flank wall of Nos. 228 CNH and replace with double yellow line "at any time" waiting restrictions; and



iv. north-west side - suspend 61 metres of single yellow line waiting restrictions between its junction with Cann Hall Road north-westwards and replace with double yellow line "at any time" waiting restrictions;



(iii) in Matcham Road (MCH)



i. to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the "highway which extends up to 4 metres in length southwards from a point in line with the northwest facing boundary of Nos. 85 and 87 Harrow Road (HRW) (all vehicular traffic will be prohibited from proceeding or entering);



ii. to provide double yellow line "at any time" waiting restrictions across the north-west and south-east facing ends of the closure mentioned in item 2(b)(iii)i. at 90 degrees to the north-east and south-west kerb lines; and



iii. both sides - suspend permit parking space for a total of 6 metres (4 metres on the north-east side 2 metres on the south-west side) outside the flank walls of Nos. 85 and 87 HRW and replace with double yellow line "at any time" waiting restrictions;



(iv) in Ranelagh Road (RAN)



i. to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the "highway which extends up to 4 metres in length from its junction with High Road Leytonstone (HRL) south-eastwards (all vehicular traffic will be prohibited from proceeding or entering);



ii. to provide double yellow line "at any time" waiting restrictions across the eastern and western ends of the closure mentioned in item 2(b)(iv)i. at 90 degrees to the northern and southern kerb lines;



iii. both sides - suspend Pay by Phone parking space for a total of 8 metres (4 metres on the southern side 4 metres on the northern side) adjacent the flank wall of No. 260 HRL and replace with double yellow line "at any time" waiting restrictions;



(v) in Selby Road (SEL)



i. to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the "highway which extends from a point in line with -westwards for up to 4 metres in length (all vehicular traffic will be prohibited from proceeding or entering);



ii. to provide double yellow line "at any time" waiting restrictions across the eastern and western ends of the closure mentioned in item 2(b)(v)i. at 90 degrees to the northern and southern kerb lines;



iii. both sides - suspend permit parking space for a total of 12 metres (6 metres on the northern side 6 metres on the southern side) between its junction with Napier Road and Nos. 7 SEL and replace with double yellow line "at any time" waiting restrictions;



(vi) in Lancaster Road (LAN)

i. to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the "highway which extends from a point 12 metres east of the eastern kerb line of High Road Leytonstone eastwards for up to 4 metres in length (all vehicular traffic will be prohibited from proceeding or entering);



ii. to provide double yellow line "at any time" waiting restrictions across the western and eastern facing ends of the closure mentioned in item 2(b)(vi)i. at 90 degrees to the northern and southern kerb lines;



iii. both sides - suspend permit parking space for a total of 27 metres (12.5 metres on the northern side 14.5 metres on the southern side) between its junction with HRL and Nos. 3 LAN and replace with double yellow line "at any time" waiting restrictions; and



(vii) in Montague Road (MON)

i. to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the "highway which extends from a point in line with the No. 38a MON northwards for up to 4 metres in length (all vehicular traffic will be prohibited from proceeding or entering); II. to provide double yellow line "at any time" waiting restrictions across the north and south facing ends of the closure

mentioned in item 2(b)(vii)i. at 90 degrees to the west and east kerb lines; iii. both sides - suspend permit parking space tor a total of 26 metres (10 metres on the west side 16 metres on the east

side) between Nos. 91 and 95 MON and replace with double yellow line "at any time" waiting restrictions; Iv. east side - suspend the single yellow line waiting restriction situated outside Nos. 93 MON and replace with double yellow line "at any time" waiting restrictions; Note: "the designation of all closures to vehicular traffic (modal filters) mentioned In item 2 above will operate across the full width of the highway boundary including the footways/pavements.

4. Where it appears necessary for certain purposes, an authorised officer of the Council may, in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, modify or suspend any provision of the experimental Traffic Orders while they are in force.



5. The Council will be considering in due course whether the provisions of the experimental Traffic Orders should be continued in force indefinitely by means of permanent Traffic Orders made under sections 6, 45, 46 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the experimental Orders come into force or, if the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent to: Traffic Orders, Highways, Low Hall, Argall Avenue, London, E10 7AS, or by emailing:

quoting reference T42(20) - South Leytonstone LTN Areas 3 and 4x11 Modal filters - Walking and Cycling. Any objection may be communicated to, or be seen by, other persons who may be affected.



6. If any person wishes to question the validity of any the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
