Notice of Public Path Order Town and Country Planning Act 1990 Sections 257 & 261 Temporary Diversion to Allow Mineral Extraction in Accordance with Planning Application No. ESS/23/14/C0L Dated 23 March 2015 Order 2020
Footpath 39 Stanway In the Borough of Colchester
The above order, made on 16 September 2020, will divert a part length of public Footpath 39 In the parish of Stanway, In the Borough of Colchester. Essex County Council granted planning permission under Part III of the Town and Country Planning Act 1990 for Stanway Quarry namely: access to enable the Infilling of extraction sites pursuant to the restoration of the site by 31 December 2024 as per planning approval no. ESS/23/14/COL dated 23 March 2015, which necessitates the temporary re-routing of the footpath. A part length of Footpath 39 Stanway commencing from a point at the edge of a wooded area running in a generally northerly direction for a distance of 202 metres to the point where it connects to the quarry haul road and continues unaffected, to an alternative route 2 metres in width commencing at the aforementioned start point running in a north westerly direction for a distance of 41 metres through a wooded area to a point at the southern boundary of a settling pond continuing in a west south-westerly, north northwesterly then east north easterly direction for a final distance of 351 metres adjacent to the quarry haul road to the aforementioned end point where it continues unaffected. Any representations about or objections to the order may be sent in writing to Robert Lee, Definitive Map Service, Essex County Council, Seax House, 2nd Floor, Victoria Road South, Chelmsford CM11QH not later than 29 October 2020. Please state the grounds on which they are made.
If no such representations or objections are duly made, or if any so made are withdrawn, Essex County Council may confirm the Order as an unopposed order. If the Order is sent to the Secretary of State for the Environment for confirmation any representations or objections which have not been withdrawn will be sent together with the Order. Any such representation or objections will be taken into account by the Council with the result that they may be made available to the public under the Local Government (Access to Information) Act 1985.

Proposed Conversion of Footway to Segregated & Unsegregated Shared
Footway/Cycleway Notice is hereby given that the Essex County Council proposes to make the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45,46,49,53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.

Effect of the order: To Introduce No Waiting At Any Time restrictions on; Layer Road in the Borough of Colchester, on its Eastern Side from a point approximately 8.9 metres north of the northern kerb line of Messines Road in a northerly direction for approximately 26.7 metres, and from a point approximately 11.4 metres north of the northern kerb line of St Barbara's Road in a northerly direction for approximately 129.6 metres. This Order will be incorporated into The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting tile numbers TL985 237 revision 0 to revision 1.
Notice is also hereby given that Essex County Council proposes to convert footway into shared unsegregated & segregated footway/cycleway on Layer Road in the Borough of Colchester under highway improvement powers given by Section 65 of the Highways Act 1980:

Layer Road WEST SIDE From a point approximately 66.8 metres south of the northern kerb line of Turnstile Square, in a northerly direction for approximately 166 metres. Width varying between approximately 3 and 4 metres.
Layer Road EAST SIDE From a point approximately 32.7 metres south of the northern kerb line of St Barbara's Road northwards to its junction with Messines Road. Width varying between approximately 3 and 3.8 metres.

(Colchester Borough) (Temporary Parking and Stopping Restriction) Order 2020
Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 31 March 2011 has made a temporary Order under Sections 14(1) of the Road Traffic Regulation Act 1984. Effect of the order To temporarily close Footpath 1, Thorrington in the District of Tendring, for a distance of 20 metres each side from the railway line crossing. Effect of the order To temporarily close Footpath 4, Alresford in the District of Tendring, for a distance of approximately 20 metres either side of the railway crossing. (Footpath 18, Feering) (Temporary Prohibition of Use) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close Footpath 18, Feering in the District of Braintree, at the rear of Threshold Business Park for an approximately 40m. The closure is scheduled to commence on 05/10/2020 to 27/11/2020 or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while new sewer connection relating to S50-1520 are undertaken.
The alternative route will be via Diversion route to be installed adjacent to closure and vice versa.
The Order will come into effect on 05/10/2020 and may continue in force for 6 months or until the works have been completed, whichever is the earlier.

Notice Is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Artillery Street, Colchester in the Borough of Colchester, from its junction with Barrack Street to its junction with Cannon Road, a distance of approximately 80m. The closure is scheduled to commence on 19th October 2020 for 3 days, or where stated on a valid permit (AD03010587920 -Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Anglian Water. Effect of the order To temporarily close that length of Blackberry Road, Stanway in the Borough of Colchester, from a point approximately 50m southeast of its junction with Rose Avenue for a distance of approximately 40m in a southeasterly direction. The closure is scheduled to commence on 18/10/2020 for 1 day then again on 25/10/2020 for 1 day, or where stated on a valid permit (AD03010606744/1 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Anglian Water.
An alternative route is available via Straight Road, London Road, Tollgate Roundabout, Tollgate Road, Church Lane, Warren Lane and vice versa. The Order will come into effect on 8th October 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Chitts Hill, Colchester) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order To temporarily close that length of Chitts Hill, Colchester in the Borough of Colchester, from a point approximately 75m south of its junction with Cooks Lane for a distance of approximately 85m in a southerly direction. The closure is scheduled to commence on 21st October 2020 for 21 days, or where stated on a valid permit (ZP012TRI/X489/001 - Gas Transportation Co Ltd). Effect of the order To temporarily close that length of Colchester Road, Virley/Great Wigborough/Salcott in the Borough of Colchester, from its junction with Barnhall Road for a distance of approximately 1685m in a northeasterly then easterly direction. The closure is scheduled to commence on 16th October 2020 for 6 evenings/nights (19:30 - 05:00), or where stated on a valid permit (EP201EH2300889 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.
