NOTICE UNDER THE TOWN AND COUNTRY PLANNING (ENVIRONMENTAL IMPACT ASSESSMENT) REGULATIONS 2017 ("EIA Regulations") AND THE TOWN AND COUNTRY PLANNING (DEVELOPMENT MANAGEMENT PROCEDURE) (ENGLAND) ORDER 2015 ('DMPO') AND THE TOWN AND COUNTRY PLANNING (DEVELOPMENT MANAGEMENT PROCEDURE, LISTED BUILDINGS AND ENVIRONMENTAL IMPACT ASSESSMENT) (ENGLAND) (CORONAVIRUS) (AMENDMENT) REGULATIONS 2020. NOTICE UNDER ARTICLE 25 OF THE EIA REGULATIONS
PROPOSED DEVELOPMENT AT: THE STAG BREWERY, LOWER RICHMOND ROAD, MORTLAKE, LONDON SW14 7ET; AND CHALKERS CORNER JUNCTION AT THE JUNCTION OF LOWER RICHMOND ROAD, SOUTH CIRCULAR AND CLIFFORD AVENUE, RICHMOND.
On 29 March 2018, three linked planning applications (references 18/0547/ FUL, 18/0548/FUL, and 18/0549/FUL) ('the Applications') were submitted to the London Borough of Richmond upon Thames by Reselton Properties Limited ('the Applicant') and subject to public consultation by the Council. The Applications were accompanied by an Environmental Statement in accordance with the EIA Regulations.
On 4 May 2020, the Deputy Mayor for Planning, Regeneration and Skills, acting under delegation from the Mayor of London, issued a direction under Article 7 of the Town and Country Planning (Mayor of London) Order 2008 that the Mayor will act as the Local Planning Authority for the purposes of determining the Applications. Subsequent to that direction, the Applicant submitted to the Mayor revisions to the Applications and public consultation took place between 14 August and 27 September 2020.
Further information has been published and the applicant has subsequently submitted further amendments and additional plans and planning documents including:
- Revised Design Code.

- Revised drawings including amendments to cinema/office design (Block 01), resulting in a reduction in the height of the building by 2 metres.

- Revised Design & Access Statement addendum.

- Revised Environmental Statement Addendum, including additional letter with Annex to set out assessment of revised cinema/office design in ES terms (alongside relevant revised viewpoints).

- Energy Strategy Addendum.

- Circular Economy Statement.

- Whole Life Carbon Assessment.

- Further information in the form of drawings and Environmental Statement sections.

This includes information under Regulation 25 of the EIA Regulations in relation to the Environmental Statement which accompanied the Application. The revisions and information are available at:

. Any representations must be received by the GLA by 31 October 2020. Comments already received will still be taken into consideration and it is not necessary to resubmit previous comments. The Applications will not be decided before the consultation period ends. Comments received after the date referred to above, but before a decision is made, may still be taken into account but failure to meet this deadline could result in your comments not being considered.
