I hereby ORDER pursuant to section 10(2) of the Road Traffic Regulation Act 1984 the MODIFICATION of The Merton (Pedestrian and Cycle Zone)(High Street, Wimbledon) Experimental Traffic Order 2020 ("the Order") which was made on 19" August 2020 and came into force on 27" August 2020 by the deletion of paragraph 1 of the said Order and its replacement by:

"1. This Order shall come into force on 27* August 2020 and shall terminate on 181 October 2020 and may be cited as the Merton (Pedestrian and Cycle Zone)(High Street Wimbledon) Experimental Traffic Order 2020."

INTRODUCTION OF GC3 CONTROLLED PARKING ZONE

THE MERTON (PARKING PLACES) (GC3) ORDER 2020 THE MERTON (WAITING AND LOADING RESTRICTION)

(GC3) ORDER 2020 THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 4861 ORDER 2020 THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 247) ORDER 2020

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 23 September 2020, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.



2. The main effect of the Orders will be to introduce a controlled parking zone "GC3" to include the roads or lengths of roads specified in Schedule 1 to this notice.



3. The general effect of the 'GC3 Parking Places' Order will be to: -



(a) designate parking places that will operate Mondays to Fridays between the hours of 8.30am and 6.30pm inclusive in certain lengths of the roads listed in Schedule 1, 2 and 3 to this Notice,



(b) specify that-



(i) each parking place may be used, subject to the provisions of the Order and except those specified in Schedule 3 to this Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit or for which permits are registered as paid for in the electronic payment system. Motor cycles and vehicles displaying a "blue badge" will park free;



(ii) the parking places in the lengths of road listed in Schedule 2 to this notice may also be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages displaying a valid parking ticket or for which payment has made using the "pay by phone" system. Motor cycles and vehicles displaying a "blue badge" will park free;



(iii) the parking places in the lengths of road listed in Schedule 3 to this notice may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages displaying a valid parking ticket or for which payment has made using the "pay by phone" system. Motor cycles and vehicles displaying a "blue badge" will park free;



(iv) the maximum parking period for which a vehicle displaying a valid parking ticket or for which payment has been made using "pay by phone" may be left in a parking place in the lengths of roads referred to in Schedule 2 to this notice during the permitted hours will be 2 hours with no return for 1 hour;



(v) the maximum parking period for which a vehicle displaying a valid parking ticket or for which payment has been made using "pay by phone" may be left in a parking place in the lengths of roads referred to in Schedule 3 to this notice during the permitted hours will be 2 hours with no return for 1 hour;



(vi) the charge for parking in the parking places referred to in sub-paragraph 3(b)(ii) above will be one pound and fifty pence per hour (linear tariff of 25 pence for every 10 minutes, minimum payment 50 pence); any payment by phone will incur a supplementary 20 pence administration charge;



(vii) the charge for parking in the parking places referred to in sub-paragraph 3(b)(iii) above will be one pound and fifty pence per hour (linear tariff of 25 pence for every 10 minutes, first twenty minutes free, minimum payment 50 pence); any payment by phone will incur a supplementary 20 pence administration charge;



(viii) a maximum of 3 permits per residential address will be issued by the Council or its agents to persons whose usual place of abode is in the lengths of roads specified in Schedule 1 to this Notice and subject to sub-paragraphs (x) to (xii) below, the charges will be £65 per annum or £32.50 for six months for the first permit, £110 per annum or £55 for six months for the second permit and £140 per annum or £70 for six months for the third permit;



(ix) charges for other permits will be, subject to sub-paragraphs (x) to (xii) below, as follows: resident address permits will be charged at the same rate as residents' permits, free for housebound or registered disabled applicants; business permits will be £331 for 6 months, annual visitor permits (one per household) will be £140, residents will be entitled to 100 half day temporary visitors' permits at a charge of £1.50 per permit valid between 8.30am and 2pm or between noon and 6.30pm Mondays to Fridays inclusive; teacher permits will be £180 per annum and all zone trader permits will be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;



(x) there may be an additional £25 charge for the administration of new permits issued and renewals of permits which will be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;



(xi) an additional charge (diesel surcharge) of £150 will apply to resident, business, teacher and trade parking permits for all diesel vehicles. Permits issued for a duration of less than a year will be subject to the surcharge on a pro-rata basis;



(xii) set the resident parking permit charge for electric vehicles at a discounted rate of £25 per annum and apply a reduction of £40 per annum to business, teacher and trade parking permit charges for electric vehicles, pro-rata for a minimum of 6 months.

4. The general effect of the 'Waiting and Loading' Orders will be to introduce waiting restrictions operating "at any time" or between the hours of 8.30am and 6.30pm Mondays to Fridays in the roads or lengths of roads specified in Schedule 1 to this Notice.



5. The general effect of the 'Free Parking Places' Order will be to amend the Merton (Free Parking Places) (Disabled Persons) (No. 1) Order 1977 so as to better reflect the current layout of certain disabled persons parking places in the roads or lengths of roads specified in Schedule 1 to this Notice.



6. A copy of each of the Orders, which will come into force on 28 September 2020, and other documents giving more detailed particulars of the Orders, including plans identifying the lengths of roads affected by the Orders, can normally be inspected for a period of six weeks from the date on which the Orders were made during normal office hours on Mondays to Fridays inclusive at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.



7. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

WEST BARNES LANE. KT3

(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 5) ORDER 2020

1. The London Borough of Merton Council hereby give notice that to facilitate level crossing barrier maintenance at the northernmost level crossing on West Barnes Lane, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.



2. Whilst the works take place, no person would cause or permit any vehicle to:-



(a) enter or proceed in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;



(b) wait, including for the purposes of loading or unloading, in the length of West Barnes Lane specified in sub-paragraph 2(a) above.



3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



5. The alternative routes for:-



(a) vehicles affected by the road closure would be via Claremont Avenue and Burlington Road, or vice versa;



(b) pedestrians affected by the road closure would be via the adjacent footbridge.



6. Nothing in the Order would apply: -



(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;



(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) to any vehicle being used for police, fire brigade or ambulance purposes; or



(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.



7. The Order would come into operation at 12.30am on Sunday 18th October 2020 and remain in force until 6am on Monday 19th October 2020.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

PARKWOOD ROAD. SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate service pipe repairs in Parkwood Road SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.



2. During the works no person would cause or permit any vehicle to:-



(a) enter or proceed in Parkwood Road, between the common boundary of Nos. 6 and 7 Parkwood Road and the common boundary of Nos. 10 and 11 Parkwood Road; or



(b) wait, including for the purposes of loading or unloading, in the length of road specified in paragraph 2(a) above.



3. Any designated parking place situated in the length of Parkwood Road specified in paragraph 2(a) above would be suspended.



4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Vehicular traffic affected by the road closure should proceed via Alexandra Road, Springfield Road and Woodside or via Woodside, Rostrevor Road and Woodside.



6. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes; or



(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.



7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



8. The Order would come into operation on Monday 19th October 2020 with the works expected to be completed within 5 days. However, the Order would remain in force for 12 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

MARINA AVENUE. KT3 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate the delivery of a telecom mast for installation in Marina Avenue or in proximity to Marina Avenue, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.



2. No person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Marina Avenue, between its junction with West Barnes Lane, south-eastward to the common boundary of Nos. 4 and 6 Marina Avenue.



3. Any designated parking place situated in the length of road specified in sub-paragraph 2(a) above would be suspended for the duration of the works.



4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Nothing in the Order would apply to: -



(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or



(b) any vehicle being used for police, fire brigade or ambulance purposes.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



7. The Order would come into operation on Monday 19 October 2020 and it is anticipated that the restrictions would apply on that day only. However, the Order would remain in force for 1 month or until the telecom mast installation works are completed, whichever is the earlier.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE. KT3

(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate crane operations and associated works in West Barnes Lane, KT3, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.



2. During the works, no person will:-



(a) cause or permit any vehicle to enter or proceed in West Barnes Lane, KT3, from a point 5 metres north-east of the north-eastern boundary of No. 206 West Barnes Lane and a point 5 metres south-west of the common boundary of Nos. 206 and 208 West Barnes Lane;



(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of West Barnes Lane specified in sub-paragraph (a) above;



(c) enter or proceed in the south-western footway in West Barnes Lane adjacent to the works site.
