1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 16 September 2020, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.
2. The general effect of the 'Free Parking Places' Order will be to: -
(a) designate a parking place on the carriageway at each of the locations listed in the Schedule to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;
(b) provide that the parking places will operate at all times;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) revoke the redundant disabled persons parking places outside No. 33 Braemar Avenue, SW19, No. 22 Hailsham Road, SW17; No. 67 Kingswood Road, Wimbledon and No. 20 Watery Lane, SW20.
3. The general effect of the 'Parking Places Amendment' Orders will be to shorten in length existing permit or pay and display parking places to enable the introduction of disabled persons parking places at the locations described in the Schedule to this Order and increase in length an existing permit parking place in Watery Lane upon removal of a disabled persons parking place.
4. A copy of the Orders, which will come into force on 28 September 2020, and other documents giving more detailed particulars of the Orders, including plans specifying the roads or lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX..
5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
EVELINE ROAD. MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at No. 32 Eveline Road, Mitcham, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.
2. During the works no person will:-
(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Eveline Road, the north-west side, between the south-western boundary of No. 30 Eveline Road and the northeastern boundary of No. 34 Eveline Road;
(b) enter or proceed in the north-western footway of Eveline Road adjacent to the length of road specified in paragraph 2(a) above.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Pedestrians affected by the footway closure should proceed using the temporary footway provided.
5. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works or in connection with the delivery or collection of material to or from the work site; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into operation on Monday 21 st September 2020 and remain in force for 18 months or until the works are completed, whichever is the earlier.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
WEST BARNES LANE. KT3
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 41 ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate crane operations and associated works in West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said road.
2. During the works, no person would:-
(a) cause or permit any vehicle to enter or proceed in West Barnes Lane, KT3, from a point 5 metres north-east of the north-eastern boundary of No. 206 West Barnes Lane and a point 5 metres south-west of the common boundary of Nos. 206 and 208 West Barnes Lane;
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of West Barnes Lane specified in subparagraph (a) above;
(c) enter or proceed in the south-western footway in West Barnes Lane adjacent to the works site.
3. Any designated parking place situated in the length of West Barnes Lane specified in sub-paragraph 2(a) above would be suspended for the duration of the works.
4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the road closure should proceed using Seaforth Avenue Phyllis Avenue and West Barnes Lane, or vice-versa.
6. Pedestrians affected by the footway closure should proceed using the footway opposite.
7. Nothing in the Order would apply to: -
(a) any person or vehicle engaged in the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring pedestrian or vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
8. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
9. The Order would come into operation on Thursday 1 st October 2020 and it is anticipated that the works would be carried out in one day before 8th October 2020. However, the Order would remain in force for 18 months should the works be delayed or further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
RUSSELL ROAD. WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 21 ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate public realm improvement works in Russell Road, Wimbledon they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person would cause or permit any vehicle to :-
(a) enter or proceed in Russell Road, from the southern kerb-line of The Broadway south-eastward for a distance of 40 metres; or
(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Russell Road specified in sub-paragraph 2(a) above.
3. Any designated parking place or loading place situated in the length of road specified in paragraph 2 above would be suspended for the duration of the works.
4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the road closure should proceed using The Broadway, Gladstone Road, Pelham Road or Palmerston Road.
6. Nothing in the Order would apply: -
(a) to any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

The Order would come into operation on Friday 25th September 2020
and it is anticipated that the works would be completed within 3 months. However, the Order would remain in operation for 18 months and its provisions would be re-introduced during that period should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(VARIOUS ROADS)
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 31 ORDER 2020
1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they intend to make an Order, the effect of which, during the works, would be to temporarily prohibit vehicular traffic from entering, proceeding in or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.
2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice would be suspended for the duration of the works in those roads or lengths of roads.
3. The restrictions and suspensions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Alternative routes for diverted traffic would be indicated by advance warning and diversion signs on the roads affected when the works are in progress but would likely be those diversion routes specified in column 2 of the Schedule to this notice.
5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.
7. The Order would come into force on Thursday 1st October 2020 and the anticipated works dates are specified in column 3 of the Schedule to this notice. However, the Order would remain in operation for a maximum period of 12 months and its provisions would be re-introduced should further works be required.
